The request was from the Grapevine Code of Ordinances as follows: Section 7-127 which prohibits the erection of a fence exceeding thirty-six (36) inches in height in the required or established front yard area, whichever area is greater in depth, on any lot. The Board voted to allow a five (5) foot tall wrought iron fence with six (6) foot tall masonry columns in the required and established front yard as shown on the plot plan. The Board stipulated the entry gates be setback a minimum of twenty-eight (28) feet from the front property line, with a minimum eighteen (18) foot drive width from the property line to the gates. A copy of the minutes will be available after they have been approved at the next regular Building Board of Appeals meeting. KIMBALL ROAD MEETING DATE: MONDAY, MAY 10, 1999 RECOMMENDATION: Staff recommends the Building Board of Appeals deny the request to City of Grapevine Code of Ordinances, Chapter 7, Article IV, Fences, Section 7-127 for property addressed as 2900 West Kimball Road, platted as Lot 2A, Finholt Addition, Grapevine, Texas as follows: Section 7-127 prohibits the erection of a fence exceeding thirty-six (36) inches in height in the required or established front yard area, whichever area is greater in depth, on any lot. The request is to erect a five (5) foot tall wrought iron fence with six (6) foot tall masonry columns and gate in the required and established front yard. BACKGROUND INFORMATION: This application was submitted by Harold and Carolyn Morgan. Mr. and Mrs. Morgan wish to replace an existing wire fence on their property. Staff suggests that if the Board elects to approve the request, they require the recess at the driveway gate be a minimum of 18' by 18' (entirely on the property). Also present were City Council Representative Roy Stewart and the following City Staff: Scott Williams Gerrie Anderson CALL TO ORDER Assistant Director/Building Official Secretary Chairman Joe Lipscomb called the meeting to order at 6:00 P.M. NEW BUSINESS BUILDING BOARD OF APPEALS CASE 99-04 - 2900 WEST KIMBALL ROAD, HAROLD MORGAN The first item of new business was for the Building Board of Appeals to consider BBA99-01 submitted by Harold Morgan for property located at 2900 W. Kimball Road, platted as Lot 2A, Finholt Addition. Mr. Williams explained that Staff recommended denial of the request to City of Grapevine Code of Ordinances, Chapter 7, Article IV, Fences, Section 7-127, Front Yard Requirements which prohibits the erection of a fence exceeding thirty- six (36) inches in height in the required or established front yard area, whichever area is greater in depth, on any lot. Mr. Williams explained that the applicant requested to erect a five (5) foot tall wrought iron fence with six (6) foot tall masonry columns and gate in the required and established front yard. Mr. Williams explained to the Board that if the request was approved that the recess at the driveway gate be a minimum of eighteen (18) feet by eighteen (18) feet (entirely on the property). Building Board of Appeals 5/10199 Mr, Harold Morgan, applicant, spoke and explained that the fence along Kimball Road would be on the property line. He explained that from Kimball Road to the gate would be 40 feet, and12 feet from edge of road to the property line. He explained that the indention of the fenced in area would be 28 feet deep and 18 feet across at the gate and 33 feet wide between the corner posts. He explained that the brick columns would not create any visibility problems. After further discussion and no one else to speak for or against the request, Dan Banse made a motion to close the public hearing. Russell Kidd seconded the motion which prevailed by the following vote: Ayes: Lipscomb, Roberts, Bloomberg, Kidd, Banse Nays: None Absent: Gordon Dan Banse made a motion to grant the request, allowing the fence to be 28 feet from the property line to the gate with an 18 foot minimum width. Dennis Roberts seconded the motion which prevailed by the following vote: Ayes: Lipscomb, Roberts, Bloomberg, Kidd, Banse Nays: None Absent: Gordon MISCELLANEOUS DISCUSSION Mr. Williams notified the Board that he was drafting an ordinance to combine all boards. He explained that the Housing Advisory and Appeals Board, Building Board of Appeals, Plumbing Board of Appeals, and Mechanical Board of Appeals were already one board. He explained that the Electrical Board of Appeals would be combined with the Building Board of Appeals. Mr. Williams explained that Dennis Roberts was on the Building Board of Appeals as a representative from the Electrical Board. He explained that there would be seven (7) members and an alternate. Mr. Williams noted he would be taking the draft ordinance to the June City Council meeting. ADJOURNMENT With no further discussion, Dan Banse made a motion to adjourn.
