SUBJECT: PEDESTRIAN HYBRID BEACON INSTALLATION AT HALL-JOHNSON
ROAD AND HAZY MEADOW LANE
RECOMMENDATION: City Council to consider the installation of a Pedestrian Hybrid Beacon at
the intersection of Hall -Johnson Road and Hazy Meadow Lane.
FUNDING SOURCE: Funds are available in the Capital Projects Streets Fund in an estimated
amount of $60,000.
BACKGROUND: Public Works staff is seeking City Council approval for the installation of a
Pedestrian Hybrid Beacon (PHB) at the intersection of Hall -Johnson Road
and Hazy Meadow Lane. The City had Kimley Horn & Associates, Inc.
perform a traffic warrant study at Hall -Johnson and Hazy Meadow. This
intersection is the main student crossing for Grapevine Elementary School
land the nearby park. Kimley Horn recommends the City install a PHB at
the intersection of Hall -Johnson Road and Hazy Meadow Lane
A PHB is a special type of hybrid beacon used to warn and control traffic
at an unsignalized location to assist pedestrians in crossing a street or
highway at a marked crosswalk. This is the same signalization installed at
the South Main Street and East Texas intersection near City Hall.
The purchase will be made in accordance with existing interlocal
agreements with Houston -Galveston Area Council (H-GAC), The Local
Government Purchasing Cooperative (BuyBoard) as allowed by Texas
Local Government Code, Chapter 271 and Texas Government Code,
Chapter 791.
Staff recommends approval.
