The Planning and Zoning Commission of the City of Grapevine, Texas met in Joint
Public Hearing with the City Council, on this the 19th day of June 2007, in the City
Council Chambers, 200 South Main Street, 2nd Floor, Grapevine, Texas with the
following members present -to -wit:

Mayor Tate called the joint meeting to order at 7:33 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 8:46 p.m.
INVOCATION
Commissioner Chris Coy delivered the Invocation.
JOINT PUBLIC HEARINGS
CONDITIONAL USE APPLICATION CU07-12 RED'S PATIO AND GRILL
First for the Commission to consider and make a recommendation to the City Council
was conditional use application CU07-12 submitted by Hammers+Partners:
Architecture, Inc. for property located at 600 West State Highway 114 and platted as Lot
5RB2B, Block 1, Hayley Addition. The applicant was requesting a conditional use
permit to amend the previously approved site plan of CU06-08 (Ord. 06-28) for a
planned commercial center, specifically to allow the possession, storage, retail sale and
on -premise consumption of alcoholic beverages (beer, wine and mixed beverages) in
conjunction with a restaurant with outside dining.

Mr. John Evans, the property owner, was available for questions and requested
favorable consideration of the application. Mr. Evans stated that Red's Patio and Grill
would occupy 5,646 square foot of the building while the remaining 2,823 square foot
would accommodate a second restaurant. The landscape and fencing at the rear of the
property will be repaired and enhanced.
Mr. Mack Elam, the architect, stated that a fire rated dividing wall will be placed between
the two restaurants. Discussion was held regarding music on the outside dining area as
well as trash and debris from the property invading the neighborhood to the north. Mr.
Elam and Mr. Evans stated that they would address these concerns.
Mr. Larry Lavine, restaurant owner, stated that music would be background music only
and would have security cameras that would be enable them to find out where the trash
and noise are coming from.
With no further questions, guests to speak, one letter of protest, the public hearing was
closed.
In the Commissioner's deliberation session after a brief discussion B J Wilson moved to
approve conditional use application CU07-12 with the condition that the existing fence is
repaired, abuts the ground and meets all city screening requirements. Chris Coy
seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Fry, Coy, Murray, Wilson, Undersander and St. John
Nays: None
CONDITIONAL USE PERMIT CU07-13 NTB
Next for the Commission to consider and make recommendation to the City Council was
conditional use application CU07-13 submitted by Allen & Ridinger Consulting Inc. for
property located at 3590 North Grapevine Mills Boulevard and platted as Lot 2, Block A,
Grapevine Mills Crossing Addition. The applicant was requesting a conditional use
permit to amend the previously approved site plan of CU06-55 (Ord. 07-06) for a
planned commercial center, specifically to allow a tire and batter retail store with a 20
foot pole sign.
Mr. Tracy La Piene, the applicant, was available for questions and requested favorable
consideration of the application. Discussion was held regarding if the pole sign was
needed so close to the building with wall signage.
With no further questions, guests to speak, nor letters or petitions, the public hearing
closed.
In the Commissioner's deliberation session after a brief discussion, Chris Coy moved to
approved conditional use application CU07-13 with the condition that the 20 foot pole
signs be eliminated from Lots 1 and 2. Becky St John seconded the motion, which

prevailed by the following vote:

CONDITIONAL USE APPLICATION CU07-14 GREAT WOLF LODGE
Next for the Commission to consider and make recommendation to the City Council
was conditional use application CU07-14 submitted by Great Wolf Resorts for property
located at 1400 State Highway 26 and platted as Lot 1, Block 1, Great Wolf Addition of
Grapevine. The applicant was requesting a conditional use permit to amend the
previously approved site plan of CU06-01 (Ord. 06-09) for a planned commercial center
in conjunction with a hotel and water park along with the possession, storage, retail sale
and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages)
in conjunction with a restaurant, specifically to allow an expansion including 200
additional rooms, the addition of approximately 20,000 square foot convention facility, a
35,000 square foot water park addition, and a future miniature golf feature.
Mr. Patrick O'Donahue, representing Great Wolf Resorts, was available for questions
and requested favorable consideration of the application. Mr. O'Donahue stated that
Phase 2 will begin construction in November or December of 2007 and would take
approximately 14 months to complete.
With no further questions, guests to speak, one letter of support, the public hearing was
closed.
In the Commissioner's deliberation session, B J Wilson moved to approve conditional
use application CU07-14. Danette Murray seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Fry, Coy, Murray, Wilson, Undersander and St. John
Nays: None
AM07-03 ZONING ORDINANCE AMENDMENTS TO SECTION 20 TOWNHOUSE
DISTRICT REGULATIONS
Next for the Commission to consider and make a recommendation to the City Council
was AM07-03 zoning ordinance amendments to Section 20, Townhouse District
Regulations. The Planning and Zoning Commission met on April 10, 2007 and again on
May 15, 2007 to discuss amendments to Section 20, Townhouse District Regulations.
Staff also conducted two surveys of area cities in the last year.
Discussion was held regarding the need to make changes to the townhouse district.

With no further questions, guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, Chris Coy moved to approve AM07-03,
Section 20, Townhouse District Regulations. Danette Murray seconded the motion,
which failed by the following vote:
Ayes: Coy and Murray
Nays: Oliver, Fry, Wilson, Undersander and St John
After a brief discussion, B J Wilson moved to table AM07-03 in order to hold a joint
workshop with City Council to get a better understanding of the townhouse and planned
development overlay needs. Herb Fry seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Fry, Wilson, Undersander and St. John
Nays: Coy and Murray
LAND USE STUDY - NORTH MAIN STREET AREA
Next for the Commission to consider was a land use study for the North Main Street
Area. At the May 15, 2007 meeting, a zone change request (Z07-05) to rezone 0.24
acres from "R -MF -1" Multifamily District to "PO" Professional Office District for property
located 511 North Main Street, was denied by the Planning and Zoning Commission but
tabled by the City Council. The applicant for the zone change request intends to
convert the existing 1,300 square foot residential structure into an office. Council
directed staff to develop a land use study for North Main Street and in conjunction with
the Planning and Zoning Commission determine the appropriateness of the zone
change and the impact it will have on the surrounding area before Council considers the
request.
The Planning and Zoning Commission stated that they see no reason to develop
commercial zoning north of Banyon Street on the west side of Main Street regardless of
zoning.

May 15, 2007. Herb Fry seconded the motion, which prevailed by the following vote:
