SUBJECT: APPROVAL OF A RESOLUTION FOR AN ONGOING
PROGRAM TO DONATE MATERIALS TO FRIENDS OF THE
LIBRARY GROUP
RECOMMENDATION:
Consider a resolution authorizing the donation of surplus materials to the Friends of the
Library Group. This would generate funds through their ongoing book sale to purchase
new materials, equipment or provide programs at the Grapevine Public Library.
BACKGROUND:
For the last ten years, the Grapevine Public Library has had room for all the materials
purchased and donated. Recently the shelves have become crowded and new
materials are becoming difficult to shelve and retrieve. Many years ago we sent a pallet
of Library materials to the City wide auction but received very little money for all the time,
effort and storage it required.
On January 11, 2011 the Library Board reviewed and unanimously approved a new
withdrawal policy which incorporated donating withdrawn materials to the Friends of the
Library Group for their on going book sale.
Since the Friends of the Library Group receive and process thousands of donated
materials each month in the Friends Gallery at the Library, it is recommended that
materials which are deleted from the collection due to age or lack of circulation be
donated to the Friends of the Library Group. The Friends will make the materials
available to the public through their ongoing book sale and all the funds received will
come back to the Grapevine Public Library for programs to benefit children or adults,
new materials for children or adults, or equipment needed that has not been funded by
other sources.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO TRANSFER
OBSOLETE; EXCESS OR DAMAGED LIBRARY MATERIALS,
AS WELL AS EXCESS DONATED MATERIALS TO THE
FRIENDS OF THE LIBRARY, AND APPROVING THE SALE
OF SUCH MATERIALS FOR THE BENEFIT OF THE CITY OF
GRAPEVINE LIBRARY; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the Friends of the Library is a non - profit group formed to provide
support to the City of Grapevine Library, and
WHEREAS, the Friends of the Library hold a continuous book sale, the proceeds of
such are used for the purchase of books and equipment and to fund special projects for
the City's library; and
WHEREAS, the City of Grapevine, Texas, desires to dispose of obsolete, excess or
damaged library materials, as well as excess donated materials, and to allow the Friends
of the Library to sell such materials with the funds realized from such sale channeled back
into the Grapevine Library.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to establish this program between the City of Grapevine and the Friends of the
Library.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 15th day of February, 2011.
