Within the Title Block in the lower right-hand side of all sheets provide the
proposed new lot number (e.g. 2R1, 2R2, 2R3 and 2R4) to its specific

Add a purpose statement near the Title Block: The purpose of this
Conditional Use request is to amend the previously approved site plan by
subdividing Lot 2, Block 2, into four lots: 2R1, 2R2, 2R3 and 2R4.

Revise the line under the Title Block to, “Conditional Use Permit and Site
Plan No. CU21-06” instead of “…CU21-) (. Addressed 12/27/21.
Within the signature block to all sheets correct the case number (CU22-

SUBJECT: CONDITIONAL USE REQUEST CU22-06 – THE CROSSROADS OF
DFW, BLOCK 2, LOTS 2R1, 2R2, 2R3, AND 2R4
RECOMMENDATION
Staff recommends the Site Plan Review Committee (SPRC) consider proposed
changes to Conditional Use request CU15-07 approved at the March 4, 2015 SPRC
meeting for a planned commercial center to allow minor exterior elevation and floor plan
changes to an existing Hooter’s restaurant, which amended CU99-18 (Ord. 1999-72)
approved at the May 4, 1999 City Council meeting for a planned commercial center to
allow the possession, storage, retail sales and on -premise consumption of alcoholic
beverages (beer, wine, and mixed drinks) in conjunction with Logan’s Roadhouse
restaurant. This request is to specifically allow subdivision of Lot 2, Block 2 into four
lots: 2R1, 2R2, 2R3, and 2R4, and take any other action necessary.
BACKGROUND INFORMATION
The applicant proposes to replat Lot 2, Block 2 into four lots. Lot 2 is 7.002 acres and
features three existing restaurant buildings (Hooter’s, Pluckers Wing Bar, and the
former Cultural Catch/Boston’s The Gourmet Pizza), associated parking, vehicle
maneuvering areas and ground signs. A fourth restaurant building, formerly Great Scott
and Carrabba’s Italian Grill, was located on the eastern side of Lot 2 but was
demolished in July 2020.

With this request the applicant is not proposing to develop any new uses or structures.
Any future changes to the approved site plan will require a new conditional use request.
The subject and surrounding property was zoned “I-1” Light Industrial District prior to the
1984 City Rezoning. On September 15, 1992 with Z92-04 and CU92-14, the subject
property was rezoned from “GU” Governmental Use District and “PD” Planned Industrial
Development District to “CC” Community Commercial District with a master site plan for
a planned commercial center in conjunction with an Outback Steakhouse restaurant
(Block 1, Lot 1, The Crossroads of DFW ).

CU94-10; May 17, 1994, Council approved a Don Pablo’s restaurant with retail
sale, storage and on-premise consumption of alcoholic beverages and a 40-foot
pole sign.
CU94-26; September 20, 1994, Council approved changes to the floor plan for
Don Pablo’s restaurant.
CU99-18; May 4, 1999, Council approved an amendment to the approved site
plan for a 40-foot pole sign and the retail sale, storage and on-premise
consumption of alcoholic beverages in conjunction with a Logan’s Roadhouse
restaurant.
CU00-09; March 28, 2000, Council approved an amendment to the approved site
plan for the retail sale, storage and on -premise consumption of alcoholic
beverages in conjunction with 6,720 sq. ft. Carrabba’s Italian Grill restaurant and
40-foot pole sign.
CU01-59; October 24, 2001, the SPRC approved revisions to the Hooter’s
restaurant’s floor plan, exterior elevations along with relocation of an existing 40 -
foot pole sign from the front property line adjacent to Cross Roads Drive to the
rear property line adjacent to State Highway 121.
CU04-36; October 19, 2004, Council approved a revision to the approved site
plan for the retail sale, storage and on -premise consumption of alcoholic
beverages in conjunction with a 6,237 sq. ft. Boston’s The Pizza Gourmet
restaurant.
SU04-03; October 19, 2004, Council approved a special use permit for the use of
one pool table for Boston’s The Pizza Gourmet restaurant.
CU10-20; September 21, 2010, Council approved amendments to the floorplan,
elevations, and allowed outdoor dining and outdoor speakers for the existing
Pluckers Wing Bar restaurant.
CU15-07; March 4, 2015, the SPRC approved minor exterior elevation and floor
plan changes to the existing Hooter’s restaurant.

To Whom It May Concern,
This letter is to verify that your request for a conditional use permit located at 1701, 1705, 1711,
1713 Cross Roads Drive, to replat Lot 2, Block 2 into four lots was approved by the Site Plan Review
Committee on January 6, 2022. A copy of the approved site plan is enclosed.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
