CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas, met
in a workshop session Wednesday, May 2, 1984, which was recessed Tuesday
evening, May 1, 1984, and had been called to order Monday evening, April
30, 1984. The meeting was again held in the Police- Library Building,
307 West Dallas Road in the Conference Room, beginning at 6:30 PM, with
the following members of the Planning and Zoning Commission present, to
wit:

workshop session.

First, Chairman Spencer declared the meeting was reconvened, having
recessed the previous evening, and stated the procedures and purposes of
the meeting.
WORKSHOP
The Commission, then reviewed the parcels not previously discussed April
30, or May 1, to be able to make a recommendation to the City Council.
The following actions were taken, with recommendations as follows:
Parcel 40
Being the W.R. Boyd Center, presently zoned "PD" and advertised for
"R- MF -2 ", Gerald Norman made a motion to recommend to rezone as
advertised, "R- MF -2 ", and Harlen Joyce seconded the motion, which
prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins & Engholm
Nays: None
Parcel 41
Presently Specific Use, the duplexes and townhomes on Peach and Wildwood
are advertised to be zoned "R -TH ". Gerald Norman made a motion to
recommend to rezone Parcel 41 to "R -TH" as advertised, and Shane
Wilbanks seconded the motion which prevailed by the following vote:

Parcel 41 -A
The Commission then considered the area of West Dooley, and Wildwood,
presently zoned "C -2" and proposed to be "R- MF -1 ". Richard Atkins made
a motion to recommend that the parcel be rezoned "R-NF-1" as advertised,
and Gerald Norman seconded the motion which prevailed by the following
vote:

Parcel 11; f;
Next, the Commission considered Parcel 156, presently zoned "C -2" and
advertised to be "R- 3.75 ", located at the southwest corner of Boyd and
Wildwood. Harlen Joyce made a motion to recommend the property be
rezoned "R- 3.75 ", as advertised, and Shane Wilbanks seconded. It
prevailed by the following vote:

Parcel 49 -A
The Commission next considered Parcel 42 -A at the southeast corner of
Boyd and Wildwood, presently zoned "PD" and advertised "R-NF-1", then
Richard Atkins made a motion to recommend the parcel be rezoned "R -MF -1"
as advertised, and Harlen Joyce offered the second which prevailed by
the following vote:

Parcel 42
Located at the southwest corner of Wildwood. and Ruth Wall, with "R -3"
zoning and advertised for "PRD -12 ", Parcel 42 was next discussed. Then,
Harlen Joyce made a motion to recommend the subject parcel be zoned
"PRD -12" as advertised, and Chairman Spencer seconded the motion which
prevailed by the following vote:

Parcel 43
Presently zoned "C -2" and advertised for "PCD ", this parcel, located at
the northeast corner of Ruth Wall and State Highway 26, was briefly
discussed; then Shane Wilbanks made a motion to recommend that the
Council rezone the area "PCD" as advertised, and Gerald Norman seconded
the motion which prevailed by the following vote:

Parcel 44
Located at the northwest corner of Ruth Wall and Wildwood, this parcel
zoned "R -1" was advertised "CN" for neighborhood commercial. The motion
from Gerald Norman and second from Harlen Joyce was a recommendation to
rezone the parcel "CN" as advertised, with the prevailing vote as
follows:

Being the Grapevine Steakhouse at Bushong and presently zoned "C -2" and
"SP" for alcohol sale was advertised for "CN" zoning. Peggy Engholm so
moved to recommend that the Council rezone the property "CN" as
advertised, and Shane Wilbanks seconded the motion which prevailed by
the following vote:

Parcel 157, the old Boy Scout property on Ruth Wall, with "PUD" as the
present zoning and the advertised zoning being "PCD ", the parcel was
briefly discussed, and Harlen Joyce made a motion to recommend the
property be zoned "CN" as advertised, and Shane Wilbanks seconded the
motion which prevailed by the following vote:

