HomeMy WebLinkAbout1984-01-26STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in a special workshop session on Thursday, January 26, 1984, at 7 PM, in the conference room of City Hall, 413 Main Street, with the following members of the Planning and Zoning Commission present, to wit: Sharron Spencer Chairman Ron Cook Vice Chairman Harlan Joyce Member Gerald Norman Member Shane Wilbanks Member constituting a quorum, with members Tom Powers and Richard Atkins absent and the following City Staff, to wit: James L. Hancock J.R. Baddaker, P.E. H.T. (Tommy) Hardy Steve Richardson Joy Welch CALL TO ORDER City Manager Director of Public Works Building Official City Planner Secretary Chairman Spencer called the meeting to order at 7 PM and explained the procedures and purpose. WORKSHOP The Planning and Zoning Commission was to conduct a workshop and review session relative to the proposed amendments to Comprehensive Zoning Ordinance No. 82 -73 and the zoning map. Chairman Spencer noted that planned for the evening was a review session of the residential districts, to compare the proposed and existing districts for the purpose of making a recommendation to the City Council. The Planning and Zoning Commission then reviewed the "R -20" District, with recommendations as follows: The purpose paragraph should read as proposed with the following exception: 1. Delete the word "average" and replace it with the word "of ". A. Permitted Uses. 4. Delete playgrounds 5. Fill in blank with unnamed section B. Accessory Uses 2. Add "servant's quarters" Following #6 add: When any of the foregoing permitted accessory uses are detached from the principal single - family dwelling, said uses shall be located not less than forty -five (45) feet from the front lot line not less than twenty (20) feet from any street right -of -way and six (6) feet from rear and side lot lines. Accessory buildings more than sixteen (16) feet in height shall be set back from the rear property line six (6) feet plus two (2) additional feet for each additional foot of height over sixteen (16) feet. The height of the structures shall be mea- sured from the top of the slab or from its bottom floor. P &Z Minutes 1 -26 -84 Page 2 C. Conditional Uses Fill in sections not shown. 1. Delete the words educational and cultural 4. Delete "Community Centers" 5. Delete "Private clubs and lodges" 6. Delete "Country clubs and golf courses" 7. Delete "day nurseries and child care residences for not more than ten (10) children. 8. Delete "cluster development" D. Special Permit Uses. Members questioned the definition. Mr. Wiles and /or Mr. Smith would be asked their intended items for this category E. Limitation on Uses. 1. Eliminate #1 entirely F. Plan Requirements (Eliminate entirely) G. Density Regulations. Following #6, add "Existing D -8: 'Only one single - family detached dwelling shall be permitted on each lot or lot of record, as the case may be. H. Area Regulations. 4. Change 15 feet width to 10 feet in width Eliminate "or accessory" and "30' to 201" to read "Distance between Buildings - -The minimum distance between principal build- ings on adjacent lots shall be not less than thirty (20) feet." shall be not less than 20 feet I. Buffer Area Regulations. Add " to the principal structure" to the end of the sentence. J. Height Eliminate (a) and (b) and replace with the following taken from the existing ordinance: 1. Height of principal structure, two and one -half (22) stories, not to exceed thirty (30) feet. 2. Height of accessory structure, one and one -half (1z) stories, not to exceed twenty (20) feet, except a storage building which shall not exceed ten (10) feet in height. The Planning and Zoning Conmission then reviewed the "R -12 -5" district, with recommendations as follows: Purpose: In this paragraph, replace the word "where" with "with" and the word "average" with "of ". A. Permitted Uses 1. Add "or modified" to end of sentence. B. Accessory Uses. Before #1, insert the following: "When any of the foregoing permitted accessory uses are detached from the principal single - family dwelling, said use shall be located not less than forty -five (45) feet from the front lot line, twenty (20) feet from any street right -of -way, and six (6) feet from rear and side lot lines. Accessory buildings more than sixteen (16) feet in height shall be set back from the rear property line, six (6) feet plus two (2) additional feet for each additional foot of height over sixteen (16) feet. Height Delete (a) and (b) and add the following from the existing ordinance: 1. Height of principal structure, two (2) stories not to exceed twenty -five (25) feet. 2. Height of accessory structure, one and one -half (12) stories not to exceed twenty (20) feet, except a storage building which shall not exceed ten (10) feet in height. K. Landscaping Requirements (No Changes) L. Off Street Parking (No Changes) M. Off - Street Loading. (No Changes) The Planning and Zoning Commission recommended the following changes in the "R -7.5" Single Family District: Purpose: (No Changes) A. Permitted Uses (No Changes) B. Accessory Uses (No Changes) C. Conditional Uses (No Changes) D. Special Permit Uses (No Changes) E. Limitation on Uses (No Changes) F. Plan Requirements. Delete Coipletely G. Density Regulations (No Changes) H. Area Regulations (No Changes) I. Buffer Area Regulations Add the words "to the principal structure" at the end of the sentence. J. Height Delete (a) and (b) and add the following: 1. Height of principal structure, two (2) stories not to exceed twenty -five (25) feet. 2. Height of accessory structure, one story not to exceed sixteen (16) feet, except a storage building which shall not exceed ten (10) feet in height. K. Landscaping Requirements. (No Changes) L. Off - Street Parking (No Changes) M. Off - Street Loading (No Changes) P &Z Minutes 1 -26 -84 Page 4 In discussing the "R -5.0 Zero Lot Line Residential District, the general consensus of the Commission was to eliminate the district completely. Note: At this point in the meeting Vice Chairman Cook arrived. It was the general consensus of the Commission to recommend that the following be changed in the "R -3.5" Duplex Residential District: Purpose: (No Changes) A. Permitted Uses (No Changes) A. Accessory Uses. Eliminate #1 and add the following from the existing ordinance: 1. One storage building per dwelling unit one hundred twenty (120) square feet or less, and having no plumbing. 2. Swimming pool. When any of the foregoing permitted accessory uses are detached from a principal dwelling, said uses shall be located not less than twenty (20) feet from any street right -of -way, and at least six (6) feet from the rear and side lot lines. B. Density Regulations Eliminate "Efficiency unit = 600 s.f. and state the following: " Effeciency or 1- bedroom unit = 750 s.f." H. Area Regulations Add before #1: "To divide duplex unit to be sold as townhome, must meet the townhouse requirements." 1. Change 65 feet to 80 feet. I. Buffer Regulations. (No changes) J. Height Eliminate (a) and (b) and insert the following from the existing ordinance: 1. Height of principal structure, two (2) stories not to exceed twenty -five feet. 2. Height of accessory structure, ten (10) feet. K. Landscaping Requirements (No Changes) L. Off Street Parking (No Changes) M. Off - Street Loading. (No Changes) There was some discussion relative to masonry requirements. Section 18 3.75 Fourplex Residential District PURPOSE: (No Changes) A. Permitted Uses (No Changes) B. Accessory Uses Delete 1 - 3 and insert B. Accessory Uses from the existing ordinance as follows: The following uses shall be permitted as accessory uses to dwellings: 1. Detached covered common parking 2. Swimming pool 3. Laundry room for tenants' use. 4. Cabana, pavilion or roofed area. When any of the foregoing permitted accessory uses are detached from a principal dwelling, said use shall be located not less than forty -five (45) feet from the front property line, nor less than twenty (20) feet from any street right -of -way, and at least six (6) feet from the rear and side lot lines. P &Z Minutes 1 -26 -84 Page 5 C. Conditional Uses: 1. The words as modified" should be added to end of sentence. D. Special Permit Uses. (No changes) E. Limitation on Uses. Add no duplex units should be subdivided for sale as townhomes unless townhome requirements are met. F. Plan Requirements. Delete "none require except: and "for cluster development" for reading as follows: "that Site Plan approval shall be required ". G. Density Regulations 6. A. Should be combined with b. to read as follows: Efficiency and one bedroom unit = 750 s.f. H. Area Regulations (No changes) I. Buffer Area Regulations (No changes) J. Height (a) and (b) should read as follows from the existing ordinance: 1. Each efficiency or one bedroom unit = 750 s.f. 2. Each two - bedroom unit = 900 s.f. 3. Each three - bedroom unit = 1,000 s.f. 4. When abutting existing "single Family detached structures, must not exceed one story in height. K. Landscaping Requirements (No changes) L. Off - Street Parking (No changes) M. Off - Street Loading (No changes) N. Masonry Requirements should be added No formal action was taken during the workshop session. MISCELANEOUS DISCUSSIONS AND /OR REPORTS Kevin Conklin, Parks and Recreation Director, spoke requesting consideration of provisions in the ordinance to accept or reject a developer's dedication of open space for public use. It was noted that Mr. Wiles had mentioned the need for such a provision. There was no formal action taken. ADJOURNMENT At approximately 10 PM there was a motion to adjourn from Shane Wilbanks and a second from Harlan Joyce.
