COUNTY OF TARRANT
CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas met
in a special workshop session, Wednesday, January 18, 1984, at 7:45 PM
in the City Council Chambers of City Hall, 413 Main Street, prior to
which workshop the Planning and Zoning Commission had reconvened from
the previous evening's regular meeting which recessed at approximately
1:30 AM, due to the late hour. The following members were present, to
wit:

constituting a quorum, with no absences, and the following City Staff,
to wit:

Chairman Spencer called the meeting to order, advising those present of
the purposes and procedures of the meeting.
WORKSHOP
The Chairman advised that the purpose of the workshop was to conduct a
workshop and review session relative to the proposed amendments to the
Comprehensive Zoning Ordinance and the zoning map, and requested Mr.
Baddaker's guidance in these procedures.
Mr. Baddaker advised those present of the need to review the draft of
the proposed zoning districts compiled by the planning consultant, Mr.
Wiles, and compile recommendations for any desired changes. In the
ensuing discussion, approximately one -third of the map was discussed,
with comments directed mainly toward the problem areas. Areas that were
discussed at some length were the mobile home districts; residential
districts in the northwest portion of the city; the central business
district -a general consensus being to revise this area; and to eliminate
the "R.5" zero lot line district and include it in "SP" Site Plan
District. As a possible solution to a more strictly governed zoning
process, require site plans for all residential districts exceeding one
building, 1/2 acre or 4 units.
Due to the length of time being required to evaluate the map in detail,
there was discussion and deliberation relative to needing more time than
the schedule would allow as well as requiring more exacting direction
from the City Council and legal and planning consultant. It was the
general consensus of the Commission to schedule meetings with the Council
Monday and /or Tuesday, the 22nd /23rd to determine a solution for
accomplishing the assigned task within the proposed time schedule
without neglecting the proper study each district should warrant,
especially the problem areas.
Mr. Joe Wright spoke in support of doing a thorough study as opposed to
trying to meet an unreasonable deadline on lifting the moratorium on
building permits. All present were in agreement with Mr. Wright.
Commissioner Powers responded, suggesting that the Commission draft a
resolution to be worded as follows:

"To request that the City Council and Planning and Zoning Commission
meet in workshop session for the purpose of discussing the zoning
changes on the proposed ordinance and map;
And, the Planning and Zoning Commission cannot see a possibility of
completing the assigned task until Wednesday, January 25, 1984;
And, the Planning and Zoning Commission would request more direction
from the City Council before meeting again in workshop session to
accomplish the assigned task of making recommendation on said zoning
ordinance and map."
It was the Commission's general consensus to have the City Secretary
draft the above resolution to the City Council.
Following further discussion, due to the late hour, Vice Chairman Cook
made a motion to adjourn the meeting, and Tom Powers seconded the motion
which prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Powers, Norman, Wilbanks and Atkins
Nays: None