One of the parcels tabled from a previous evening, Parcel 26 located
east of Park Boulevard between Brookside and Park Place, presently zoned
"SP" Specific Use and "R -3.5" being the advertised zoning was discussed;
then, Shane Wilbanks made a motion to recommend the new zoning be
"R -3.5" as advertised, and Peggy Engholm seconded the motion which
prevailed by the following vote:

The Brookside Townhomes, zoned "SP" Specific Use, and advertised "R -TH"
was discussed; then, Richard Atkins recommended the new zoning be "R -TH"

The Cotton moratorium waiver property, zoned "SP" Specific Use, and
advertised for "PO" zoning was discussed briefly, after which Peggy

Next for P &Z consideration was Parcel 167 located at the northeast

zoned "PO" as advertised, with the following prevailing vote:

Parcel 67
Next for consideration was Parcel 67, located on the north side of
Highway 26 and the railroad, presently zoned "C -2" and "LI" and the
zoning advertised for "LI ". Gerald Norman made a motion to reccnanend to
rezone the property as advertised, and Harlen Joyce seconded the motion
which prevailed by the following vote:

Parcel 84
Being Bellaire to Nash along Dallas Road and Tate Avenue, with "C -1 ",
"C -2" Specific Use for Fox Rental and advertised for "CC ", the tract was
briefly discussed, after which Richard Atkins made a motion to recommend
to rezone the parcel as advertised, and Harlen Joyce seconded the motion
which prevailed by the following vote:

The Police /Library Building's location presently zoned "R -3.5" and "C -2"
with the advertised zoning being "GU" had a motion from Shane Wilbanks

The parcel's location, both sides of South Main from Dallas Road to
State Highway 114, presently zoned "R -1 ", "R -211, "C -1, "C -2" and
Specific Use, was advertised for "PO" zoning. The prevailing vote
resulting from a motion from Richard Atkins and a second from Gerald
Norman to recommend to rezone as advertised was as follows:

The City Hall, 413 South Main, presently zoned "C -2 ", advertised for
"GU" had a motion from Gerald Norman and a second from Richard Atkins to

Next, Parcel 179 being the new post office location, existing zoning
being "C -2" and having been advertised "CN" had a motion from Richard

advertised, and with the following prevailing vote:

Next discussed was Parcel 180, the northeast corner of Tate and State
Highway 114, presently zoned "R -1, "I -1" and "SP" Specific Use had been
advertised to zone "HC" Highway Commercial. A motion from Harlen Joyce
and second from Chairman Spencer was to rezone the property "HC" as
advertised, with the prevailing vote as follows:

Parcel 180 -A
Next 180 -A located in the vicinity of 114 with frontage from Ball
through Payton- Wright Ford has existing zoning "C -2" and Specific Use.
The proposed zoning is "HC ". A motion from Richard Atkins and second
from Harlen Joyce was to recomend to rezone the property "HC" as
advertised, and the following was the prevailing vote:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins & Engholm

Parcel 90
Next, the area of Wal Mart, the Fina Station on William D. Tate Avenue
was discussed. The existing zoning is "SP" Site Plan and "C -2" and the
proposed zoning is "CC ". A motion from Ron Cook and a second from Shane
Wilbanks was to recommend to rezone the property as advertised to "CC."
The prevailing vote was as follows:

Parcel 89
Considered next was Parcel 89, north and west of Walmart to State
Highway 26 has "CC" and "C -2" existing zoning, and is proposed for
"PCD ". Shane Wilbanks made a motion to recommend to rezone the property
as advertised, and Richard Atkins seconded the motion which prevailed by
the following vote:

RECESS & RECONVENE
At 8 PM Chairman Spencer declared a recess, after which the meeting was
reconvened at approximately 8:15 PM.
There was extensive discussion relative to the tracts which will be
readvertised, and the City Attorney and Mr. Baddaker fielded questions
from the Cormtission. Mr. Hardy discussed twelve (12) problem tracts
which would, from all indications, be included in the public hearings.
Following the Staff comments relative to the tracts to be readvertised,
Mr. Atkins made a motion to recommend readvertising on selected tracts
for which the Commission can give substantial reason, however many the
number. The motion failed for lack of a second. Then, following
further lengthy discussion, Shane Wilbanks made a motion stating that
written property owner approval will be required for any tract of land
the the Co fission for Council decides should be readvertised, and
Richard Atkins seconded the motion which prevailed by the following
vote:

