A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING
STAFF TO PARTICIPATE IN THE DEVELOPMENT OF
THE TRAIL LINKAGE BETWEEN THE GAYLORD TEXAN
RESORT AND CONVENTION CENTER ON LAKE
GRAPEVINE AND THE MILLS RUN TRAIL AND
AUTHORIZING THE CITY MANAGER OR HIS
DESIGNATED REPRESENTATIVE TO ACT IN ALL
MATTERS IN CONNECTION WITH THE STATEWIDE
TRANSPORTATION ENHANCEMENT PROJECT; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine has adopted a Parks,
Recreation and Open Space Master Plan; and
WHEREAS, the Parks, Recreation and Open Space Master Plan identified a
connecting trail system along Lake Grapevine linking the trail at the entrance of the
Gaylord Texan Resort and Convention Center on Lake Grapevine with the Mills Run
Trial north of Grapevine Mills Mall; and
WHEREAS, the Statewide Transportation Enhancement Program (STEP) allows
for competitive funding of acceptable trail projects; and
WHEREAS, Title 23 U.S.C. Section 104 established a program for
Transportation Enhancement Activities; and
WHEREAS, Title 23 U.S.C. Section 134 establishes that Metropolitan Planning
Organizations and State Transportation Agencies develop transportation plans and
programs for urbanized areas of the State; and
WHEREAS, Title 23 U.S.C. Section 120 establishes that the Federal share of
funding will not exceed eighty percent (80%) of the cost of the project.
NOW, THERFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble are true and correct and are
incorporated herein as if copied in their entirety.
Section 2. That the City of Grapevine endorses the trail projects described
above.
Section 3. That the City of Grapevine agrees to abide by the stipulations set
forth by the Transportation Enhancement program and any agreements associated with
the development of the project.
Section 4. That the City Council directs and designates the City Manager or
his designated representative as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with the Transportation Enhancement
Project described above.
Section 5. That this resolution shall become effective from and after the date
of its passage.

GRAPEVINE, TEXAS and this the 18th day of April, 2006.
