HomeMy WebLinkAboutItem 09 - Community Activities Center1TEM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER �X MEETING DATE: MARCH 15, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE FLOORING, WALL CARPET AND SPORT SURFACES THROUGH AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of a resolution to purchase flooring, wall carpet, and sport surfaces including installation for the Community Activiies Center through an interlocal agreement with Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not to exceed $107,186.73. FUNDING SOURCE: Funds are available in account 174- 74004- 002 -000 Street Maintenance Capital Replacement/CAC Repairs and Maintenance. BACKGROUND: This purchase will be made in accordance with an existing Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local Government Code, Section 271.102. COOPERATIVE PURCHASING PROGRAM. This request is for approval to purchase worn down and frail flooring, wall carpet and sport surfaces including installation for the Community Activity Center. The wall carpet will go in both of the gyms, the game room and the corridor by the weight room to replace existing carpeted areas. Sports flooring will be added in the upstairs mezzanine area. This flooring is more sanitary in this application than carpet, due to the amount of perspiration that tends to permeate the floors in aerobics classes held in this area. The other advantage over carpet is the absorption of impact of weights and allows less stress on body joints. The floor carpet bid requirements for this replacement were to provide carpet squares with a 15 year warranty, and fit the colors that will remain in the facility. March 9, 2011 (3:49PM) Bids were taken by the Cooperative and a contract was awarded to Retail Commercial Flooring Services under contract number 310 -08. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. Retail Commercial Flooring Services has done smaller projects in other City facilities with satisfactory results. Wall and floor carpet were picked by the Facilities Committee from samples provided. Staff recommends approval of a resolution to purchase flooring, wall carpet, and sport surfaces including installation for the Community Activities Center through an interlocal agreement with Local Government Purchasing Cooperative (Buyboard). A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE FLOORING, WALL CARPET AND SPORTS SURFACES INCLUDING INSTALLATION FOR THE COMMUNITY ACTIVITIES CENTER THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to use established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local. Government Purchasing Cooperative (Buyboard.com) has established a contract with Retail Commercial Flooring Services, contract #310 -08, for flooring products and sports surfaces. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of floor and wall carpet and sports surfaces through an Interlocal Agreementwith the Local Government Purchasing Cooperative (Buyboard.com) for $107,186.73. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4.
