HomeMy WebLinkAbout1984-02-13STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in Special Workshop Session on February 13, 1984, at 6:30 PM in the con- ference room located at 307 West Dallas Road, with the following members present, to wit: Sharron Spencer Chairman Ron Cook Vice Chairman Harlen Joyce Member Tom Powers Member Gerald Norman Member Shane Wilbanks Member constituting a quorum, with Member Rick Atkins absent, and for a short while Councilman Jim Glynn and the following City Staff, to wit: James L. Hancock J.R. Baddaker H.T. (Tommy) Hardy Steve Richardson Joy Welch CALL TO ORDER City Manager Director of Public Works Building Official City Planner Secretary Chairman Spencer called the meeting to order at 6:30 PM, and explained the procedures and purposes of the meeting. OLD BUSINESS - WORKSHOP The Planning and Zoning Commission was to conduct a workshop and review session relative to the proposed amendments to the Comprehensive zoning Ordinance and zoning map and take any necessary action relative thereto. Section 36 - "PCD" Planned Commerce Development District The first section for the Commission to review for determining any needed revisions, deletions or revisions was Section 36. Following a lengthy discussion relative to Page 1, the "Purpose" section, the general consensus was to eliminate any residential development from the Ccm-nercial district. On Page 2, Section "C" eliminate "Noise Zone D" On E, 2, (a) eliminate the last three lines to read as follows: "a. Minimum Size: Each lot created within a PCD District shall have minimum land area of at least 20,000 square feet provided that the average of all lots or parcels of land created within the total PCD shall have an average lot size of at least one half acre." E, 2 (b) Eliminate "or private street" E, 2 (d) Eliminate residential use Note - Vice Chairman Cook arrived. E, 2 (f) It was the general consensus to question Tony Wiles relative to the distance between buildings. E, 2 (i) Eliminate the last sentence "Furthermore, no building devoted to residential use shall exceed forty (40) feet in height. E, 2 (j) The general consensus, following a lengthy discussion was to give the option of providing a 100 foot wide buffer yard perimeter to provide a 8 foot high berm, 60 feet wide and landscaped. E, 4 (k) - Delete "(except that chain link fences shall be covered with permanent vegetation)" Chain link fences are not to be allowed. E, 4 (k) - Eliminate paragraphs (1) and (2) relative to residential requirements since they are not included in Commercial. E, 4 (i) - The word "satisfactory" - spelling corrected. Section 37 "PID" Planned Industrial Development It was determined to delete any reference to "CW" inserting "HC" in its place throughout. C. Intent - delete letter "D" and add word "or" between "B" and "C ". E., 1 (d) - Question Tony Wiles if overall tract size can be increased. "PCD" size or larger? E., 1 (e) - Eliminate "D" and insert "or" between "B" and "C ". 2. Permitted Uses - (a) Delete entirely because is changed to "LI ". 3. Accessory Uses - Delete "ML' and "CW" and insert "LI. 4. (a) Question as to why the number 30,000. (b) Eliminate the words "or private" relative to minimum lot frontage (c) Maximum Density - Question Mr. Wiles relative to the meaning of 1.5 ratio. (d) Maximum Lot Coverage - eliminate group 2 entirely It was noted that the paragraph beginning "These standards..." and ending "setback requirements" should apply to "Highway Commercial ". 4. (h) Delete final sentence. (j) Add the option "or 60 foot wide 8' high berm" (k) (1) and (2) chain link fence prohibited Page 10 -H - Dedication and Reservation of Land for Public Use - Add a section which would give the City the option of accepting or rejecting a park land dedication due to obligation of maintaining park land. Section 39 - Airport Noise Overlay District - B. Airport Noise Areas - A - D should correspond with our existing ordinance. Table 1, Page 3 - All New Construction Noise Impact Area "B" should become NP rather than P3 and "C" should became NP also. Housing for the Elderly - "B" should be NP rather than "P3" and "C" should be NP rather than "P2" Inst. providing housing & general care should be "B" NP rather than "P3" and "C" should be NP rather than P2. Table 1, Page 4 Rooming Houses should be C - NP rather than P2 Schools, college, university should be "B" NP rather than P3 and "C" should be NP rather than P2. P &Z Minutes 2 -13 -84 Page 3 Table 1, Page 4 Delete junk yards and massage parlors entirely. Section 40 -Flood Plain Overlay District Following a lengthy deliberation and discussion by Mr. Baddaker, the general consensus of the Commission was to entirely eliminate this district entirely. Section 28- Central Business District The discussion relative to definition for this district was that only the businesses having no off - street parking were included, and Mr. Wiles advised that the Commission should identify this district. A. Permitted Uses 1. Should be eliminated (food and grocery stores) 2. through 8. (remain as are) 9. Feed and farm supply (eliminate entirely) 10.through 12. (remain as are) 13. Banks and financial institutions (eliminate) 14. Religious and educational facilities (eliminate) 15.through 16. (no changes) B. Accessory Uses No changes except for the elimination of 3. Signs, entirely. C. Conditional Uses Check with Mr. Smith relative to eliminating #2 entirely. D. Limitation of Uses Eliminate the words "which require extensive off - street parking." No further changes were recommended for the Central Business District this evening. MISCELLANEOUS DISCUSSION AND /OR REPORTS In a final discussion Chairman Spencer briefed those present on the most recent conversations with Mr. Wiles and Mr. Smith.
