when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and

Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

The Conditional Use Permit is a request to amend the previously approved Site Plan of the
Cowboys Golf Club Clubhouse Facility that allows the storage, sale, and consumption of alcoholic
beverages with the addition of a new 1900 sq. ft. bar/grill area and adjacent 1900 sq. ft. covered
patio.
Currently, the existing bar & grill is closed to the public during golf tournaments and other private
events. The addition of the new bar/grill area and patio will provide a year-round destination for
golfers and visitors from the local resort / convention hotels to enjoy food and beverages. At the
only NFL "branded" golf club in the country. The patio addition will have the added benefit of
providing additional areas for golf tournaments and private event functions.

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU03-08 (Ord. 2003-25) approved at the April 15, 2003
meeting for an 18 -hole golf course, with the possession, storage, retail sale and on -
premise consumption of alcoholic beverages (beer, wine, and mixed drinks) in
conjunction with a restaurant/clubhouse and enclosed pavilion, specifically to allow a
relocation and expansion to the bar/grill area, allow for the addition of a new outdoor
covered patio area and allow for six speakers on the new covered patio, and take any
other action necessary.
Conditional Use Request CU99-44 (Ord. 99-143), approved at the September 21, 1999
joint public hearing established an 18 -hole golf course with on -premise consumption of
alcoholic beverages in conjunction with a clubhouse and restaurant on the subject
property.
Conditional Use Request CU99-75 (Ord. 00-04) amended the previously approved plan
by reducing the size of the clubhouse to 9,000 square feet, eliminating the cart barn and
relocating the maintenance building. The applicant received a subsequent revision to
the previously approved plan (C000-27) from the Site Plan Review Committee at their
June 21, 2000 meeting which allowed for several minor changes to the clubhouse
however, extensive proposed changes to the clubhouse area landscaping plan was not
considered ue to the applicant withdrawing that part of the request. Conditional Use
Request CU01-16 (Ord.01-39) was approved at the May 15, 2001 meeting and allowed
for a modification to the previously approved plan for Cowboy Golf—specifically the
landscaping plan in the clubhouse area was modified and a monument sign was added.
Conditional Use Request CU03-08 (Ord. 03-25) amended the previously approved plan
by allowing for the development of a 6,000 square foot enclosed special events pavilion.
On October 26, 2006 the Site Plan Review Committee approved CU06-53 on the
subject site, which allowed for the addition of a 1,404 square feet golf cart wash bayjust
to the southeast of the existing maintenance building.

On April 26, 2007 the Site Plan Review Committee approved CU07-11 on the subject
site, which allowed for the addition of 140 square feet (10'x14') of covered concrete to
the east side of the approved golf cart wash bay.
At the Committee's August 29, 2007 meeting a conditional use permit (CU07-24) was
approved to allow a 1,545 square foot addition to the south side of the clubhouse that
was used as additional dining space. A detached 324 square feet accessory structure
was also approved for storage.
With this request the applicant intends to relocate the existing bar/grill and expand its
area by approximately 1,460 square feet. The previous location will be used as a
meeting area/board room. The applicant also intends to create an expanded patio area
of approximately 1,895 square feet that will have six speakers placed throughout the
patio area. Parking relative to the golf course, driving range, office uses, retail sales,
and restaurant requires 226 spaces—the applicant has provided on site 226 spaces.
The applicant is aware of and has fully acknowledged the 50/50 food to beverage
requirement relative to restaurant with on -premise alcohol beverage sales.

minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

sale and on -premise consumption of alcoholic beverages (beer, wine, and mixed drinks) in
conjunction with a restaurant/clubhouse and enclosed pavilion, specificall to allow a relocation and

for six speakers on the new covered patio was approved by the Site Plan Review Committee on
May 6, 2015. This approval allows for modifications to be made to the clubhouse area relative to
the plans approved by the Site Plan Review Committee after receipt of a building permit from this
department. This approval is consistent with the existing plan for the Cowboys Golf course that was
originally conceived and approved in September 1999. Tax revenues generated from this golf
course and the new improvements will be utilized as part of a Quality of Life fund, a portion of which
will be dedicated to those uses that improve and enhance recreational opportunities in the lake park
areas of Lake Grapevine.

am writing in response to your request to make renovations and improvements to
existing facilities within the Cowboys Golf Club Sublease. Renovations will include the
board room, banquet hall and creating an ADA restroom. In addition, the existing patio
will be replaced and expanded with an additional 1900 square feet outdoor area. Your
request is approved subject to the following conditions:
a. The renovations and improvements are limited to the existing approved main
clubhouse structure, according to the plans and drawings submitted (see attached
exhibits).
b. All permits and authorizing approvals which may be required must be obtained
by the City, sublessees or contractors prior to the commencement of any work on
Government Property.
