City Council consider approving Change Order No. 1 for the 2006 Sanitary Sewer
Improvements Project in an amount of $192,683.65, authorize Staff to execute said
change order, and take any necessary action.

BACKGROUND:
The 2006 Sanitary Sewer Improvements project was awarded to Hall Albert Construction
on December 19, 2006 in the amount of $1,608,686.10 to replace deteriorated sewer
lines and manholes in the Laguna Vista and Lucas Additions.
The scope of this change order contains four separate items.
Item One includes the replacement of the sanitary sewer aerial crossing across Farris
Branch between Dove Road and Sandhurst Court. This work was not in the original
scope of the contract. Since the failure of the aerial crossing was imminent, the repairs
were conducted on an emergency basis by Hall Albert Construction. The replacement
of the aerial crossing was completed at the contract price of $34,300.00.
Item Two is a change in construction methods from open cut to pipe bursting on an 8"
gravity sewer line parallel to Northwest Highway. The contractor is upsizing the pipe
diameter from an 8" to a 12" line by pipe bursting to eliminate sags. The change in
construction methods will result in significantly less paving repair and a credit to the City
of approximately $33,712.00.
Item Three includes upsizing existing lines in the Lucas Addition from 8" to 12" by pipe
bursting. The lines are being upsized in order to alleviate sags in the existing line which
will decrease future maintenance of the lines due to solids and grease collecting in low
points. The lines will be pipe burst to minimize disruption to residents and reduce the
cost of pavement replacement that would be required using open cut methods. The cost
of upsizing the lines from 8" to 12" is $7,222.10.
Item Four includes the replacement by pipe bursting of the existing 8" sewer line
adjacent to Cottonwood Branch west of Minters Chapel Road. The existing line is badly
deteriorated and is experiencing significant inflow and infiltration during and after rain
events. The inflow and infiltration in this line increases the pumping load on the Minters
Chapel Lift Station and the flows to the TRA treatment facility. This proposed work was
not included in the scope of the original contract. The existing line will be upsized to a
12" diameter line and the manholes will be replaced. The cost of including the
Cottonwood Branch sewer line in the project is $184,873.55.
The total net cost for the change order is $192,683.65.
Staff recommends approval.