Parcel 81
Next to consider was Parcel 81, being the southeast corner of Main and
114 (carwash). Advertised for HC, Highway Commercial, and with SP,
Specific Use and C -2 existing zoning. Members briefly discussed the
recommendation for HC, and subsequently Vice Chairman Cook made a motion
to recommend that the new zoning designation be CC rather than the
advertised HC. A second was offered from Shane Wilbanks, and the
prevailing vote was as follows:

Parcel 78
The next parcel considered was Parcel 78, presently zoned LI, located at
Dallas Road and 114 (the soccer field). The advertised zoning was PCD,
Planned Community Development. Gerald Norman, then made a motion to
recommend that the City Council zone the subject parcel as advertised,
and Vice Chairman Cook seconded the motion which prevailed by the
following vote:

Parcel 77
Presently zoned I -1, R -3, C -2 and C -2, Parcel 77 is located at Dallas
Road, Business 114 and 114 (car lot and motel warehouses). Rick Atkins
made a motion to recommend that the Council zone the property LI as
advertised, and Harlen Joyce seconded the motion which prevailed by the
following vote:

Parcel 92
Parcel 92, advertised LI, presently zoned I -1, being the DFW Industrial
Park located at Minter's Chapel, following a brief discussion Harlen
Joyce made a motion to recommend that the new zoning be LI as
advertised, and Peggy Engholm seconded the motion which prevailed by the
following vote:

Parcel 93
Next discussed was Parcel 931 presently zoned I -1 and advertised for PID
being Metro Place bounded by DEW Industrial Park, 114 and 121. A motion
from Shane Wilbanks and a second from Harlen Joyce was to recommend the
parcel be rezoned to PID as advertised, and the prevailing vote was as
follows:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks & Engholm

Parcel 94
Bounded by D -EW, old State Highway 157, State Highway 114 and State
Highway 121, the subject parcel was discussed by the Commission, deli-
berating principally that there was inadequate acreage for the
advertised zoning designation, PID, (total area being 15.879 acres).

The existing zoning is I -1. A motion from Richard Atkins and a second
from Sharron Spencer was to recommend that the zoning be LI, with the
prevailing vote as follows:

Parcel 95
Next the Commission deliberated the merits of rezoning the subject
parcel, presently zoned I -1, as advertised to PID. The location is the
southwest side of State Highway 114 between William D. Tate, old 157 and
State Highway 114 and D-FW Airport. It was noted that size problems
exist with the entire tract. A motion from Richard Atkins and a second
from Peggy Engholm was to recommend that the Council rezone the property
LI rather than the advertised PID, and the prevailing vote was as
follows:
Ayes: Spencer, Norman, Wilbanks, Atkins & Engholm
Nays: Cook & Joyce
Parcel 98
It was noted that the subject parcel presently zoned Commercial
Warehouse and advertised L -I was located 300 feet deep on the south side
of State Highway 26 to airport property. Following a brief discussion,
Gerald Norman made a motion to recommend that the Council zone the
property LI as advertised, and Harlen Joyce seconded the motion which
prevailed by the following vote:

Parcel 17
Tabled at the previous meeting, was the subject parcel located at the
southwest quadrant of Dove Road and Dove Loop, presently zoned R -1 and
C -2 and advertised for R -3.5, the Commission's general consensus was to
consider the property owners' preference. Some had indicated preferring
commercial zoning and the Park Place property owners preferred R -5.0.
A motion from Peggy Engholm and a second from Shane Wilbanks was to
recommend that the City Council rezone the entire parcel R -5.0, and the
following was the prevailing vote:

Parcel 19
The subject parcel, located at Dove and Park, presently zoned R -3 and
advertised R -NF-2 was discussed briefly, following which Harlen Joyce
made a motion to recommend that the Council zone the parcel R -NF-2 as
advertised, and Vice Chairman Cook seconded the motion which prevailed
by the following vote:

