Citizen Comments Any person who is not scheduled on the agenda may address the Parks & Recreation Advisory Board under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the staff. A member of the public may address the Parks & Recreation Advisory Board regarding an item on the agenda either before or during the Board’s consideration of the item, upon being recognized by the Chairman or upon the consent of the Parks & Recreation Advisory Board in accordance with the Texas Open Meetings Act, the Parks & Recreation Advisory Board is restricted in discussing or taking action during Citizen Comments. IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS 14th DAY OF APRIL 2022 AT 5:00 P.M. _______ ______________________________ Chris Smith, Acting Director of Parks & Recreation CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks & Recreation Advisory Board met April 21, 2022, at 6:00 p.m. at The Vine Arts & Events Center located at 225 West Worth Street, Grapevine, Texas with the following members present, to -wit: MEMBERS Terry Musar Morgan Nichols Lavon Light Roy Robertson Ray Harris Mark Assaad Amond Cowans ABSENT: Christian Ross Dana Gibson LIAISONS Paul Slechta — City Council Aubrey Alexander — GCISD Student Liaison Becky St. John — GCISD Board Liaison (Absent) Constituting a quorum with the following members of City staff: Chris Smith, Acting Director Randy Sell, Lake Parks Manager Kathy Nelson, Planning Manager Morgan Denny, Outdoor Programs Supervisor Terry Musar called the meeting to order at 6:00 p.m. A moment of silence was observed. Approval of Minutes A motion was made to approve the March 17, 2022 meeting minutes. Motion: Assaad Second: Light Ayes: Robertson, Harris, Cowans, Nichols, Musar Nays: None Absent: Gibson, Ross Approved: 7-0 Citizen Comments None New Business The following Adopt -An -Area Agreements were reviewed. • Adopt -An -Area (New) o Kelly Richards A motion was made to approve the new Adopt -An -Area agreement. Motion: Robertson Second: Nichols Ayes: Harris, Cowans, Assaad, Light, Musar Nays: None Absent: Gibson, Ross Approved: 7-0 The following Adopt -An -Area Agreements were reviewed. • Adopt -An -Area (New) o Excel Medical Staff A motion was made to approve the new Adopt -An -Area agreement. Motion: Nichols Second: Assaad Ayes: Robertson, Harris, Cowans, Light, Musar Nays: None Absent: Gibson, Ross Approved: 7-0 The following Adopt -An -Area Agreements were reviewed. • Adopt -An -Area (New) o Jordan Rustics A motion was made to approve the new Adopt -An -Area agreement. Motion: Assaad Second: Nichols Ayes: Robertson, Harris, Cowans, Light, Musar Nays: None Absent: Gibson, Ross Approved: 7-0 Presentations Kathy Nelson presented on the Property off of South Gravel Circle. A vote was taken whether or not to make property park land as part of the City Park System, or leave as open space under the management of an HOA rather City Park Maintenance. A motion was made that The City of Grapevine decline the offer to take on the open space at South Gravel Circle. Motion: Harris Second: Assaad Ayes: Nichols, Muser, Robertson, Light, Cowans Nays: None Absent: Gibson, Ross Approved: 7-0 Randy Sell presented on the Dove Creek Day Camp expansion and presented the option of renting the neighboring property of The Ranch of Lonesome Dove to expand Dove Creek Day Camp for the 2022 summer camp season. (Middle of May — Middle of August) A motion was made that The City of Grapevine enter into a rental agreement with The Ranch of Lonesome Dove. Motion: Cowans Second: Light Ayes: Nichols, Muser, Robertson, Assaad, Harris Nays: None Absent: Gibson, Ross Approved: 7-0 GCISD Student Liaison Update Aubrey Alexander gave an update on the current happenings at Grapevine High School and Colleyville Heritage High School. GCISC Board Liaison Becky St. John was not in attendance; therefore, no update was given. 3 Parks and Recreation Undate Randy Sell provided an updated on the Lake Parks Division. Prehistoric Park final numbers were presented. Camping, both tent camping and at the Vineyards, continue to thrive. A Lakeview Park project update was given with getting the boat ramp operational, and parking updates. An update was provided on the Meadowmere ADA restroom. Continuing to finalize projects to be ready for the summer season. A video from the 2nd Annual Grapevine Celtic Festival was played. Chris Smith provided an update on Parks and Recreation. Provided details about the 2nd Annual Grapevine Celtic Festival & Highland Games. Acknowledged that the Grapevine Shield Foundation was the benefactor of the games. Mentioned the senior softball tournament coming to the Oak Grove Softball complex. Mentioned event updates such as the Mom and Me Tea event, tickets are sold out. Father Son Field Day tickets go on sale soon. Grapevine was selected for the Governor's Community Achievement Award to improve landscaping and beautification projects throughout the city. Panhandle Park current status was given. Crews are working on digging out the property and preparing to get the park built. Mentioned Membership Appreciation Day, and Election Day at The REC. Active Adults Casino Party coming up and the Grapevine Garden Club Plant Sale as well as the KGVB Earth Action Day taking place this upcoming weekend, April 23, 2022.
