SUBJECT: REJECTION OF BID 289-2007-REPLACEMENT OF CARPET IN
POLICE FACILITY
RECOMMENDATION:
City Council to consider rejection of bid 289-2007 for carpet replacement in the City's
Police Facility.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252,041 (a). The bid advertisement was posted in
the Fort Worth Star:Telegram on June 14, 2007 and June 27, 2007. Fourteen
contractors were issued bid invitations, the bid was posted on the City Internet Web Site
and a pre-bid conference was held on June 21, 2007. Two contractors attended the pre-
bid conference. The bid was opened publicly on June 29, 2007. The bid tabulation is
attached for review.
The purpose of this bid was to obtain pricing to replace the carpet in the City Police
Facility. The specifications requested pricing for labor and material to replace
approximately 9800 square feet of carpet. The scope included moving all furniture,
removal and disposal of old carpet and installation of new carpet. The project would
require the successful bidder to work various hours in order not to interfere with the
operation of police personnel. The budget for this project was estimated of$60,000.00.
A bid was received from only one vendor. The total price bid was $77,759.66. The bid
price was 63% for materials and 37% for labor. Several of the non-responding vendors
were contacted to see why they did not bid. Answers`ranged from available time to
inability to provide labor on nights and weekends to meet the City's schedule.
Staff presented the bid to the requesting department for review. Due to the bid
exceeding the budget by over $17,000, staff recommends that this bid be rejected and
the project reviewed to see'if the project scope and/or specifications can be altered to
meet the estimated budget.
