SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE LIGHTING
FOR HERITAGE PARK THROUGH A SOLE SOURCE AND AN
INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT
PURCHASING COOPERATIVE (BUYBOARD)
RECOMMENDATION:
City Council to consider approval of the purchase of lighting for Heritage Park Tennis
and Basketball courts through an interlocal agreement with Local Government
Purchasing Cooperative (Buyboard) and a sole source brand determined by the Parks
and Recreation Department. The total cost of this purchase is not to exceed $79,070.
FUNDING SOURCE:
Funding for this expenditure are available in account 174 -74015 -053 -000 (Street
Maintenance /Capital Replacement/Athletic Field Lamps) (PCMF).
BACKGROUND:
This purchase will be made in accordance with an existing Interlocal Agreement with the
Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local
Government Code, Section 271.102. Cooperative Purchasing Program Participation.
Bids were taken by the Cooperative and a contract was awarded to the vendor Musco
Sports Lighting LLC under contract number 364 -10. The Interlocal Agreement and
Cooperative Purchasing Agreement satisfy all bidding requirements under the Local
Government Code.
This request is to approve the purchase of lighting for Heritage Park Tennis and
Basketball courts. The current lighting system is more than 25 years old. After years of
use and numerous repairs, the light poles and wiring have become unreliable. In order to
insure the safety of area residents and to preserve City property it is recommended that
the lighting system be replaced.

Musco Sports Lighting LLC. is the only company that manufactures the Musco Light
Structure System. Musco Light Structure System, which come with a 25 year warranty, is
the system that the City uses at all of its athletic facilities and has proven to be very
reliable.
Staff recommends approval of the purchase of lighting for Heritage Park Tennis and

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE,. TEXAS; AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
MUSCO LIGHTING AS A SOLE SOURCE PROVIDER AS
DETERMINED BY THE PARKS AND RECREATION
DEPARTMENT FOR TENNIS AND BASKETBALL COURT
LIGHTING AND AUTHORIZATION TO PURCHASE UNDER
AN INTERLOCAL CONTRACT WITH BUYBOARD AS A ONE -
TIME PURCHASE AND PROVIDING AN EFFECTIVE DATE
WHEREAS; the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS; the Local Government Purchasing Cooperative (Buyboard.com) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local G'overnn,ent Code; and
WHEREAs, the City of Grapevine, Texas, has established an lnterlocal Agreement
with the Local Government Purchasing Cooperative (Buyboard.com) and wishesto utilize
established contracts meeting all State of Texas bidding requirements ; .and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has
established a contract, #364 -10, with Musco Sports Lighting LLC. for tennis and basketball
court lighting; and

WHEREAS, the Department's specifications are such, through staff evaluation, that
the only vendor.-.'that can meet the specification is Musco Sports Lighting LLC.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1 That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2:.. That the City Manager, or his designee, is authorized to take all steps
necessary to establish a Purchase Order with Musco Sports Lighting LLC: in the total
amount of $79,070.00.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 15th day of February, 2011.
