The property contains approximately 1.45 T--_ o acres and has approximately 243 feet of frontage LJ Glade Rd —z'-1 ; along Industrial Boulevard. o - REQUESTED SPECIAL USE AND COMMENTS - The applicant is requesting a special use permit to amend the previously approved site plan of SU2016-03 to allow an expansion of the around lease area by 160 square feet to add a back-up Generator. With this request, the applicant intends to expand an existing lease area by 160 square feet. The lease area will expand from 825 square feet to 985 square feet. The purpose of the expansion is to add a back-up diesel generator to an existing ground equipment area associated with an antenna array on a 75-foot monopole. The subject property is developed with three office/warehouse buildings and telecommunications equipment. The 75-foot monopole is located approximately 175 feet east of Industrial Boulevard and is within the development's vehicle parking and use area. The expansion area will feature a six-foot tall chain link fence extension from where the fence currently exists, around the generator. Required parking for the existing office/warehouse use is 21 spaces. There are currently 40 spaces provided. 0:\ZCLI\SU22-02.4 1 April 14, 2022 (12:25PM) PRESENT ZONING AND USE: The property is currently zoned "LI" Light Industrial District and developed with three office/warehouse buildings which are occupied by industrial and warehouse users. The property also features telecommunications equipment in the form of a 75-foot monopole and fenced in ground equipment. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and immediate properties are zoned "LI" Light Industrial District. The subject property and the Grapevine Industrial Park Addition to the west were rezoned in the 1984 City-wide Rezoning from 1-2" Heavy Industrial District to "LI" Light Industrial District. The property adjacent to the west side of State Highway 114 was rezoned in the 1984 City-wide Rezoning from 1-1" Light Industrial District to "LI" Light Industrial District. The majority of the property in the immediate area was developed under the previous Zoning Ordinance and is considered non -conforming including the two buildings located along the subject site's northern property line. • On April 16, 1996, site plan SP95-29, was administratively approved for the 12,000 square foot office/warehouse building along the site's southern property line. • Three Special Use Permit requests for the property have been considered by the Planning and Zoning Commission and City Council in the past for a telecommunications pole and ground equipment, including: o On June 20, 1995, City Council approved special use permit SU95-02 (Ord. No. 95-46), for a 100-foot-tall monopole. However, the special use permit expired after one year because construction of the pole had not begun; o On February 17, 19977 City Council denied special use permit SU96- 12, for the same 100-foot-high monopole. Council recommended to the applicant (Nextel), that they collocate facilities at Baylor Medical Center; and o On December 18, 20017 City Council denied without prejudice special use permit SU01-08, for a 75-foot high monopole. Council recommended to the applicant (Cingular) that more information and analysis be provided regarding alternative sites in the proposed service area. • On February 19, 20027 City Council approved special use permit SU02- 01 (Ord. 2002-22), for a 75-foot high monopole and equipment shelter. • South of the subject site, on June 21, 20167 City Council approved conditional use permit CU 16-08 (Ord. 2016-030), to allow for the manufacture, possession, storage, sale and on -premises consumption of alcoholic spirits in conjunction with a distillery. The proposed project is part of a national program to increase cellular -network reliability during commercial power outages, weather events, and local emergencies. As part of this initiative, AT&T (General Dynamics) will work with national suppliers to install a generator, on a new concrete pad (typically 4'x10'), within a 10' x 16' site expansion. This is an emergency generator only and will not be considered a principal source of power. The generator will not engage unless commercial power is lost. Outside of any emergencies, the generator will run, for testing and maintenance, 30-60 minutes per month during regular business hours. No utilities are to be added for this scope of work. Water, fire, and electrical services will remain as existing. Additionally, the standby generator will support AT&T's FirstNet First Responder Network, strengthening public safety by enabling First Responders to respond more quickly and effectively in the event of a disaster or critical emergency.
