will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry.
Public hearings may be continued to the next public hearing. Public hearings will not be
tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Special Use Request SU06-09 (Ord. 2006-91) approved at the December 19, 2006
meeting for the collocation of cellular antennas and an equipment cabinet in conjunction
with an existing TXU transmission tower specifically to allow the relocation of the
equipment cabinet, and take any other action necessary.
BACKGROUND INFORMATION
Special use request SU06-09 was approved at the December 19, 2006 Council meeting
and allowed for the collocation of cellular telecommunication antenna arrays and an
equipment platform located near the base of an existing 117 -feet TXU electric
transmission tower. Metro PCS is the sole telecommunications provider on the
transmission tower.
With this request the applicant intends to relocate the previously approved ground
equipment approximately 59 -feet south of the approved location. The property owner
has expressed to Metro PCS an interest in developing this site and wanted the
telecommunications equipment to occupy a less prominent location. A 15 -feet x 12 -feet
equipment/lease area is proposed. The lease area will include the base and equipment
cabinet as well as a seven -foot masonry screening fence. The proposed screening
fence will be approximately four feet from the right-of-way of Ball Street. A six panel
array exists around the circumference of the TXU tower at approximately 115 -feet in
height. The existing ground equipment currently at the base of the TXU tower will be
removed.

This letter is to verify that your request for a special use permit to amend the previously
approved site plan of SU06-09 (Ord. 06-91) specifically to allow the relocation of the
equipment cabinet located at 1135 William D Tate Avenue and platted as Lot 2R, Block 1,
Tate Street Addition was approved by the Site Plan Review Committee on June 26, 2007. A
copy of the approved site plan is enclosed.
Any changes to a site plan approved with a conditional use or a special use (no matter
how minor or major) can only be approved through the public hearing process.
No Special Use Permit shall be valid for a period longer than one (1) year from the date on
which the Site Plan Review Committee grants the Special Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is started,
or (2) an Occupancy Permit is obtained and a use commenced.

In December 2006, the City of Grapevine approved a Special Use Application for
MetroPCS to co -locate cellular antennas on an existing TXU tower located at 113 5
William D. Tate Avenue. This approval included a screened ground equipment area
�mmediately beside the base of the tower.
Since the approval of this Special Use, the developer of this vacant lot has requested that
MetroPCS move the proposed ground equipment enclosure from it's location
(approximately the center of the lot frontage along William D. Tate) to the southeast
comer of the lot. As noted on the attached site plan, this new location would be
approximately 58'6" south of that previously approved.
