TRIPLETT, JR., PLANNER IIot DATE: AUGUST 23, 2005 SUBJECT: CONDITIONAL USE REQUEST CU06-35; LOT 2, BLOCK 1, RIVERWALK ADDITION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Request CU02-56 (Ord. 2003-05) approved at the January 21, 2003 meeting for a 600 -unit apartment complex with reduced building separation and three- story building height, and take any other action necessary. BACKGROUND INFORMATION Conditional Use Request CU02-56, approved at the January 21, 2003 meeting allowed for the development of a two phase, 600 -unit apartment complex on an 82 -acre parcel of land at the southeast corner of F.M. 2499 and the Grapevine/Flower Mound city limit line. Under development by Mr. Jerry Stone of Duke Residential Development, the subject site was approved by Council as a conditional use request relative to three-story building height and reduced building separation. At the September 8, 2004 meeting the Site Plan Review Committee approved an amendment to the site plan (CU04-28) which allowed the addition of a single structure (labeled Type IV) to the building mix that is a composite of two buildings that will be representative of all the unit models in the project except for the three bedroom units to be used as a "model" building. In addition a single bay car wash was added to the site plan near the laundry facility. Also, slight changes in the building elevations were approved since the initial elevations were more preliminary in scope. At the February 23, 2005 meeting of the Site Plan Review Committee, the original plan was again amended (CU05-07). The applicant proposed several minor alterations to the previously approved plan which included a reorientation of Building 2, which is to be used as a "model" building. The northern portion of the building was switched with the southern end so that the model units will have visibility to the park area to the south. The leasing office/clubhouse was modified to have a stucco exterior rather than stone and a second carwash bay was added to the plan. The applicant also made some very subtle changes to the building elevations to add diversity to the units and lastly the covered parking was provided over 124 parking spaces throughout the complex. At the June 29, 2005 meeting of the Site Plan Review Committee, an amendment to the original plan was approved (CU05-42). The applicant proposed adding a nature trail to serve as an amenity for the residents. A check for the submittal fee is enclosed based on 26.179 acres. The reason for a Conditional Use / Site plan application is due to previous Conditional Use / Site Plan approval CU02-56, as amended by CU04-28, CU05-07, and CU05-42. This submittal relates to Phase II of the Verde Riverwalk Apartments. The attached changes will improve the project and the amenities of the project as a whole. In no way will the proposed conditional use cause substantial harm to the value, use, or enjoyment of other property in the neighborhood. A summary of the changes that are included in this submittal are (further detail provided below): (1) The Clubhouse, Fitness, Mail, Laundry, and residential building elevations have been modified; (2) the main entry to Phase II has been revamped at the recommendation of City of Grapevine Staff; (3) Buildings 22 & 23 shifted to protect the 48" pecan tree that was preserved in this area; (4) Carport locations have been added; (5) and the required landscape plans have been amended to accommodate changes to the site plan. Item number 1, elevation changes. The Clubhouse, Fitness, Mail, and Laundry building elevations have been updated. The new elevations and floor plans are the evolution of the buildings that were originally proposed in 2002. The residential buildings have been slightly modified to add 3rd floor balconies back to a portion of the units. I feel it is important that we offer a full spectrum of amenities and the demand for 3rd floor balconies is extremely high. Item number 2, revision of the main entry for Phase II. There was a concern that the previous alignment would generate considerable congestion upon the installation of the traffic signal that is proposed on Grapevine Mills Parkway. Item number 3, shifting of Buildings 22 & 23. In order to further protect and preserve the 48" pecan tree that was saved during the floodplain reclamation phase of this development, we have adjusted the 2 buildings on either side of the tree to stay further away from the tree's dripline. Item number 4, addition of carports. 116 carports have been added to the site plan. With the carports, every unit will have a covered parking space (116 carports + 174 direct access garages). Item number 5, revised landscape plans. Due to the change in the entry and the shifting of buildings 22 & 23, a revision to the landscape plan is required. I have included the plans from Phase I as well to indicate that no quantities have changed from the originally approved plan. I appreciate your consideration of the requested changes.
