SUBJECT: APPROVAL TO AWARD RFQ NUMBER 366 -2011, SPACE
NEEDS ANALYSIS FOR POLICE 1 COURT/ FIRE
ADMINISTRATION DEPARTMENTS.
RECOMMENDATION:
City Council to consider award of RFQ 366 -2011 for Space Needs Analysis for Police/
Courts/ Fire Department administration departments to Brinkley Sargent Architects. The
total cost of this analysis is not to exceed $52,000.
FUNDING SOURCE:
Funds are available in the Quality of Life Fund 121- 44540 - 209 -11- 000008.
BACKGROUND:
Request for Qualifications were taken in accordance with Texas Government Code
Chapter 2254.004. Request for Qualifications 366 -2011 was issued for Space Needs
Analysis for Police /Courts /Fire Department administration departments. The RFQ was
opened publicly on March 28, 2011 with five firms responding.
An Evaluation Committee comprised of the following individuals was appointed to
evaluate the response to the RFQ and establish the rankings of the firms based on the
specifications, which included immediate and long range needs.
1. Steve Bass, Fire Chief
2. Eddie Salame, Police Chief
3. Ben Flanagan, Assistant Police Chief
4. John Luna, Captain, Criminal Investigation Division
5. Tim Hall, Captain, Uniform Operations
6. Matt Singleton, Director of Public Works
7. John Jennery, Information Technology Manager
8. Chad Hester, Facilities Manager

9. Marilyn Robinson, Court Administrator
10. Jennifer Hibbs, Assistant City Manager
11. Todd Dearing, Lieutenant, Criminal Investigation Division
12. Mark Ashmead, Assistant Fire Chief
The Committee met on Thursday, March 31 to analyze, and rank the firms based on
their review of the proposals. It was determined that three firms had high enough
rankings to make the finalist list, Wiginton, Hooker, Jeffry Architects, GSBS Architects,
and Brinkley Sargent Architects.
The Committee requested that the three finalist firms present their oral presentation and
to be interviewed which was conducted on Tuesday, April 5 and Wednesday, April 6,
2011. Each firm was allotted 15 minutes to present their experience and capabilities and
30 minutes for questions and interviews.
The Committee met on April 6, 2011 and re- evaluated the firms based on their
qualifications, public safety experience, team experience, vision & approach to project,
and oral presentations & interview. The Committee ranked the firms as follows.
1. Brinkley Sargent Architects
2. Wiginton Hooker Jeffry Architects
3. GSBS Architects
Staff recommends the award of RFQ 366 -2011 for Space Needs Analysis for Police/
Courts /Fire Department administration departments to Brinkley Sargent Architects_ The
total cost of this analysis is not to exceed $52,000.