Parcel 22
Next Parcel 22, located at the northwest corner of Dove and Dove Loop,
presently zoned "R -3" and advertised for "R -TH" zoning was discussed.
First, Shane Wilbanks made a motion that a boundary be drawn to the
south of the existing Marina Del Rey Apartments over to the west to the
point that would meet with "GU" zoning of Dove School, forming a square
or rectangle and the portion south of the line to the east of a line

between the existing houses over to Dove Loop be recommended for "R -5.0"
and the balance of the property be zoned as advertised for "R -TH" behind
the school and Haynes property. Following Mr. Wilbanks' motion, there
was further brief discussion relative to opposing the "R -TH" zoning.
Mr. Wilbanks then withdrew his motion, followed by a motion from Richard
Atkins to recommend rezoning the entire tract "R -TH" as advertised, and
a second from Vice Chairman Cook. The prevailing vote was as follows:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins & Engholm
Nays: None
Parcel 2
Located at Russwood and west of Dove Loop, presently zoned "R -1 ", "C -1"
and "PUD" and advertised for "R -7.5" zoning, the tract was discussed by
Mr. Atkins who made a motion as follows: to delineate Tract 2 as being
exists except to create a boundary on Dove Loop Road which would be
readvertised with the remainder of Tract 2 be "R -7.5" as advertised.
Then following further discussion, Mr. Atkins withdrew his motion, and
Shane Wilbanks made a motion to recommend that the Council rezone the
entire subject tract "R -7.5" as advertised, and Vice Chairman Cook
seconded the motion which prevailed by the following vote:

Abstain: Engholm

PArnel 1 -A
The boat storage area at the northwest end of Dove Loop was next
discussed. The present zoning, C -2, R -1, and SP, Specific Use for
alcohol at the bait shop, would become "C -N" if rezoned as advertised.
A motion from Peggy Engholm and a second from Harlen Joyce was to
recommend the parcel be rezoned as advertised, with the prevailing vote
as follows:

Next for consideration, Parcel 171, was advertised for "R -MF -1" and is
presently "SP" Site Plan for the Shorewood Condos, the east side of Hood
Lane. Then Vice Chairman Cook made a motion to recommend that the
Council zone the subject parcel "R -MF -1" as advertised, and Harlen Joyce
seconded the motion which prevailed by the following vote:

Parcel 21
The subject parcel, Marina Del Rey Apartments, presently zoned "PUD"
Planned Unit Development was briefly discussed. Advertised for
"R-YT-2", Shane Wilbanks made a motion to recommend that the parcel be
rezoned as advertised, and Harlen Joyce seconded the motion which
prevailed by the following vote:

The C nnission reconvened at approximately 10:05 PM.
Parcel 24 -A
The area of Woodlake Apartments, Phase II, presently zoned Specific Use,
and advertised for PRD -12, the discussion centered on recommending
R -MF -1 except for the church property which was generally conceded
should be R -3.5. Shane Wilbanks then made a motion to readvertise for
the above mentioned zoning with written consent from property owners.
Richard Atkins seconded the motion which prevailed by the following
vote:

Nays: Cook
Parcel 30
Next discussed was Parcel 301 including both sides of Lucas, south of
Worthington, including the Gerschick and Joyce property. It was noted
that the present zoning, CC, C -2 & R -2 was advertised for CN. Following
the discussion, Vice Chairman Cook made a motion to readvertise for CC,
providing that there was written consent from property owners,and Gerald
Norman seconded the motion which prevailed by the following vote:

Nays: None
Abstain: Joyce
Note: A 3/4 vote from the Council will be needed.
Parcel 31
Located on both sides of Dove and north of Northwest Highway, including
Fox Rental, a body shop, glass shop and Texaco station, this property
presently zoned C -2 and advertised HC was briefly discussed, after which
Shane Wilbanks made a motion to rezone the property to CC, with a second
offered from Peggy Engholm, and the prevailing vote as follows:
Ayes: Spencer, Cook, Wilbanks, Atkins & Engholm
Nays: Norman & Joyce
Parcel 29
Located from the Hilltop Apartments, south to the Worthington exit,
presently zoned R -MF -2 and PUD and advertised for R -ME -2. Following a
brief discussion, Harlen Joyce made a motion to rezone the subject
property to R -MF -2 as advertised, and Shane Wilbanks seconded the motion
which prevailed by the following vote:

