HomeMy WebLinkAbout1984-01-30STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in a workshop session on Monday, January 30, 1984, at 6:30 PM in the Conference Room of City Hall, 413 Main Street, with the following persons present, to wit: Sharron Spencer Ron Cook Harlan Joyce Tom Powers Gerald Norman Shane Wilbanks Richard Atkins Chairman Vice Chairman Member Member Member Member Member constituting a quorum, with no absences, and the following City Staff, to wit: Jim Hancock J.R. Baddaker H. T. (Tommy) Hardy Steve Richardson Joy Welch CALL TO ORDER City Manager Director of Public Works Building Official City Planner Secretary Chairman Spencer called the meeting to order, and explained the procedures and purposes. 1 10= The members enjoyed a bar -b -que dinner from 6:30 PM to 7:00, at which time Mr. Bill Deacon of Wm. Deacon Company Realtors gave a presentation of a proposed rezoning request for 30.728 acres fronting on West College Street across from Cannon Elementary School, abutting the Cotton Belt Railroad on the south which he advised would be continguous to P.C.D. district on the west which surrounds Baylor HoslDi.al. His proposed zoning was as follows: 1. RMF -1 - 6.7 acres 2. R -7.5 - 24.03 acres 3. R -MF -1 - 21.7% 4. R -7.5 - 78.3% 5. Average units per acre 5.73 units The Ccmdssion recommended to Mr. Deacon that the adjacent neighborhoods would likely reject any multi- family other than townhomes or duplex units along the railroad tract. Mr. Baddaker interjected that possibly larger home tracts would be appropriate for that area rather than the apartment -type units. There was futher brief discussion, and no formal action was taken. WORKSHOP Chairman Spencer noted that the evening's discussion would be to review the "PRD -6" and "PRD -12" Districts as proposed by the consulting staff to make a recommendation at a later meeting to the City Council. On the "PRD -6" Planned Residential District, the following should be added under # 2. Planned Development: the word "detached" following single - family and "on not less than 7500 square foot lots following "residences" - Note: this phrase should be consistent throughout this district. C. Intent: In the third sentence following "R -7.5 ", "R- 12.5" and "R -20" should be added before District regulations. Then in the fourth sentence "specifically" should replace "primarily." Then, in the same sentence "so" should repl— "if" and "will" should replace "are to be." P &Z Minutes 1 -30 -84 Page 2 E. Planned Development Option. 1 -d was questioned as to wording and 1 -e was questioned as to percentages. 2 -a: was changed to read as follows: In the single family area, any principal use permitted in the "R -20 ", "R -12.5 and "r -7.5" Single Family Residential Districts, subject to a a those requirements of those respective districts. 2 -b. Should be changed to read: In the multi- family districts, and principal use permitted in ... in Sections 34.E.1(e) and 34.E.9. should be subject to all those requirements of the respective districts. 5 -a. "or individual lots" should be deleted as well as "accessory buildings ". The phrase 7500 square foot lots should be added following the word "minimum" and a note was made to questions Mr. Wiles relative to open space in regard to accessory buildings. 5 -c. The phrase "subject to expense by the City" should be added following following "Common open space may be dedicated to the City. In the same paragraph on page 12 it there should be added the statement that in the Single Family areas, a property owner does not have to pay for any common area that he does not use. The word "utilization" should replace the word "benefit" in that same paragraph. 9 -b. Delete the words "if necessary ". 11, Delete the sentence beginning "Minimum.... that" 11 -a. Begin the sentences (a) and (b) with "The" and delete "that in zero lot line "; also delete (c). 12. Traffic Circulation, -_c. change "may" to "shall and "restricted" to "prohibited " °�- The following should be changed in the "PRD -12" Planned Residential District: A -1 Standard Development the words "detached on not less than 71,00 squre foot lots" should be added following "single family" (Note: this phrase should be consistent throughout this document. 9 -b. Delete the words "if necessary ". 11- Delete the paragraph beginning with "Minimum" and ending with "that:" 11 -a & b. Begin each with a capital (The) and eliminate the (a) and (b) 11 -c. Delete entirely 12 -c. Add the words "and prohibited" following "restricred ". No formal action was taken by the Commission during the workshop session. MISCELLANEOUS REPORTS AND /OR DISCUSSION It was the general consensus of the Commission to meet again Thursday evening at 7:30 PM in the new conference room of the Police /Library facility.
