Any application for a change in zoning or for an amendment to the zoning ordinance shall have, from the date of submittal, a period of four months to request and be scheduled on an agenda before the Planning and Zoning Commission and City Council. If after said period of four months an application has not been scheduled before the Commission and Council said application shall be considered withdrawn, with forfeiture of all riling fees. The application, along with the required filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling applications before the Planning and Zoning Commission and City Council created by city staff shall not be considered a part of the four month period. BACKGROUND INFORMATION Special Use Request SU98-02 was approved at the April 21, 1998 Council meeting and allowed for the establishment of a bed and breakfast inn with four rooms available for rent. With this request the applicant intends to construct an 860 -square foot addition for personal living space which includes a master bedroom and screened in porch, plus a covered patio along the west side of the inn. College several years ago. I purchased the property in January 2003 and opened Garden Manor Bed and Breakfast Inn. While I live on the premises, my personal living quarters and the Inn do not share any common areas. I married earlier this year, and we need to expand our personal living quarters by adding a new master bedroom with a screened porch and patio. By adding this space, it allows the original dining room to serve as such instead of being our current living room, and we can convert the old master bedroom into a family room. The addition, located on the west side of the property with limited visibility from College Street, will match exactly the wood siding and windows used throughout the property - white wood siding with antique wood -pane windows painted hunter green. The chimney on the new fireplace will be red brick to match the 2 existing chimneys, and the new roof will be seamless with current green -shingle roof. Since purchasing the property in 2003, I have invested significantly in making the home a gem for the historic district.
