APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
BASKETBALL BACKSTOP REPLACEMENTS AND
INSTALLATION
City Council to consider approval of a resolution for the purchase of four basketball
backstop replacements and installation from Academic Specialties Texas, Inc. through
an Interlocal Participation Agreement with The Local Government Purchasing
Cooperative (Buyboard).
FUNDING SOURCE:
Funding for this purchase is currently available in account 174 - 74015 - 069 -000 (Fitness
Equipment Replacement) for an amount not to exceed $19,580.00.
This purchase will be made in accordance with an existing Interlocal Participation
Agreement with The Local Government Purchasing Cooperative (Buyboard) as allowed
by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was awarded to Academic
Specialties Texas, Inc. The Parks & Recreation Department staff and Purchasing
reviewed the contract for specification compliance and pricing and determined that the
contract would provide the best product and pricing for meeting the needs of the City.
The Interlocal Participation Agreement satisfies all bidding requirements under the
Texas Local Government Code.
The Parks & Recreation Department has been in the process, since FY11, of changing
the side goals in each gymnasium out from smaller plastic basketball goals to full -sized
glass backboards with automatic adjustment capabilities. This is being done to relieve
congestion on the two main goals that are found in each gymnasium and to replace
outdated equipment that is in need of repair. This is the final phase in that replacement
which will result in six, full -sized basketball goals in each gymnasium at the CAC.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
BASKETBALL BACKSTOP REPLACEMENTS AND
INSTALLATION THROUGH AN ESTABLISHED
INTERLOCAL PARTICIPATION AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS, The Local Government Purchasing Cooperative (Buyboard) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine, Texas, has established an Interlocal Participation
Agreement with The Local Government Purchasing Cooperative (Buyboard) and wishes to
utilize established contracts meeting all State of Texas bidding requirements; and
WHEREAS, The Local Government Purchasing Cooperative (Buyboard) has
established a contract with Academic Specialties Texas, Inc., contract #413 -12, Athletic,
PE, Gym Supplies and Heavy Duty Exercise Equipment; and
WHEREAS, the City of Grapevine, Texas has a need to purchase four new
basketball backstops for the replacement of outdated basketball equipment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of four basketball backstop replacements and installation from Academic Specialties
Texas, Inc., through an Interlocal Participation Agreement with The Local Government
Purchasing Cooperative (Buyboard) for an amount not to exceed $19,580.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said basketball backstops.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 16th day of July, 2013.
