SUBJECT: ESOLUTION FOR CONSTRUCTION CONTRACT AWARD - 47TH AND
48TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROGRAM AND APPROPRIATE FUNDING
RECOMMENDATION: City Council to consider a resolution approving the Tarrant County
contract with McClendon Construction Company, Inc. for the 47th and
48th Year Community Development Block Grant street reconstruction
project and an ordinance appropriating funds.
FUNDING SOURCE: Funds are available in the Capital Project Streets Fund 178 in the
estimated amount of $712,000.
BACKGROUND: The scope of the project is the reconstruction of the 600 and 700 blocks of
East Worth Street from Austin to Ruth including concrete paving, gutters,
sidewalks, handicap ramps, parking spaces and driveway approaches, as
well as a replacement and lowering of a 6" waterline in the 600 block of
East Worth Street. These two blocks run adjacent to Faith Christian
School.
The roadway reconstruction project is located in the Original Town of
Grapevine, CDBG Target Area designated as census tract 1137.05 Block
Group 4, in the Housing and Urban Development (HUD) Low/Moderate
Income Survey Data (LMISD).
The proposed project will improve the area by providing an improved
travel surface for both motorists and pedestrians in the neighborhood as
well as improved water quality and fire protection.
On March 2, 2021, Council held a Public Hearing for the project. This
project is to be funded through two years of CDBG funding (47th and 48th
year). At the time of the public hearing, the estimated cost of the project
with engineering was $1,265,000 of which, approximately $480,000 is
expected to be provided by Tarrant County and the City's match was
expected to be $785,000 over the two years of CDBG funding.
The application process requires that the following statement be included
in the memo:
"The City shall be responsible for all costs of the 47th Year and 48th Year
CDBG project that exceeds the amount of the grant fund."
Bids were received and opened on March 30, 2022. There were a total of
two bidders on this project. The bids were as follows:
McClendon Construction Company, Inc. $1,027,128
Nu -Way Construction, LLC $1,365,540
Bids have been reviewed and references checked. The Engineer of
Record and City staff recommend Council approving the resolution to
award the contract to McClendon Construction Company, Inc. in an
amount estimated to be $1,027,128.
In addition, funds in the amount of $164,340.48 (16%) are being
requested for construction related services. This includes 10% for
construction contingencies, 4% for inspection, and 2% for materials
testing.
Tarrant County manages the CDBG program and will provide project
management and process payments from McClendon Construction
Company, Inc. for the project. Tarrant County will fund $480,000 in
construction funding, which leaves a City obligation of $547,128.
Estimated cost to the City, including the City obligation and contingency, is
$711,468.48 (rounded to $712,000). This is lower than the City estimated
match at the Public Hearing of $785,000. Funds are available in the
Capital Projects Street Fund.
Staff recommends approval.

RESOLUTION NO. 2022-003
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, SUPPORTING THE TARRANT
COUNTY TRANSPORTATION BOND PROGRAM;
AUTHORIZING CITY STAFF TO SUBMIT CANDIDATE
PROJECTS; AUTHORIZING FUNDING PARTICIPATION
WITH TARRANT COUNTY, AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, On March 2, 2021, the City Council of the City of Grapevine, Texas
conducted a public hearing related to the proposed 47t" and 48t" Year Community
Development Block Grant Program (CDBG); and
WHEREAS, On March 2, 2021, the City Council of the City of Grapevine, Texas
approved the 47t" and 48t" Year CDBG program for the reconstruction of the 600 and
700 blocks of east Worth Street (from Austin to Ruth Streets); and
WHEREAS, Tarrant County, Texas solicited bids for the 47t" and 48t" Year
CDBG program; and
WHEREAS, The City of Grapevine City Council is approving the hiring of
McClendon Construction Company, Inc. as the low bidder for the 47t" and 48t" Year
CDBG Project; and
WHEREAS, The City of Grapevine is approving the bid amount of $1,027,128.00
submitted by McClendon Construction Company, Inc. and a project contingency in the
amount of $164,340.48 for the 47t" and 48t" Year CDBG Project; and
WHEREAS, The City of Grapevine commits up to an amount of $712,000 toward
construction of the 47t" and 48t" Year CDBG Project; and
WHEREAS, The City of Grapevine accepts the construction time on the project
will be 120 calendar days; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the
best interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine, Texas, approves the
terms as set forth above concerning the 47t" and 48t" Year CDBG Project to be
submitted to the Tarrant County Community Development Division for approval by the
Tarrant County Commissioner's Court
Section 3. That this resolution shall take effect from and after the date of its
passage.

DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to approve a
Resolution supporting the Tarrant County Transportation Bond Program; and
WHEREAS, On March 2, 2021, the City Council of the City of Grapevine, Texas
conducted a public hearing related to the proposed 47t" and 48t" Year Community
Development Block Grant Program (CDBG); and
WHEREAS, On March 2, 2021, the City Council of the City of Grapevine, Texas
approved the 47t" and 48t" Year CDBG program for the reconstruction of the 600 and 700

WHEREAS, Tarrant County, Texas solicited bids for the 47t" and 48t" Year CDBG

NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes $712,000 to be appropriated
from the Capital Project Streets Fund for the 47t" and 48t" Year CDBG project.
Section 3. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 4. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