Parcel 34
The subject tract located north and south of Peach, Scribner to Main,
including Rowbotham's property is presently zoned R -1, R -2, R -3, C -2,
PUD and Site Plan and was advertised R -NF-1. It was noted that several
letters were received from Robotham. Shane Wilbanks made a motion to
recommend that the property be rezoned to R -NF-1 as advertised, and
Harlen Joyce seconded the motion which prevailed by the following vote:

Next, Parcel 163 was briefly discussed which includes Joe Wright's
mobile home park on Lipscomb, presently zoned M -H and recommmmended to
rezone to R -MH. There being little discussion, Richard Atkins made a
motion to recommend that the property be rezoned as advertised, and
Harlen Joyce seconded the motion which prevailed by the following vote:

Parcel 27
The subject parcel located east of Dove Road across from the nursing
home, presently zoned R -1 and R -3 was advertised R -12.5. Shane Wilbanks
made a motion to recommend the property be rezoned as advertised, and
Richard Atkins seconded the motion which prevailed by the following
vote:

The subject parcel is property, presently zoned R -3, belonging to Joe
Wright on North Lucas. It was noted that Mr. Wright had signed a letter
authorizing the City to readvertise to zone the property R -YT-2 or R -7.5
rather than the PRD -6 which was first advertised. Then Peggy Engholm
made a motion to recommend that the parcel be zoned R -7.5 and Shane
Wilbanks seconded the motion which failed by the following vote:

Located east of State Highway 121 and with CC the existing zoning, the
subject parcel was advertised for CC zoning. Then following
clarification on the zoning, Mr. Wilbanks made a motion to recommend that
the Council zone the subject parcel CC as advertised, and Mr. Norman
seconded the motion which prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins & Engholm
Nays: None
Parcels 34 and 136 -A
Parcel 136, presently zoned CC and Parcel 136 -A, zoned C -2 are located
east of the west quadrant of Glade Road and were advertised CC. There
being little discussion, Richard Atkins made a motion to recommend the
tracts be zoned CC as advertised, and Harlen Joyce offered the second.
The motion prevailed by the following vote:

East of Grapevine Euless Road and presently zoned I -2 and I -1, the
parcel was advertised to be zoned PCD. A motion from Harlen Joyce and a
second from Richard Atkins was to recommend the subject parcel be
rezoned as advertised, and the prevailing vote was as follows:

Parcels 133 and 135
Parcel 133, presently zoned R -1, C -2, R -7.5 and I -1 and Parcel 135,
presently zoned C -2 are located on Hall Johnson and Glade from Big Bear
Creek south to Field Doss Road to Grapevine - Euless Road. The area was
advertised to be zoned R -7.5. Shane Wilbanks made a motion to zone the
subject property as advertised, and Peggy Engholm seconded the motion
which prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins & Engholm
Nays: None
Parcel 130
Next discussed was Parcel 130, from the Mattie Allen Tract to State
Highway 121 and Glade. The parcel is presently zoned I -1 and R -1 and
the advertised zoning is PCD. A motion from Harlen Joyce and a second
from Shane Wilbanks was to recommend rezoning as advertised. The
prevailing vote was as follows:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins & Engholm
Nays: None
Chairman Spencer asked if there were any parcels not considered and
recommendations made. It was noted and generally believed that all
parcels had been considered. Then Peggy Engholm made a motion that any
tract on which no action has been taken at the present time, should be
recommended for zoning as stated on the map, as advertised, and Harlen
Joyce seconded the motion which prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins & Engholm
Nays: None

At approximately 1:30 AM on Thursday, May 3, 1984, Chairman Spencer
declared and it was the general consensus of those present that the
meeting be adjourned.
