All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a

Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

CITY OF GRAPEVINE, TEXAS
On Tuesday evening, April 21, 2015 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z15-01/CU15-05/PD15-02 — Sewell Village BMW - Gensler & Associates for property
located at 1111 & 1151 East State Highway 114 and proposed to be platted as Lot 2R-1,
Block 1, Wallcon Addition. The applicant is requesting to rezone approximately 1.6 acres
acres from "CC" Community Commercial District to "PCD" Planned Commerce
Development District. The applicant is requesting a conditional use permit to amend the
previously approved site plan, specifically to allow a BMW new car sales/service/car
wash/parking building, a pre -owned building and an additional 40 -foot pole sign. The
applicant is also requesting a planned development overlay to allow but not be limited to
deviation from the height requirements. The property is zoned "PCD" Planned Commerce
Development District and "CC" Community Commercial District and is owned by Sewell
Village Cadillac Company.
CU15-06 — South Western Bistro - s submitted by Sean Ahern for property located at 129
South Main Street #130 and platted as Lot 1, Block 1, Hazelwood Commercial Building
Addition. The applicant is requesting a conditional use permit to allow possession, storage,
retail sale and on- and off -premise consumption of alcoholic beverages (beer, wine and
mixed drinks), outdoor dining and outdoor speakers in conjunction with a restaurant. The
property is zoned "CBD" Central Business District and is owned by Chateau Group I.
CU15-08- The Airport Valet — submitted by The Airport Valet for property located at 2650
State Highway 121 and proposed to be platted as Lot 1 R -1A, Block 1, Fellowship of Las
Colinas Addition. The applicant is requesting a conditional use permit to allow for a 4.05
acre commercial parking lot and a 32 -foot pole sign. The property is zoned "CC"
Community Commercial District and is owned by Fellowship Church.
CU15-09 — AERISTO - submitted by C A Schmidt Leder, Ltd. for property located at 800
South Dooley Street and platted as Lot 1R1, Block 1, L Payton Wright II. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to allow covered parking and outside storage in conjunction with automotive restoration.
The property is zoned "LI" Light Industrial District and is owned by E O Apartments LTD.
SU15-01 Fellowship Church — submitted by Pacheco Koch for property located at 2450

State Highway 121 and proposed to be platted as Lot 1 R-1 B, Block 1, Fellowship of Las
Colinas Addition. The applicant is requesting a special use permit to amend the previously
approved site plan specifically to decrease the acreage of the site for an existing church in
a non-residential district. The property is zoned "CC" Community Commercial District and
is owned by Fellowship Church.
CU15-10 Grapevine Cricket Fields — submitted by Bannister Engineering for property
located at 3420 Foxfire Lane and proposed to be platted as Lot 1, Block 1, Grapevine
Cricket Fields Addition. The applicant is requesting a conditional use permit to establish a
cricket field with light standards, cricket batting cages, future tennis courts and volleyball
courts on 20 acres. The property is zoned "RA" Recreational Amusement District and is
owned by Chesapeake Land Company.
CU15-12 — Enterprise Car and Truck Rental — submitted by AME Engineering for
property located at 1800 South Main Street and proposed to be platted as Lot 7R, Block 6,
Metroplace 2nd Installment. The applicant is requesting a conditional use permit to amend
the previously approved site plan for a planned commercial center and to allow for a car
and truck rental facility. The property is zoned "CC" Community Commercial District and is
owned by Stacy/Main LLC.
SU15-02 —121 Community Church — submitted by 121 Community Church for property
located at 2701 Ira E Woods Avenue and proposed to be platted as Lot 1, Block 1,
Philippians. The applicant is requesting a special use permit to allow a church in a non-
residential District. The property is zoned "CC" Community Commercial and is owned by
Hillsleigh Company.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow for a commercial parking lot
and a 32 -foot pole sign.
The applicant intends to develop a 5,000 square foot office building and a 385 parking
space commercial parking lot. All parking spaces are proposed to be covered by fabric
covered carports. Primary access to the proposed use is from the frontage road of State
Highway 121 North. A 32 foot, 80 square foot pole sign is proposed adjacent to the
northbound State Highway 121 service road.
PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is an

