HomeMy WebLinkAboutItem 14 - Cartegraph SoftwareMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 15, 2022 SUBJECT: SOFTWARE CONTRACT RENEWAL FOR CARTEGRAPH OMS SOFTWARE RECOMMENDATION: City Council to consider approving year two of a three-year contract renewal for software updates, software support and software maintenance with Cartegraph OMS Software for the Public Works Department operations and asset management system. FUNDING SOURCE: Funds are available in the General Fund (Public Works) and Utility Enterprise Fund in an amount estimated to be $66,950. BACKGROUND: Public Works has utilized Cartegraph Navigator as its work order management system since 2007. In 2016, Cartegraph retired the Navigator software package and transitioned to Cartegraph OMS which is a web -based application. There are 55 licenses in use throughout the department. On March 2, 2021 Council approved a three-year contract with Cartegraph to lock in renewal prices for a three-year period. This action is to authorize spending $61,800 of budgeted departmental funds for year two renewal. This year we have added integration of 811 services into our Cartegraph suite of software. Texas law requires anyone intending to excavate deeper than 16 inches must call TX811 to request all buried utility lines be marked by participating utility owners. Grapevine is a member of that TX811 system so that we can be notified of when these types of requests are made as a part of our overall damage prevention strategy as it pertains to City -owned infrastructure. A Purchase Agreement was signed by staff on 12-8-21. The subscription costs for this year is an additional $5,150 to the Cartegraph software costs. Cartegraph is the sole source provider of maintenance for this software. This procurement will be a sole source contract in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (a)(7)(A) as approved by City Council in October of 2006. Staff recommends approval.
