SUBJECT: AWARD OF FAIRWAY DRIVE EXPANSION PROJECT AND
APPROPRIATE FUNDING
RECOMMENDATION: City Council to accept the Texas Department of Transportation grant in the
amount of $338,940, appropriate funds in the amount of $475,000 in the
Capital Projects Streets Fund, and award the design of the Fairway Drive
Expansion to Kimley Horn and Associates, Inc. based upon TxDOT
concurrence in the amount of $475,000.
FUNDING SOURCE: Upon approval of the above recommendation, funds will be available in
the Capital Projects Streets Fund in an estimated amount $475,000.
BACKGROUND: On August 31, 2018, staff submitted eight candidate projects related to
the Metropolitan Transportation Plan Policy Bundle to the North Central
Texas Council of Governments' call for projects including the design of the
expansion of Fairway Drive from Marina Drive to State Highway 26. City
staff went through a competitive selection process and is recommending
Kimley Horn & Associates for this project. The engineering contract,
including a 10% contingency, is $475,000. The federal grant provides
$338,940 for the design leaving a gap of $136,060 to be funded by the
City.
The project design is to widen Fairway Drive from Marina Drive to SH 26
from two lanes to three lanes, intersection improvements at the SH 26 and
Fairway Drive intersection to include turn lanes and signal improvements,
and a 10' wide hike and bike trail along Fairway Drive.
Construction costs awarded for this project in the FY 2021-2024
Transportation Improvement Program, are shown as $2,787,061. If the
construction cost were to go over, the City would be responsible for the
balance of the cost over the grant.
Staff recommends approval.

ORDINANCE NO. 2022-001
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, INCREASING ESTIMATED RECEIPTS
IN THE AMOUNT $338,940 IN THE CAPITAL PROJECTS
STREETS FUND TO BE RECEIVED FROM THE TEXAS
DEPARTMENT OF TRANSPORTATION GRANT FOR USE IN
CONJUNCTION WITH APPROVED GRANT EXPENDITURES;
AUTHORIZING THE APPROPRIATION OF $475,000 IN THE
CAPITAL PROJECTS STREETS FUND; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine has received approval for $338,940 in grant
funds for the Fairway Drive expansion; and
WHEREAS, funding in the amount of $136,060 is available in the Capital Projects
Street Fund; and
WHEREAS, the City requires the Fairway Drive expansion as a part of the grant;

WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an increase in estimated
receipts in the amount of $338,940 in the Capital Projects Streets Fund based on approval
of the Texas Department of Transportation (TxDOT) grant.
Section 3. That the City Council hereby authorizes an amount of $338,940
revenue be appropriated in the Capital Projects Streets Fund based on approval of the
TxDOT grant.
Section 4. That the City Council hereby authorizes $136,060 be appropriated
from the Capital Projects Streets Fund for the Fairway Drive expansion
for a total of $475,000 in funding.
Section 5. That a copy of the revised FY 2021-2022 Capital Improvements Plan
budget document shall be kept on file in the office of the City Secretary and on the City of
Grapevine website.
Section 6. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 7. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
