There are several concerns that I have about this coming to Grapevine. I have spoke to several others that are concerned that it will be a huge eye sore to our historical part of our city. Grapevine is known for Grapefest, Main Street Days and also our annual Christmas Parade. Most of the businesses up and down Main Street are family owned and operated. I do see how allowing people to go and purchase over the counter alcohol and being able to carry out and pour in to festival glasses, or in a personal thermos and continue to walk up and down the festivities will take away from sales of our home town vendors that will also be serving alcohol. The thing that I am most concerned with is the young children that walk home from school from Cannon Elementary School. Stores like 7-11 will serve our community in other area as did when one was located on Northwest Highway. There were always the risk of robberies, looting, and drug dealings. As a concerned citizen of this town for over 34 years, I do not want to see this store locate in the Historical part of Grapevine. PAUL 2 - 'W Honorable Mayor and Distinguished City Council Members, Thank you for allowing me to voice my concerns in a letter since I am out of town on _ .n Tuesday evening. One of the main points that I ask you to consider is why Downtown Grapevine is so envied and emulated. The answer in my opinion is simple ... we are unique. We have unique businesses, shops and restaurants, most of which are owner - operated. Coming to Downtown is like taking a step back in time. People who visit Downtown express they experience a sense of nostalgia and see an entrepreneurial spirit that gives them hope and a recollection of a simpler time. Our Mayor and this City Council have played an integral part in creating this unique environment. I believe we must not lose sight of what makes Downtown unique and be deliberate and diligent in preserving its fabric. This leads me to question how a convenience store fits into this equation. What are we gaining from this business, or should I ask what are we losing? There are certain questions that must be addressed: 1) What happens with this business during festivals? Will festival -goers be allowed to buy snacks, drinks, food, beer and wine during the festival? Will this take away from the vendors on the street? Who will police this? 2) During parades and special events, will people be able to buy food, beer and wine to be consumed on the street? Who will police this? 3) Loitering — can people buy beer and drinks at the convenience store and then go to the Gazebo, train station or other surrounding areas to consume? Why not leave Willhoite's, grab a 6 -pack and then drink it in the parking lot? What prevents this from happening? 4) Traffic — a convenience store is simply that; it is an in and out business. Customers do not stop and browse in a convenience store. They get what they need and leave. How will that affect our traffic flow? Will it create a jam and will it be safe for pedestrians? As a matter of fact, the shuttle stops directly in front of this proposed location. S) What about the trickle-down effect to the present businesses on Main Street? Many small businesses sell coffee, soft drinks, food, beer and wine in an effort to bring in customers. Why stop at Main Street Bakery when you can grab a donut and a cup of coffee for less at a convenience store? Is this what we want? Do we really need a place to buy cigarettes, lottery tickets and questionable magazines that badly? C� 1 . $a How can this not have an adverse effect on the Downtown merchants? What are we gaining? Do we really want to open this door? We must be more concerned with preserving the uniqueness of our beloved Downtown than simply trying to fill lease space. During the Council's regular session at the September 18 meeting, discussion continued on signage, floor plan layout and product mix, alcohol beverage sales, and hours of operation. A presentation of the initial opening store inventory was also discussed. Mr. John Eiskamp representing 7 -Eleven, referenced meeting all TABC requirements and limiting hours of operation both during festivals and during the rest of the year. The Council directed Staff to set a new public hearing for the request and to re -advertise and re -notify surrounding property owners. The Historic Preservation Commission at their September 26, 2012 meeting considered and approved the proposed wall and projecting signage previously submitted as part of 7 - Eleven's conditional use request. The applicant has provided a new packet of information that includes a site plan and a color -coded floor plan that shows the proposed locations as well as percentages of display space dedicated to fresh produce, meat/dairy, grocery items and beer/wine. There are several concerns that I have about this coming to Grapevine. I have spoke to several others that are concerned that it will be a huge eye sore to our historical part of our city. Grapevine is known for Grapefest, Main Street Days and also our annual Christmas Parade. Most of the businesses up and down Main Street are family owned and operated. I do see how allowing people to go and