SUBJECT: APPROVAL OF THE PURCHASE OF ACCORDION
PARTITIONS AND SOUND ATTENUATION BATTING FOR THE
COMMUNITY ACTIVITIES CENTER THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT WITH THE
COOPERATIVE PURCHASING NETWORK
RECOMMENDATION:
City Council to consider approval for the purchase of accordion partitions and sound
attenuation batting for the Community Activities Center from Cole Construction through
an established interlocal agreement with he Cooperative Purchasing Network in the total
amount not to exceed $31,323.
FUNDING SOURCE:
Funds are available in account 174 - 74015 -069 Street Maintenance Capital Replace -
ment /Community Activities Center /Fitness Equipment Replacement.
BACKGROUND
Authority for such services is granted under Local Government Code, Title 8, Chapter
271, Subchapter F, Section 271.102.
This contract will be established under an. interlocal agreement with the Cooperative
Purchasing Network (TCPN). Council approved participation in the cooperative' on
May 16, 2000.
TCPN has an established contract with Core Construction under TCPN contract number
R4955. The Cooperative Purchasing Agreement satisfies all bidding requirements under
the Local Government Code.
The CAC has three accordion room partitions that make it possible to create seven
individual classrooms to host various programs/meetings simultaneously at the CAC.
Currently two of the three room dividers are completely inoperable and the third is in
disrepair. Due to these circumstances the CAC is currently limited on the number of
programs/meetings it can host and in danger of having to eliminate some summer
camps because the CAC uses all seven classrooms, during the summer months, to host

various youth camps and recreation programs. The CAC is requesting to replace the
current classroom partitions that are outdated and in disrepair with a higher grade room
partition and include sound attenuation batting in the ceiling to reduce sound carry over
thus making it possible to utilize all seven classrooms and reduce disturbance from
programs /meetings that are being held side -by -side.
Staff recommends approval for the purchase of accordion partitions and sound
attenuation batting for the Community Activities Center from Cole Construction through
an established interlocal agreement with the Cooperative Purchasing Network in an
amount not to exceed $31,323.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
ACCORDION PARTITIONS AND SOUND ATTENUATION
BATTING THROUGH AN ESTABLISHED INTERLOCAL
AGREEMENT AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS, The Cooperative Purchasing Network (TCPN) is a qualified purchasing
cooperative program as authorized by Section 271.102 of the Texas Local Government
Code; and
WHEREAS, the City of Grapevine, Texas, has established an lnterlocal Agreement
with The Cooperative Purchasing Network (TCPN) and wishes to utilize established
contracts meeting all State of Texas bidding requirements; and
WHEREAS, The Cooperative Purchasing Network (TCPN) has established a
contract with Cole Construction for accordion partitions and sound attenuation batting; and
WHEREAS, the current room dividers are in disrepair and inoperable and new
partitions will make it possible to create individual classrooms to host various
programs /meetings simultaneously at the Community Activities Center.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS;
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of accordion partitions and sound attenuation batting from Cole Construction in an amount
not to exceed $31,323.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said equipment.
