ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE
OF ORDINANCES, CHAPTER 16 PARKS AND RECREATION
RELATIVE TO THE APPOINTMENT OF THE CHAIRPERSON
OF THE PARKS AND RECREATION ADVISORY BOARD;
PROVIDING A SEVERABILITY CLAUSE; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council and City Staff have determined that with the increased
responsibilities of the Parks and Recreation Advisory Board due to the passage of the one
cent sales tax in November of 2006 in relation to the Quality of Life improvements, that the
Chairperson of the Parks and Recreation Advisory Board be appointed by the Mayor.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all of the matters stated in the preamble of this ordinance are true
and correct and are hereby incorporated into the body of this ordinance as if copied in their
entirety.
Section 2. That the Grapevine Code of Ordinances, Chapter 16 Parks and
Recreation, Section 16-3 is hereby amended by amending paragraph one to read as
follows:
"At the time of appointment of members, the Mayor shall appoint a chairperson of
the board. Also, within 30 days of appointment, the board shall meet in regular
session to elect a vice -chairperson and a secretary for one-year terms until their
successors are elected. The board shall adopt bylaws to govern the holding of its
meetings which, at a minimum, shall encompass the following:"
Section 3. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 4. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.

GRAPEVINE, TEXAS on this the 5th day of June, 2007.
