The survey was conducted on July 10, 2012, by Mr. Dean Shinault. The structure is a two story office building constructed in 1986. The floor plan for Suite 350 consists of office spaces. The interior of the building is finished with conventional architectural materials. The walls are textured and painted. The floors are concrete covered with carpet. The primary focus of the survey was to identify building materials within the construction areas of Suite 350, at 4514 Travis Street that contain or may contain asbestos. A walk - through inspection was conducted during which samples were collected of all accessible building materials suspected to contain asbestos. These materials included wallboard, wall texture, joint compound, cove base, cove base mastic, 2'X4' ceiling tile, and carpet mastic. AHSC applied EPA/AHERA criteria to group suspected asbestos - containing building materials (ACBM) into the following four major descriptive categories: 1. SURFACING MATERIALS - materials that are sprayed -on, troweled -on or otherwise applied to surfaces, such as acoustical or decorative plaster on ceilings or fireproofing materials on structural members. 2. THERMAL SYSTEM INSULATION - materials applied to pipes, fittings, boilers, tanks, ductwork, or other interior structural components to prevent heat loss or gain, water condensation, or for other purposes. 3. MISCELLANEOUS MATERIALS — interior building members, structural components, or fixtures such as floor and ceiling tiles. 4. OTHER MATERIALS - items such as asbestos gloves, blankets, brake shoes, or curtains that are incidental to building occupancy /activities and not a building material. The classification of "homogeneous areas" will be based on EPA/AHERA criteria for grouping materials within a specific building, which are uniform in color, construction or application date, texture, and general appearance. OSHA categorizes the removal or disturbance of asbestos - containing materials (ACM) into Class I, II, III, IV, which are defined as follows: Class I Asbestos Work: activities involving the removal of TSI (thermal system insulation and surfacing ACM) and presumed asbestos - containing material (PACM). Class II Asbestos Work: activities involving the removal of ACM, which is not TSI or surfacing ACM. Class III Asbestos Work: repair and maintenance operations where ACM, including TSI, surfacing ACM, and PACM may be disturbed. Class IV Asbestos Work: maintenance and custodial activities, during which employees contact but do not disturb ACM and PACM, and activities to clean up dust, waste, and debris resulting from Class I, Il, and III activities. Various building materials/homogeneous areas were identified. Fifteen samples were collected of suspect material from random sampling of Suite 350, at 4514 Travis Street, Dallas, Texas. All samples were analyzed by Steve Moody Micro Services, Inc. (TDH Asbestos Laboratory License # 30 -0084). REGULATORY SUMMARY This asbestos inspection meets the requirements set by the National Emissions Standard for Hazardous Air Pollutants ( NESHAP). The NESHAP rule recognizes friable and non - friable ACBM. Friable asbestos - containing materials are materials, which can be pulverized by hand pressure and are required to be removed prior to renovation or demolition. The U.S. Environmental Protection Agency (EPA) regulates asbestos at concentrations of greater than 1 %. The EPA has issued guidance regarding the analysis of samples, which recommends point counting be conducted if the analysis of asbestos utilizing visual estimation yields an asbestos concentration of less than 10 %. If after re- analysis of the sample utilizing the point counting method, the concentration of asbestos is determined to contain less than 1% asbestos, then that building material is not subject to the NESHAP asbestos regulations. If the concentration of asbestos is determined to be greater than 1 % asbestos, then that building material is subject to the NESHAP asbestos regulations. 1619RIOXI 61L1 No asbestos was identified in any of the samples collected. RECOMMENDATIONS Based upon the conclusion of this survey, no further investigations are recommended at this time.
