DIRECTOR, DEVELOPMENT SERVICES DATE: MAY 6, 2015 SUBJECT: CONDITIONAL USE REQUEST CU15-15 COWBOYS GOLF; 1600 FAIRWAY DRIVE RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Request CU03-08 (Ord. 2003-25) approved at the April 15, 2003 meeting for an 18 -hole golf course, with the possession, storage, retail sale and on - premise consumption of alcoholic beverages (beer, wine, and mixed drinks) in conjunction with a restaurant/clubhouse and enclosed pavilion, specifically to allow a relocation and expansion to the bar/grill area, allow for the addition of a new outdoor covered patio area and allow for six speakers on the new covered patio, and take any other action necessary. Conditional Use Request CU99-44 (Ord. 99-143), approved at the September 21, 1999 joint public hearing established an 18 -hole golf course with on -premise consumption of alcoholic beverages in conjunction with a clubhouse and restaurant on the subject property. Conditional Use Request CU99-75 (Ord. 00-04) amended the previously approved plan by reducing the size of the clubhouse to 9,000 square feet, eliminating the cart barn and relocating the maintenance building. The applicant received a subsequent revision to the previously approved plan (C000-27) from the Site Plan Review Committee at their June 21, 2000 meeting which allowed for several minor changes to the clubhouse however, extensive proposed changes to the clubhouse area landscaping plan was not considered ue to the applicant withdrawing that part of the request. Conditional Use Request CU01-16 (Ord.01-39) was approved at the May 15, 2001 meeting and allowed for a modification to the previously approved plan for Cowboy Golf—specifically the landscaping plan in the clubhouse area was modified and a monument sign was added. Conditional Use Request CU03-08 (Ord. 03-25) amended the previously approved plan by allowing for the development of a 6,000 square foot enclosed special events pavilion. On October 26, 2006 the Site Plan Review Committee approved CU06-53 on the subject site, which allowed for the addition of a 1,404 square feet golf cart wash bayjust to the southeast of the existing maintenance building. O:\ZC U\CU 15-15.4sprc On April 26, 2007 the Site Plan Review Committee approved CU07-11 on the subject site, which allowed for the addition of 140 square feet (10'x14') of covered concrete to the east side of the approved golf cart wash bay. At the Committee's August 29, 2007 meeting a conditional use permit (CU07-24) was approved to allow a 1,545 square foot addition to the south side of the clubhouse that was used as additional dining space. A detached 324 square feet accessory structure was also approved for storage. With this request the applicant intends to relocate the existing bar/grill and expand its area by approximately 1,460 square feet. The previous location will be used as a meeting area/board room. The applicant also intends to create an expanded patio area of approximately 1,895 square feet that will have six speakers placed throughout the patio area. Parking relative to the golf course, driving range, office uses, retail sales, and restaurant requires 226 spaces—the applicant has provided on site 226 spaces. No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a Building Permit is obtained and the erection or alteration of a structure is started, or (2) an Occupancy Permit is obtained and a use commenced. The City Council may grant one additional extension not exceeding one (1) year, upon written application, without notice or hearing.
