Attach the applicant's letter to the ordinance detailing the parking demand differences between the church use, church office use, and private school use which share the building and its associated parking. 2. No parking shall be allowed anytime on Western Oaks Boulevard. 3. The contract agreement with Church of the Cross to provide for overflow parking be made part of the ordinance. Any changes to a site plan approved with a conditional use or a special use (no matter how minor or major) can only be approved by city council through the public hearing process. No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a Building Permit is obtained and the erection or alteration of a structure is started, or (2) an Occupancy Permit is obtained and a use commenced. The City Council may grant one additional extension not exceeding one (1) year, upon written application, without notice or hearing. No additional extension shall be granted without complying with the notice and hearing requirements for an initial application for a Conditional Use Permit. Tate Ave. • Grapevine, Texas 76051 City Of Grapevine RE: Special Permit-Special Events and Parking SU22-01.1 WHCC is a traveling church. Our primary focus is to bring the Gospel around the Globe. The Special events in this space are for planning and development of Partners. WHCC will use parking attendants for all special events. Parking on the side streets will not be allowed. To help prevent any instance of street parking we will require acknowledgement of the parking rules during the registration process and have security and attendants monitor during arrivals and departures. All events will require registration and parking pass for attendance and parking. The ministry will typically host meetings with Pastors and Partners that are residents in the Dallas/Fort Worth to assist with church development and growth in personal relationships. There are no plans to use the spaces between 8-6 daily, special events are planned for nights and weekends between the hours of 6pm-9pm. Suite 1000 AM hours-The Novus Academy use of parking on average is 25-30 parking spaces from 6am-6pm. There have been no parking overlaps or conflicts with vehicle drop-offs for students. Suite 2000 AM Hours-WHCC office use parking on average is 10-15 parking spaces from 8am-6pm, Monday-Thursday. Suite 2000 is not in use Fridays, Saturdays, or Sundays. There have been no conflicts with parking overlaps. Suite 3000 AM Hours-WHCC does not have any intention to use the space during regular business hours. Upon SUP approval, space will not be used as for special events use during hours of 8am – 6pm M-F. Special events will ONLY be held after 6pm. 2 of 2 PM-Not currently in use; however, upon SUP approval, would be used for meetings and gatherings for planned special events and would need about 80 spaces on average and use over flow parking with Church of the Cross with an agreement in place prior to any planned events. All events taking place in the sanctuaries indicated on plans, are special events only that occur only after business hours; in evenings or on weekends. No events will take place during business hours, which includes all times The Novus Academy is open. The Novus Academy closes at 4pm daily, and is not open on weekends. There will be no parking overlaps, or conflicts with vehicle drop-offs for students. All events taking place in the sanctuaries indicated on plans require pre-registration for all guests. Should number of pre-registered guests exceed after hours parking capacity, Benny Hinn Ministries has an agreement with Church at the Cross at 3000 William D Tate Avenue, Grapevine, TX 76051 for offsite parking. That in all other respects the use of the tract or tracts of land herein above described shall be subject to all the applicable regulations contained in said City of Grapevine zoning ordinance and all other applicable and pertinent ordinances of the City of Grapevine, Texas Section 5. That the zoning regulations and districts as herein established have been made in accordance with the comprehensive plan for the purpose of promoting health, safety, morals and the general welfare of the community. They have been designed with respect to both present conditions and the conditions reasonably anticipated to exist in the foreseeable future; to lessen congestion in the streets;to secure safely from fire, panic, flood and other dangers; provide adequate light and air; to prevent overcrowding of land, to avoid undue concentration of population; facilitate the adequate provisions of transportation,water, sewerage, drainage and surface water, parks and other public requirements, and to make adequate provisions for the normal business, commercial needs and development of the community. They have been made with reasonable consideration, among other things, of the character of the district, and its peculiar suitability for the particular uses and with a view of conserving the value of buildings and encouraging the most appropriate use of land throughout the community. Section 6. This ordinance shall be cumulative of all other ordinances of the City of Grapevine, Texas, affecting zoning and shall not repeal any of the provisions of said ordinances except in those instances where provisions of those ordinances which are in direct conflict with the provisions of this ordinance Ordinance No. 2022-018 3 E Section 7. That the terms and provisions of this ordinance shall be deemed to be severable and that if the validity of the zoning affecting any portion of the tract or tracts of land described herein shall be declared to be invalid, the same shall not affect the validity of the zoning of the balance of the tract or tracts of land described herein. Section 8. Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not to exceed Two Thousand Dollars ($2,000.00) and a separate offense shall be deemed committed upon each day during or on which a violation occurs or continues. Section 9. The fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
