HomeMy WebLinkAboutItem 11 - Landscaping Services MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MARCH 15, 2022 SUBJECT: AWARD OF BEST VALUE ANNUAL CONTRACTS FOR GROUNDS MANAGEMENT AND LANDSCAPING SERVICES RECOMMENDATION: City Council to consider approval for the awards of Best Value annual contracts for RFB 505-2022 for Grounds Management and Landscaping Services with Superscapes and Brightview as primary vendors and American Landscape Systems, Brightview, and Incircle Management as secondary vendors for the Parks and Recreation Services Department. FUNDING SOURCE: Funding is available in various accounts for landscaping services in the estimated amount of$1,600,000. BACKGROUND: The purpose of this bid was to establish fixed annual pricing for grounds maintenance services for mowing, bed maintenance and weed abatement. The contract also includes fertilization, herbicides, pesticides, fungicide application, landscaping and irrigation services to be performed at various parks, medians, right-of-ways, open spaces, facilities and athletic complexes. In this bid process, the City was split into 4 zones to increase competition and to allow more vendors to do the work. This approach is designed to increase the overall quality of maintenance and reduce the overall cost. The department recommends the following: Zone 1 Primary Vendor-Superscapes--$348,745.89 Zone 1 Secondary Vendor- American Landscape Systems--$410,016.82 Zone 2 Primary Vendor-Superscapes--$272,960.56 Zone 2 Secondary Vendor- American Landscape Systems--$439,838.00 Zone 3 Primary Vendor-Superscapes--$473,160.43 Zone 3 Secondary Vendor-Brightview--$420,101.30 Zone 4 Primary Vendor- Brightview--$416,472.38 Zone 4 Secondary Vendor- Incircle--$324,372.16 The City of Grapevine solicited "Best Value" bids in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was advertised in the Fort Worth Star Telegram on January 25, 2022 and February 1, 2022. There were 1038 vendors electronically notified of the bid through the eBid system. Six bids were received. The bid was opened electronically and publicly on February 22, 2022 at 2 pm. The contract will be for an initial two-year period, with four, two-year renewal options. Based on the evaluation of the bid by the Parks and Recreation Department and Purchasing, it was determined that primary contracts would be awarded to Superscapes and Brightview and the secondary contracts be awarded to American Landscape Systems, Brightview, and Incircle Management based on the overall best value to the City meeting all requirements of the bid specifications. Evaluation criteria used to determine best value for each zone was based on the following formula: *Pricing--30% *Operational Plan--30% *Work History--30% *Equipment and Vehicles--10% Staff recommends approval.
