HomeMy WebLinkAboutItem 08 - Water and Wastewater Impact Fee UpdateMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL 2 FROM: BRUNO RUMBELOW, CITY MANAGER �' MEETING DATE: MAY 3, 2011 SUBJECT: WATER AND WASTEWATER IMPACT FEE UPDATE — ENGINEERING SERVICES CONTRACT RECOMMENDATION: City Council consider approving an Engineering Services Contract with Freese & Nichols, Inc. in an amount of $78,900.00 for the preparation of a Water and Wasterwater Impact Fee Update, authorize staff to execute said contract, and take any necessary action. 1=1 11W)INIrl. Funds are currently available and programmed in the Water and Wastewater Impact Fee Fund Balance. BACKGROUND: The City water and wastewater impact fees were last modified in 2006 in conjunction with land use plan modifications and an updated 10 year capital improvement plan. Current state law requires that the City review its impact fees every five years to determine the need to adopt new fees or maintain the existing fees in place. Cities are entitled to update their fees more frequently if they so choose. Staff feels the change in development patterns and the resulting possibility for modifications of the needed facilities in the upcoming 10 Year Planning Period necessitates the review of the Land Use Assumptions, 10 Year Capital Improvements Plan and the resulting Water and Wastewater Impact Fees at this five year threshold. Freese & Nichols has submitted a proposal to review the Land Uses, prepare a new 10 year capital improvement plan and develop revised water and wastewater impact fees. The cost of the proposal is consistent with the 2006 update. The engineering fees for this update are eligible expenses to be included in the calculation of the 10 year capital improvement plan costs. Staff recommends approval. April 27, 2011 (3:30PM) BASIC SERVICES: FNI shall render the following professional services in connection with the development of the Project: TASK A — Water and Wastewater Impact Fee Update Land Use and Population Updates Al. Meet with OWNER's staff to confirm the approach to the project, obtain additional data, and receive input. The meeting will include discussions of the following: • A detailed review of land use plans from the last study, including input on changes to planned land use. • OWNER input on likely development from 2011 through 2021, and ultimate development. • OWNER input on current CIP plans based on staff knowledge and previous studies by outside consultants. Include latest cost estimates and assignment of projects to developers or to the city. • Discuss improvements associated with Trinity River Authority (TRA) operations. • Obtain the City's latest water model. Discuss changes or concerns in the model. • Update on projects completed since the last impact fee plan, the actual cost of construction, and the actual date of completion. • Confirmation of the service area for water and wastewater impact fees. • Boundary changes needed for planning areas within the city. • Information on average day and peak day water and wastewater flows for 2006 through 2010 for the city (water and wastewater treatment plants) and for selected customers by land use type. This will include historical water use for mixed use properties, representative hotels and corporate office. • Information on estimated population from 2006 through 2010. • Schedule for development of impact fees. • Other input from OWNER's staff. A2. Create a schedule for development of impact fees and provide it to OWNER's staff. The schedule will include expected dates for meetings with staff, impact fee advisory committee :meetings, draft report development, the public hearing on land use assumptions, capital - improvements program and impact fees. A3. Based on initial meeting with OWNER and staff, confirm planning areas for OWNER if needed. Update land use maps from the previous impact feet study. Based on census data and demographic data provided by OWNER, document population and land use development percentages by planning area for existing (2011) conditions, 2021 conditions, and ultimate development conditions. Impact Fee Determination A4. Review water and wastewater flow factors by comparing population and water use and water and wastewater flows in recent years. Update factors as needed and develop estimated water use and wastewater flows for existing (2011) conditions, 2021 conditions, and ultimate development conditions. Allocate wastewater flow projections to existing sewer basins. A5. FNI will meet with City Staff and TRA to discuss infrastructure improvements developed and planned for purposes of CIP update. A6. Distribution of existing and future water demands will be updated using recent geocoded metered sales data. A7. Using the planned CIP provided by OWNER's staff, model water and wastewater (spreadsheet) flows for current development (2011), future demands (2021) and ultimate demands. FNI will update and confirm future CIP projects in the WaterGEMS model. Based on percent capacity of infrastructure, divide the costs for existing and planned water and wastewater facilities among pre -2011 development, 2011 -2021 development, 2021 - ultimate development, and development outside of the impact fee service area. Provide cost estimate tables for future CIP projects. A8. Based on projected population and land use, determine the single - family living unit equivalents. (SFLUEs) in OWNER's water and wastewater service area for current (2011) conditions, 2021 conditions, and ultimate development. A9. Determine the amount eligible for water and wastewater impact fees. Set the recommended impact fee at no more than 50% of the amount eligible, as allowed by current state law. Develop a draft report describing the above analyses and recommending new impact fees for OWNER. Meet with OWNER's staff to review and discuss the draft report. Al 0, Hold up to two meetings with OWNER's impact fee advisory committee. The meetings shall include: • A meeting to review land use assumptions and the capital improvements program. • A meeting to review the maximum allowable impact fees and make recommendations on impact fees prior to the public hearing. Meetings beyond two meetings will be an additional service. Al 1. Hold up to three meetings with OWNER's staff, in addition to those called for in tasks 1 and 9 above. Meetings beyond five total meetings with Grapevine staff (three plus those in tasks 1 and 9) will be an additional service. Al2. Attend one public hearing with OWNER's city council to present land use assumptions and to set impact fees. Make presentation at the hearing if requested. A13. Provide OWNER with 15 hard copies and one electronic PDF copy of the Final Report.
