SUBJECT: APPROVAL OF A RESOLUTION TO ESTABLISH AN
INTERLOCAL PURCHASING AGREEMENT WITH THE CITY
OF NORTH RICHLAND HILLS, TEXAS.
RECOMMENDATION:
City Council to consider approval of a resolution authorizing an Interlocal Purchasing
Agreement with the City of North Richland Hills, Texas. This agreement would allow the
City of Grapevine and the City of North Richland Hills, Texas to purchase various goods
and services commonly utilized by both entities.
FUNDING SOURCE:
No funding source would be necessary for this agreement.
This request is for approval of a cooperative purchasing agreement between the City of
North Richland Hills, Texas and the City of Grapevine in order to participate in various
contracts established by both agencies. The City is authorized by the Interlocal
Cooperation Act, V.T.C.A. Government Code, Chapter 791, to enter into joint contracts
and agreements for the performance of governmental functions and services.
Because the City of North Richland Hills, Texas and the City of Grapevine purchase
common goods and services, establishing a cooperative purchasing agreement between
the two agencies will reduce administrative costs and increase savings for both
agencies.
Staff recommends approval of a resolution to establish the interlocal agreement
between the City of North Richland Hills, Texas and the City of Grapevine to participate
in various contracts established by both agencies. The interlocal purchasing agreement
is attached for review.

INTERLOCAL AGREEMENT
BETWEEN
CITY OF NORTH RICHLAND HILLS AND CITY OF GRAPEVINE
This Agreement made and entered into by and between the City of North Richland Hills,
hereinafter referred to as "NRH", and the City of Grapevine, hereinafter referred to as "City of
Grapevine ".
Pursuant to the authority granted by the Texas Interlocal Cooperation Act {Article 4413
(32c) Vernon's Annotated Texas Statutes} providing for the cooperation between local
governmental bodies, the parties hereto, in consideration of the premises and mutual promises
contained herein, agree as follows:
NRH and City of Grapevine desire to enter into an Agreement for the purchase of goods
and services from vendors selected through the competitive bidding process. Specifications for
said items should be determined in cooperation with the final approval of the entity processing
the bid.
The responsibility of each entity shall be as follows:
NORTH RICHLAND HILLS
NRH shall be allowed to purchase goods and services from vendors who have been
selected by City of Grapevine through the competitive bidding process. NRH will place
orders directly with and pay directly to the selected vendor for goods and services
purchased through a contract.
2. All purchases will be within the specifications that have been agreed to. NRH shall be
responsible for the Vendors compliance with all conditions of delivery, price and quality
of the purchased goods or services.
3. NRH shall give a 30 -day written notification to all participating agencies of any change
or cancellation of participation.
4. The Purchasing Agent, shall be designated as the official representative to act for NRH
all matters relating to this cooperative purchasing agreement.
City of Grapevine
City of Grapevine shall be allowed to purchase goods and services from vendors who
have been selected by NRH through the competitive bidding process of NRH. City of
Grapevine will place orders directly with and pay directly to the selected vendor for goods
and services purchased through a contract.
2. All purchases will be within the specifications that have been agreed to. City of
Grapevine shall be responsible for the Vendors compliance with all conditions of delivery,
price and quality of the purchased goods or services.
3. City of Grapevine shall give a 30 -day written notification to a participating agency of any
change or cancellation of participation.

to act for City of Grapevine in all matters relating to this cooperative purchasing
agreement.
This Agreement shall take effect upon execution by the signatories and shall be in effect
from date of execution until terminated by either party with thirty (30) written notice.
IN WITNESS WHEREOF, the parties hereto have caused this agreement to be executed
by their authorized officers.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO ENTER INTO AN
INTERLOCAL PURCHASING AGREEMENT WITH THE CITY
OF NORTH RICHLAND HILLS, TEXAS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into Interlocal purchasing agreements with other qualified entities in the State of
Texas; and
WHEREAS, the City of North Richland Hills, Texas is a qualified entity as authorized
by Section 271.102 of the Texas Local Government Code; and
WHEREAS, the City of Grapevine, Texas, has requested to enter into an Interlocal
Purchasing Agreement with the City of North Richland Hills, Texas and participate in
contracts established by the City of North Richland Hills, Texas
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate an interlocal purchasing agreement with the City of North
Richland Hills, Texas.
Section 3. That this resolution shall take effect from and after the date of its
passage.
