SUBJECT: APPROVAL OF BID NUMBER 362 -2011, ANNUAL CONTRACT
WITH FOUR OPTIONAL ONE -YEAR RENEWALS FOR
TRAFFIC SIGNAL EQUIPMENT AND MATERIALS
RECOMMENDATION:
City Council to consider award of an annual contract with four optional one -year
renewals to McCain Inc. and Consolidated Traffic Controls for the purchase of traffic
signal equipment and materials for the Public Works Department, Traffic Operations
Division. Annual expenditures will be limited to the budgeted amount for these products.
FUNDING SOURCE:
Funds for this contract are available in account 174- 43301 -093 -000 Street Main -
tenance /Capital Replacement/Transportation Infrastructure Maintenance $94,962.93.
BACKGROUND:
Bids were taken in accordance with city purchasing policy. Formal bids and
advertisements are not required for purchases under $50,000. Thirty -three vendors were
notified of the bid. Bid packages were requested by 17 vendors and six bids were
received (see attached bid tabulation).
The purpose of this contract is to purchase traffic signal equipment and materials on an
as- needed basis by traffic operations staff for approximately $36,606.
The contract will be for a one -year period with an option to renew for four additional one -
year periods.
Staff reviewed all bids received and found that McCain Inc. and Consolidated Traffic
Controls were the lowest responsivelresponsible bidders meeting specifications on the
majority of items. Component integration and contract management and administration
costs were also considered.
