TO: HONORABLE MAYOR, CITY COUNCIL MEMBERS AND THE PLANNING AND ZONING COMMISSION� FROM: BRUNO RUMBELOW, CITY MANAGER �J- SCOTT WILLIAMS, DEVELOPMENT SERVICES DIRECTOR MEETING DATE: NOVEMBER 20, 2007 SUBJECT: LAND USE STUDY - NORTH MAIN STREET AREA NORTH OF BANYAN DRIVE WEST OF NORTH MAIN STREET; WOOD STREET AREA EAST OF WOOD STREET BETWEEN EAST WALL STREET AND EAST WORTH STREET; AND THE SOUTHEAST CORNER OF PEBBLEBROOK DRIVE AND WEST WALL STREET (DELLWOOD ACRES) RECOMMENDATION Staff recommends the City Council and the Planning and Zoning Commission consider the above referenced areas relative to current zoning, actual (current) land use, and future land use relative to the City's Master Land Use Plan and determine their appropriateness and take any necessary action. BACKGROUND INFORMATION North Main Street area: Staff prepared a land use study of the North Main Street area in conjunction with a zone change application (Z07-05) for property located at the southwest corner of Hall Street and North Main Street. The applicant proposed rezoning the 0.24 acre tract from "R -MF -1" Multifamily District to "PO" Professional Office District to redevelop the existing home for use as a private office; the request was denied by both the Commission and Council. The review of the land use study resulted in the Commission recommending to the City Council that there was no compelling reason to allow property to be developed for commercial purposes north of Banyan Drive and west of North Main Street, regardless of zoning. The actual land uses along the subject section of North Main Street are primarily residential; however, there are a number of properties that are used for retail/commercial and office purposes in the area as well. Although zoned for multifamily uses, the properties immediately to the north of Peach Street are universally single family in nature while those to the south are developed primarily as duplex/townhouses with a few single family homes and two, fourplexes. R:AGENDA\11-20-OAM101607.land usestudy.doc 11/14/07 2:39 PM At the Planning and Zoning Commission's August 21St worksession, the Commission agreed to initiate a zone change to rezone property on the west side of North Main Street currently zoned "CN" Neighborhood Commercial to "R-5.0" Zero -Lot -Line and amend the Future Land Use map to show the property located on the west side of North Main Street from Banyon Drive to Peach Street currently master planned as "LC" Light Commercial and "RH" Residential High Density to "RM" Residential Medium Density. Attached are three color coded maps relative to current zoning, actual land use, and future land use as shown on the Future Land Use Map. The study area has expanded slightly westward along Hall and Peach Street to include an area of non -conforming duplex/townhouse uses that wasn't shown or fully discussed during the last Commission worksession on June 19t" Staff recommends the City Council and the Planning and Zoning Commission review the attached maps and consider the appropriateness of the current zoning, actual land use and future land use and recommend any changes/amendments, if necessary. Wood Street area: The area immediately east of Wood Street (approximately 330 feet east) between East Wall Street.to the north and East Worth Street to the south is primarily zoned "R -MF -2" Multi family District. Two lots within this area have been rezoned: one just east of the East Texas Street/Wood Street intersection was rezoned to "R-7.5" Single Family District in 1997 for the development of a single family home which was moved to the site; the second, located at the southeast corner of East Wall Street/Wood Street was recently rezoned (June 19, 2007 meeting) to "R-5.0" Zero Lot Line District for the development of a single family home. A review of the actual land uses within the area reveals a mixture of multifamily uses and single family uses; one large tract (the abandoned former Teamster's union hall building, Lots 9-13, Block 103, College Heights Addition) has received a great deal of attention for redevelopment for multifamily and single family/townhome uses. The Ticknor Terrace apartments dominates the area east of Wood Street south of Texas Street. A 12-plex condominium/apartment complex is located just east of the East Wall Street/Wood Street intersection. At the Planning and Zoning Commission's August 21St worksession, the Commission agreed to initiate an amendment to the Future Land Use map to change the property located east of Wood Street between East Wall Street and East Worth Street currently master planned as "RH" Residential High Density to "RL" Residential Low Density. Attached are three color coded maps relative to current zoning, actual land use, and future land use as shown on the Future Land Use Map. Southeast corner of Pebblebrook Drive and West Wall Street: This property, currently zoned "PO" Professional Office District received a Historic Overlay Subdistrict designation at Council's December 21, 2004 meeting. Prior to the 1984 City Rezoning, this property was zoned "R -Y Multifamily District. Designated as a Light Commercial land use by the City's Master Plan, the property is currently vacant. The surrounding properties partially to the north, south, west, and partial east are zoned "R- 7.5" Single Family District and are developed as such except for the property at the southwest corner of Pebble brook Drive and West Wall Street which is developed and utilized as a church. Adjacent property to the immediate east of the subject site which has frontage on West Wall Street is zoned "PO" Professional Office District but is developed as a small multifamily apartment complex. A portion of the property immediately to the north of the subject site on the north side of West Wall Street is zoned "HC" Highway Commercial District but is developed as single family homes. Attached are three color coded maps relative to current zoning, actual land use, and future land use as shown on the Future Land Use Map.