purchase over the counter alcohol and being able to carry out and pour in to festival glasses, or in a personal thermos and continue to walk up and down the festivities will take away from sales of our home town vendors that will also be serving alcohol. The thing that I am most concerned with is the young children that walk home from school from Cannon Elementary School. Stores like 7-11 will serve our community in other area as did when one was located on Northwest Highway. There were always the risk of robberies, looting, and drug dealings. As a concerned citizen of this town for over 34 years, I do not want to see this store locate in the Historical part of Grapevine. One of the main points that I ask you to consider is why Downtown Grapevine is so envied and emulated. The answer in my opinion is simple ... we are unique. We have unique businesses, shops and restaurants, most of which are owner - operated. Coming to Downtown is like taking a step back in time. People who visit Downtown express they experience a sense of nostalgia and see an entrepreneurial spirit that gives them hope and a recollection of a simpler time. Our Mayor and this City Council have played an integral part in creating this unique environment. I believe we must not lose sight of what makes Downtown unique and be deliberate and diligent in preserving its fabric. This leads me to question how a convenience store fits into this equation. What are we gaining from this business, or should I ask what are we losing? There are certain questions that must be addressed: 1) What happens with this business during festivals? Will festival -goers be allowed to buy snacks, drinks, food, beer and wine during the festival? Will this take away from the vendors on the street? Who will police this? 2) During parades and special events, will people be able to buy food, beer and wine to be consumed on the street? Who will police this? 3) Loitering — can people buy beer and drinks at the convenience store and then go to the Gazebo, train station or other surrounding areas to consume? Why not leave Willhoite's, grab a 6 -pack and then drink it in the parking lot? What prevents this from happening? 4) Traffic — a convenience store is simply that; it is an in and out business. Customers do not stop and browse in a convenience store. They get what they need and leave. How will that affect our traffic flow? Will it create a jam and will it be safe for pedestrians? As a matter of fact, the shuttle stops directly in front of this proposed location. 5) What about the trickle-down effect to the present businesses on Main Street? Many small businesses sell coffee, soft drinks, food, beer and wine in an effort to bring in customers. Why stop at Main Street Bakery when you can grab a donut and a cup of coffee for less at a convenience store? Is this what we want? Do we really need a place to buy cigarettes, lottery tickets and questionable magazines that badly? CUIQ-D,( How can this not have an adverse effect on the Downtown merchants? What are we gaining? Do we really want to open this door? We must be more concerned with preserving the uniqueness of our beloved Downtown than simply trying to fill lease space. A square peg in a round hole does not fit. This is a very important decision. I cannot see how this business enhances the charm and attraction of Downtown Grapevine. We are pleased to advise that our initial product assortment at this location will expand MARKET type products that we believe will be in high demand, while minimizing products that would be of lower demand. This will be a franchise store and part of what we provide our franchisee through our world class information system, is the technology to continually refresh and provide the most efficient product assortment, to continually meet the needs of their customers. It will be important for our franchisee to have the ability to periodically adjust the product assortment, by adding new items and removing items that are in low demand. I can assure you though, that I have been intimately involved in addressing the concerns raised and the guidance given by you at the last hearing. As a resident of Grapevine who lives a block away from our proposed new store, I am also keenly aware of the nature of historic Grapevine and applaud the work all of you have done over the years to preserve its integrity. Regarding the guidance we received at the last hearing we have worked diligently with the city since, over multiple meetings to respond to both the signage and the "market" nature of the store. I would like to take this opportunity to highlight the specifics of our response as follows: 1) Signage: We have had I believe, 10 iterations of the signage which were reviewed at the senior most levels of 7-11. The one we put forth today reflects our best attempt at responding to the guidance to have a sign more fitting with the historic nature of the location, while balancing the need of 7-11 to preserve its brand. It is a wood sign, antiqued and perhaps the best way to explain it, is for you to be able to see it. We have thus taken the extra step of having a mock up (1/3 rd size) ready for your review today.
