SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A HEAVY
DUTY BROADCAST EPDXY FLOOR SYSTEM THROUGH AN
INTERLOCAL PARTICIPATION AGREEMENT WITH THE
LOCAL GOVERNMENT PURCHASING COOPERATIVE
(BUYBOARD)
RECOMMENDATION:
City Council to consider approval of a resolution to purchase a new heavy duty
broadcast epoxy floor system from Retail Commercial Specialty Flooring, Inc. through an
interlocal participation agreement with the Local Government Purchasing Cooperative
(Buyboard).
FUNDING SOURCE:
Funds are available in account 174-74004-007-000 (Capital Replacement 1 Fire Station
Repairs and Maintenance) for $27,224.00.
BACKGROUND:
This purchase will be made in accordance with an existing interlocal participation
agreement with the Local Government Purchasing Cooperative (Buyboard) as allowed
by Texas Local Government Code, Section 271.102. Cooperative Purchasing Program.
This request for the floor system is for the apparatus bay floor at Fire Station 1 that is
approximately 18 years old and is showing signs of cracking and chipping in various
locations. The floor has also lost the non-slip top coating. They will grind the old epoxy
floor coating off in preparation for the new floor. The new floor system will consist of a
primer coat, base coat with sand broadcast, top coat and seal coat. The floor will have a
non-slip finish.
Bids were taken by the Cooperative and a contract was awarded to Retail Commercial
Specialty Flooring, Inc. under contract number 391-12. Facilities Services staff reviewed
the contract for specification compliance and pricing and determined that the contract
would provide the best product and pricing for meeting the needs of the City. The

Cooperative Purchasing Agreement satisfies all bidding requirements under the Texas
Local Government Code.
Retail Commercial Specialty Flooring, Inc. has completed projects in other City facilities,
most recently in City Hall, the Library and the Community Activity Center, with
satisfactory results.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A
HEAVY DUTY BROADCAST EPDXY FLOOR SYSTEM
THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine,Texas has established an Interlocal Participation
Agreement with the Local Government Purchasing Cooperative (Buyboard)and wishes to
use established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) has
established a contract with Retail Commercial Specialty Flooring, Inc., contract#391-12,
for Indoor/Outdoor Flooring Products; and
WHEREAS, the City of Grapevine Facility Services department has a need to
purchase a new epoxy floor coating system for Fire Station #1.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of a heavy duty broadcast epoxy floor coating system from Retail Commercial Specialty
Flooring, Inc. through an Interlocal Participation Agreement with the Local Government
Purchasing Cooperative (Buyboard) for an amount not to exceed $27,224.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said epoxy floor coating system.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 7th day of August, 2012.