undeveloped portion of the existing Fellowship Church. Within the City of Coppell 617
existing parking spaces owned by Fellowship Church are also planned as parking for the
Airport Valet.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and surrounding areas were rezoned in the 1984 City Rezoning from
1-1" Light Industrial District to "PID" Planned Industrial District. Conditional Use Permit
CU93-07 was approved on July 20, 1993 for a church in a Planned Industrial District under
the standard development option with deed restrictions. Construction on the project did not
occur within the allotted time frame and the conditional use permit expired. The site was
rezoned (Z96-13) in June 1996 to "CC" Community Commercial District as directed by
Council. The GE Computer Services property to the south was rezoned from 1-1" Light
Industrial District to "LI" Light Industrial District in the 1984 City Rezoning. Council
approved special use request SU96-14 (Ordinance 96-103) at the December 17,1996 joint
public hearing allowing the Fellowship of Las Colinas to develop a church with a height of
60.5 feet, exceeding the 50 foot maximum height allowed in the "CC" Community
Commercial District. The site was later revised (SU97-08; Ordinance 97-109) to include an
87,300 square foot Phase 2, Children's Education Center and to increase the number of
fixed auditorium seating by 1,255 seats for a total of 4,092 seats. At the February 17, 1998
meeting, Council approved (SU98-01) a revision to the site plan allowing for an
approximate 26,500 square foot temporary building to be utilized as the church's preschool
structure. This addition of a temporary building to the site plan was approved with the
stipulation that it would be removed within four years of the issuance of a certificate of
occupancy for the structure. Special Use Permit S000-01 was approved by Council at
their January 16, 2001 meeting and allowed for a revision to the previously approved
creative communications building and the addition of an atrium/food court. The Site Plan
Review Committee, at their June 20, 2001 meeting approved a slight amendment to the
site plan associated with the Fellowship Church specifically reducing the size of the
Creative Communications building from 155,972 square feet to 144,100 square feet.
Council approved at the May 21, 2002 meeting a revision of the site plan for the Fellowship
Church (SU02-02) specifically allowing a modification to the west exterior elevation, the
landscaping in the bookstore courtyard area and allowing the addition of six flagpoles near
the main entrance to the site. At the December 12, 2002 meeting City Council approved
SU02-05 (Ord. 2002-96) to eliminate the four year time limit on the existing preschool
building and allow for its permanent use and to allow for the addition of another preschool
building.
The Grapevine Mills property was rezoned from "HCO" Hotel Corporate Office to "CC"
Community Commercial (Z95-13) and received an initial conditional use permit (CU95-36)
for a planned commercial center in excess of 1,000,000 square feet of gross leasable area.

The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building design:
multi family apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single Family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a commercial land use. The proposed
development is in compliance with the Master Plan.

This letter is to verify that your request for a conditional use permit located at 2650 North State
Highway 121 and proposed to be platted as Lot 1, Block 11 R1 A, Block 1, Fellowship of Las Colinas
for a commercial parking lot and a 32 -foot pole sign was denied by the City Council on April 21,
2015.
On April 21, 2015, the Planning and Zoning Commission recommended the City Council deny the
request as stated above.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

On behalf of the The Airport Valet, we are pleased to submit application for Conditional
Use for Lot 1 R -1A, Block 1 of Fellowship of Las Colinas Addition for use of the property
as a commercial parking lot.
The Airport Valet is a DFW Airport valet parking service currently located at 5100 W.
Airport Freeway in Irving, Texas. They incorporated in Texas in 2005 and began
commercial operations in January 2006 and currently have over 150 employees and
over 19,000 customers.
Currently their valets meet their customers at DFW Airport and transport the v icle
back on site for safe keeping during the customer's trip. However, the curren ly ocation
will no longer be available after 2015 due to upcoming highway construction work along
Airport Freeway. Fortunately Fellowship Church desired to sell the subject property
along with a portion of their existing parking lot just east of this site located in the City of
Coppell. There is a pending zoning case before the City Coppell running parallel to this
submittal.
The new location and additional parking capacity will allow The Airport Valet to add a
self -park component to their service offering, diversifying their customer base and
allowing them to serve a larger market. If approved, this project will move approximately
4 acres of land from a tax exempt entity to a business entity. The office for the business
will be located within the City of Grapevine as well.
We believe that the allowance of this conditional use will not cause substantial harm to
the value, use, or enjoyment of other property nearby. We further believe that this
project will add value by bringing more visibility to the area.

BACKGROUND
The Airport Valet is a commercial enterprise that specializes in airport parking as a valet service.
The proposed site lies along the northbound frontage road of State Highway 121 in Grapevine,
Texas.
EXISTING CONDITIONS
The proposed site is immediately north of Fellowship Church. The site currently consists of
maintained grass (lawn), a sand volleyball court area, and a permeable gravel parking area. The
property immediately north of the proposed site is an undeveloped lot, zoned commercial. There
is no access drive from the SH 121 northbound frontage road to the proposed site.
PROPOSED CONDITIONS
As shown on the attached exhibit, the development proposes a 24' drive connection to the SH 121
northbound frontage road approximately 368 feet north of the existing Fellowship Church
driveway. The proposed development includes approximately 380 parking spaces and a 5,000 SF
office building. Based on data obtained from The Airport Valet and actual trip counts from their
operational system, trip generation is expected to be approximately 580 trips per day. This is
comprised of valet traffic, self -park customers, and shuttle traffic in and out of the proposed site.
Since the SH 121 frontage road is one-way, the driveway is proposed as right -in, right -out only.
