SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A 2011 FORD
F -550 AERIAL BUCKET TRUCK FOR THE TRAFFIC DIVISION
THROUGH A COOPERATIVE AGREEMENT WITH THE STATE
OF TEXAS CO -OP PURCHASING PROGRAM.
RECOMMENDATION,
City Council to consider approval of a resolution to purchase a 2011 Ford F -550 Aerial
Bucket Truck for the Traffic division of Public Works from Sam Pack Five Star Ford
through an cooperative agreement with the State of Texas Co -op Purchasing Program.
The total cost of this purchase is not to exceed $83,480.92.
FUNDING SOURCE-
Funding for this expenditure is available in account 325 - 48910 - 531 -11 Capital
Equipment/Machine Purchase Fund /FY2011 Capital Acquisitions /Motor Vehicles.
BACKGROUND:
This purchase will be made in accordance with an existing Cooperative Agreement with
the State of Texas Co -op Purchasing Program as allowed by Texas Local Government
Code, Section 271.083 (4)(b), State Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was awarded to Sam Pack Five Star
Ford under contract number 072 -A1- Trucks. The Cooperative Purchasing Agreement
satisfies all bidding requirements under the Local Government Code.
Council approved the Vehicle and Equipment Replacement List for FY 2011. This list
includes the replacement of unit 15262 Bucket truck. This unit meets the Fleet
replacement criteria in life cycle cost, time in service and special circumstances. This
unit is a highly utilized vehicle for the Traffic Division and is recommended to be
replaced with equal or better.
This unit is used to repair, maintain and replace elevated traffic lights, signals, lighting
and signage. It is OSHA required as a safety measure in these type functions. This
equipment is also utilized by other departments for festivals, parks and holiday
decorations.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A
2011 FORD F -550 AERIAL BUCKET TRUCK THROUGH AN
ESTABLISHED COOPERATIVE AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section
271.083(4)(b) to purchase an item under a state contract therefore satisfying any state law
requiring local governments to seek competitive bids for the purchase of the item; and
WHEREAS, the State of Texas Co -Op Purchasing program is a qualified purchasing
program; and
WHEREAS, the City of Grapevine, Texas has an established Cooperative
Agreement with the State of Texas, Co -Op # M2201 and wishes to utilize a contract
meeting all State of Texas bidding requirements; and
WHEREAS, the State of Texas has an established contract #072 -A1- Trucks with
Sam Pack's Five Star Ford for trucks.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of one 2011 Ford F -550 aerial bucket truck at a cost of $83,480.92.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said truck.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 3rd day of May, 2011.
