HomeMy WebLinkAboutItem 08 - Euless Grapevine RoadMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 5, 2022 SUBJECT: AWARD OF EULESS-GRAPEVINE ROAD EXPANSION PROJECT AND APPROPRIATE FUNDING RECOMMENDATION: City Council to consider acceptance of the Texas Department of Transportation grant for the design of the expansion of Euless -Grapevine Road, an ordinance appropriating funds, and award the design of the Euless -Grapevine Road expansion to LJA Engineering, Inc. based upon TxDOT concurrence. FUNDING SOURCE: Upon approval of the above recommendation, funds will be available in the Capital Projects Streets Fund in an estimated amount $328,000. BACKGROUND: On August 31, 2018, staff submitted eight candidate projects related to the Metropolitan Transportation Plan Policy Bundle to the North Central Texas Council of Governments' (NCTCOG) call for projects including the design of the expansion of Euless -Grapevine Road from State Highway 360 southbound service road to 150' (from two to four lanes) south of Hughes Road including a new traffic signal at the intersection with State Highway 360 southbound service road. This project includes roadway alignment design, extension of the sidewalk under State Highway 360 and south of Hughes Road to connect existing walk, traffic signal design and on -street and off-street bicycle and pedestrian facilities. Construction costs were awarded for this project in the NCTCOG FY2021- 2024 Transportation Improvement Program, in the amount of $2,006,800. If the construction cost were to go over, the City would be responsible for the balance of the cost over the grant. City staff went through a competitive selection process and is recommending LJA Engineering for this project. The engineering contract, including a 10% contingency, is $328,000. The federal grant provides $224,560 for the design leaving $103,440 to be funded by the City. Staff recommends approval. ORDINANCE NO. 2022-020 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, INCREASING ESTIMATED RECEIPTS IN THE AMOUNT $224,560 IN THE CAPITAL PROJECTS STREETS FUND TO BE RECEIVED FROM THE TEXAS DEPARTMENT OF TRANSPORTATION GRANT FOR USE IN CONJUNCTION WITH APPROVED GRANT EXPENDITURES; AUTHORIZING THE APPROPRIATION OF $3287000 IN THE CAPITAL PROJECTS STREETS FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine has received approval for $224,560 in grant funds for the Euless -Grapevine Road expansion; and WHEREAS, funding in the amount of $103,440 is available in the Capital Projects Street Fund; and WHEREAS, the City requires the Euless -Grapevine Road expansion as a part of the grant; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an increase in estimated receipts in the amount of $224,560 in the Capital Projects Streets Fund based on approval of the Texas Department of Transportation (TxDOT) grant. Section 3. That the City Council hereby authorizes an amount of $224,560 revenue be appropriated in the Capital Projects Streets Fund based on approval of the TxDOT grant. Section 4. That the City Council hereby authorizes $103,440 be appropriated from the Capital Projects Streets Fund for the Euless -Grapevine Road expansion for a total of $328,000 in funding. Section 5. That a copy of the revised FY 2021-2022 Capital Improvements Plan budget document shall be kept on file in the office of the City Secretary and on the City of Grapevine website. Section 6. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 7. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
