ATTEST: SECRETARY NOTE: Planning and Zoning Commission continued with the Joint Public Hearing 082107 0 P & Z JOINT PUBLIC HEARING AUGUST 21, 2007 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Joint Public Hearing with the City Council, on this the 21st day of July 2007, in the City Council Chambers, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Chairman Herb Fry Vice -Chairman Chris Coy Member Danette Murray Member B J Wilson Member Mark Lowery Member Monica Hotelling Member Gary Martin Alternate Jimmy Fechter Alternate Constituting a quorum with Vice -Chairman, Herb Fry absent and the following City Staff: Scott Williams Ron Stombaugh Scott Dyer Albert Triplett Susan Batte Development Services Director Planning and Development Manager Engineering Manager Planner II Planning Technician Mayor Tate called the joint meeting to order at 7:43 p.m. and Chairman Oliver called the Planning and Zoning Commission deliberation session to order at 8:04 p.m. INVOCATION Commissioner Danette Murray delivered the Invocation. JOINT PUBLIC HEARINGS CONDITIONAL USE APPLICATION CU07-18 - ETHICUS HOSPITAL First for the Commission to consider and make a recommendation to the City Council was conditional use application CU07-18 submitted by CMPA, Inc. for property located at 4201 William D Tate Avenue and platted as Lot 1, Block 1, 121 Medical Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU06-29 (Ord. 06-54) for a personal care facility and long-term acute care hospital, specifically to modify the building elevations. 082107 3 P & Z JOINT PUBLIC HEARING AUGUST 21, 2007 Mr. Nels Nelson, representing the owner/applicant, was available for questions and requested favorable consideration of the applications. Mr. Nelson stated that the changes made to the elevation were for cost efficiency and architectural issues. With no further questions, guests to speak, nor letters or petitions, the public hearing closed. In the Commissioner's deliberation session after a brief discussion Danette Murray moved to approve conditional use application CU07-18. Herb Fry seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None HISTORIC LANDMARK APPLICATION HL07-03 - HAMMOCK HOUSE Next for the Commission to consider and make recommendation to the City Council was historic landmark application HL07-03 submitted by Cody and Emily Hammock for property located at 224 Wood Street and platted as Lot 6R, Block 103, College Heights Addition. The applicant was requesting designation as a historical landmark sub- district. Such sub -district may include buildings, land, areas, or districts or historical, architectural, archaeological or cultural importance or value that merit protection, enhancement, and preservation in the interest of the culture, prosperity, education, and welfare of the people. With no further questions, guests to speak, nor letters or petitions, the public hearing was closed. In the Commissioner's deliberation session, Chris Coy moved to approve historic landmark application HL07-03. Danette Murray seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None HISTORIC LANDMARK APPLICATION HL07-04 - 310 EAST NORTHWEST HIGHWAY Next for the Commission to consider and make recommendation to the City Council was historic landmark application HL07-04 submitted by Palo Verde Partnership for property located at 310 East Northwest Highway and legally described as Tract 49H3, Abstract 946, Archibald F. Leonard Survey. The applicant was requesting designation as a historical landmark sub -district. In the Commission's deliberation session, Chris Coy moved to approve historic landmark application HL07-04. Mark Lowery seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None FINAL PLAT APPLICATION OF LOTS 1 AND 2, BLOCK 1, W. R. LAWLER ADDITION NO. 2 Next for the Commission to consider and make a recommendation to the City Council was the Statement of Findings and Final Plat Application of Lots 1 and 2, Block 1, W. R. Lawler Addition No. 2 submitted by Heritage Grapevine Partners, Inc. for property located at 2631 Ira E. Woods Avenue. The applicant was final platting 3.67 acres for a commercial development. In the Commission's deliberation session Danette Murray moved to approve the Statement of Findings and Final Plat Application of Lots 1 and 2, Block 1, W. R. Lawler Addition No. 2. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None END OF PUBLIC HEARING ELECTION OF OFFICERS Next for the Commission to consider was the Election of Officers for the Planning and Zoning Commission. Chris Coy moved to nominate Larry Oliver as Chairman. Danette Murray seconded the motion, and the motion prevailed by the following vote: Ayes: Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None Abstain: Oliver Mark Lowery moved to nominate Herb Fry as Vice -Chairman. B J Wilson seconded the motion, which prevailed by the following vote: 082107 5 P & Z JOINT PUBLIC HEARING AUGUST 21, 2007 Ayes: Oliver, Coy, Murray, Wilson, Lowery and Hotelling Nays: None Abstain: Fry LAND USE STUDY - NORTH MAIN STREET AREA NORTH OF BANYAN DRIVE WEST OF NORTH MAIN STREET; AND WOOD STREET AREA EAST OF WOOD STREET BETWEEN EAST WALL STREET AND EAST WORTH STREET North Main Street area: Next for the Commission to consider was the Land Use Study for North Main Street Area north of Banyan Drive, west of North Main Street and Wood Street Area east of Wood Street between East Wall Street and East Worth Street. The review of the land use study resulted in the Commission recommending to the City Council that there was no compelling reason to allow property to be developed for commercial purposes north of Banyan Drive and west of North Main Street, regardless of zoning. The study area has expanded slightly westward along Hall and Peach Street to include an area of non -conforming duplex/townhouse uses that wasn't shown or fully discussed during the last work session on June 19, 2007. The actual land uses along the subject section of North Main Street are primarily residential however, there are a number of properties that are used for retail/commercial and office purposes in the area as well. Although zoned for multifamily uses, the properties immediately to the north of Peach Street are universally single family in nature while those to the south are developed primarily as duplex/townhouses with a few single family homes and two, fourplexes. After a brief discussion, Mark Lowery moved for the City of Grapevine to initiate a zone change application to rezoned property on the west side of North Main Street currently zoned "CN" Neighborhood Commercial to "R-5.0" Zero -Lot -Line and amend the Future Land Use map to show the property located on the west side of North Main Street from Banyon Drive to Peach Street currently master planned as "LC" Light Commercial and "RH" Residential High Density to "RM" Residential Medium Density. Chris Coy seconded the motion which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None The area immediately east of Wood Street (approximately 330 feet east) between East Wall Street to the north and East Worth Street to the south is primarily zoned "R -MF -2" Multifamily District. Two lots within this area have been rezoned: one just east of the no P & Z JOINT PUBLIC HEARING AUGUST 21, 2007 East Texas Street/Wood Street intersection was rezoned to "R-7.5" Single Family District in 1997 for the development of a single family home which was moved to the site; the second, located at the southeast corner of East Wall Street/Wood Street was recently rezoned (June 19, 2007 meeting) to "R-5.0" Zero Lot Line District for the development of a single family home. A review of the actual land uses within the area reveals a mixture of multifamily uses and single family uses; one large tract (the abandoned former Teamster's union hall building, Lots 9-13, Block 103, College Heights Addition) has received a great deal of attention for redevelopment for multifamily and single family/townhome uses. The Ticknor Terrace apartments dominates the area east of Wood Street south of Texas Street. A 12-plex condominium/apartment complex is located just east of the East Wall Street/Wood Street intersection. After a brief discussion, Chris Coy moved for the City of Grapevine to initiate an application to amend the Future Land Use map to show the property located east of Wood Street between East Wall Street and East Worth Street currently master planned as "RH" Residential High Density to "RL" Residential Low Density. Mark Lowery seconded the motion which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the July 17, 2007, planning and Zoning joint public hearing Chris Coy moved to approve the Planning and Zoning Commission minutes of July 17, 2007.
