SUBJECT: ENGINEERING CONTRACT FOR WASTEWATER TREATMENT PLANT
IMPROVEMENTS AND APPROPRIATION ORDINANCE
RECOMMENDATION: City Council to consider the approval of an engineering contract with
Provenance Engineering LLC for design of the Train 2 and Train 3
Improvements at the Wastewater Treatment Plant, and an ordinance to
appropriate funds.
FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funds will be
available in the Utility Enterprise Capital Fund in an estimated amount of
$358,050.
BACKGROUND: In Treatment Train 2, we have two clarifiers that consolidate solids that are
sent to dewatering and then landfilled. One of these clarifiers is broken
and can not be repaired. The other clarifier is operating at reduced
capacity. These clarifiers were constructed in 1986 and must be replaced.
In addition, the air lines for Train 2 and Train 3 aeration basins (mostly
constructed in 1986 with a portion expanded in 1997) have significant
leaks that increase energy usage and allow dirt into the air lines, which
damage the aeration basin diffusers. The aeration process is the primary
electric user in the plant. While this repair is necessary for plant
operations, we expect to reap significant energy cost savings with the
improvement.
Last, the Train 2 Motor Control Center (MCC), also installing in 1986,
needs replacement due to being in poor condition and does not meet
current electrical safety protocols or function properly to serve the plant.
The engineering services would include design, bidding services and
construction services for the replacement of the Train 2 clarifiers and Train
2 and Train 3 aeration headers. The Train 2 electrical improvements have
been designed by Gupta and Associates, Inc. and this contract includes
creating the required documents for phasing, bidding and construction
services. The costs for the engineering services will be $325,500 and
include bidding and construction phase services. Total funding with a 10%
contingency is $358,050. The engineer's opinion of probable cost for the
Train 2 and Train 3 improvements is $3,050,000
Staff has had good experience with Provenance Engineer LLC in the past
and recommends approval.
ORDINANCE NO. 2022-008
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION
OF $358,050.00 IN THE UTILITY ENTERPRISE CAPITAL
FUND; DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to complete
improvements to Train 2 and Train 3 at the Wastewater Treatment Plant; and
WHEREAS, funding is available in the Utility Enterprise Capital Fund; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes $358,050 be appropriated
from the Utility Enterprise Capital Fund for the Train 2 and Train 3 improvements at the
Wastewater Treatment Plant.
Section 3. That a copy of the revised FY 2021-2022 Capital Improvements Plan
budget document shall be kept on file in the office of the City Secretary and on the City of
Grapevine website.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
