HomeMy WebLinkAboutItem 15 - Golf Course Waterline MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 1, 2022 SUBJECT: ENGINEERING DESIGN CONTRACT FOR GRAPEVINE GOLF COURSE WATERLINE EXTENSION AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider the approval of an engineering contract with Kimley Horn and Associates, Inc. for the design of the 2022 Grapevine Golf Course Waterline Extension and an ordinance to appropriate the funds. FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funds will be available in the Utility Enterprise Capital Fund in an estimated amount of $221,100. BACKGROUND: In 2021, a water line was constructed from FM 2499 to serve and provide fire protection for the Golf Course Clubhouse. This line was extended south, past the clubhouse and terminated on the north side of the dam's outfall creek (see exhibit). The proposed water line will connect to the recently constructed line on the north side of the dam outfall, cross the Denton Creek, run through Cowboy's Golf Course and tie into the existing system in the Linkside Townhome subdivision. This will provide a looped feed to both the clubhouse and development north and east of FM 2499. This project is consistent with the City's master plan and is impact fee eligible. The design contract includes development of the construction plans, a golf course restoration plan, and related US Army Corps of Engineers permitting and environmental work. The engineering contract is $221,100 and the estimated construction costs for the approximately 3,000 feet of water line with borings is $1,100,000. Staff recommends approval. ORDINANCE NO. 2022-008 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS,AUTHORIZING THE APPROPRIATION OF $221,100.00 IN THE UTILITY ENTERPRISE CAPITAL FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to complete the design of the 2022 Golf Course Waterline Extension project; and WHEREAS, funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes $221,100.00 be appropriated from the Utility Enterprise Capital Fund to complete the design of the 2022 Golf Course Waterline Extension project. Section 3. That a copy of the revised FY 2021-2022 Capital Improvements Plan budget document shall be kept on file in the office of the City Secretary and on the City of Grapevine website. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
