HomeMy WebLinkAbout1984-02-27STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in Workshop Session on at 7 PM, Monday, February 27, 1984, in the Conference Room of the Police - Library facility, with the following members present, to wit: Sharron Spencer Ron Cook Harlen Joyce Tom Powers Gerald Norman Shane Wilbanks Chairman Vice Chairman Member Member Member Member with Member Richard Atkins absent, constituting a quorm, with the following members of the City Staff present, to wit: James L. Hancock J.R. Baddaker, PE H.T. (Tommy) Hardy Steve Richardson Joy Welch o e) . City Manager Director of Public Works Building Official City Planner Secretary Chairman Spencer called the meeting to order at 7 PM, and explained the procedures and purposes of such. OLD BUSINESS The first item for consideration by the Commission to be ready to make a recommendation to the City Council the following evening was the most recent draft of the zoning districts for the proposed changes to the Comprehensive Zoning Ordinance to bring the districts more fully in compliance with the Master Plan. PRD -6 - Planned Residential Development The changes recommended for this district were as follows: On page 10 -(b) "Common Open Space" should become "Usable Common Open Space." On page 15, #10., insert the following at the end: Multiple family dwelling units that abut a portion of a .orment that is planned for. or developed with. single f detached dwellings shall not exceed the height of the existing or le famil PRD -12 - Planned Residential Development No corrections or revisions were made to the draft of this dis- trict. SECTION 46 - Master Development Plan No revisions were recommended for this draft copy. Site Plan Beginning on Page 6, it was advised that the lettering should be corrected beginning with "g ", which should become "D" and ending on Page 11 with "K" becoming "H ". P &Z Minutes 2 -27 -84 Page 2 On Page 10, a misspelled word should be corrected to read "ap- proaches". PLANNED COMMERCIAL DISTRICT - PCD On Page 7 (j) , it was recommended to revise the underlined final sentence of the first paragraph to read as follows: "As an alternative on any side, the 100 foot wide perimeter buffer d may be reduced to 60 feet in width provided an eight foot high berm within the 60 foot wide buffer yard, and the berm is landscaped with trees, shrubbery and similar landscaped elements. PID PLANNED INDUSTRIAL DISTRICT Page 1, C, should be "LI" rather then "ML" Page 5, Group 1 - Light Industrial Uses should be 60%, not 500 Page 7, J, relative to berms should read as above PCD -P 7. Page 8, delete from (k) the words "permanent vegetation" Page 9, Delete H. and I. HC - Highway Commercial There was some discussion relative to the name of this district. Previously, consideration was given to the name "Heavy Commercial" as opposed to "Highway "; however, the general consensus was to retain the name "Highway. On page 1 - 9, it was the general consensus to delete #9 entirely. and this "automobile washing business; automatic, coin - operated or moving line wash should be added to the "CC" District. New copy of Page 4 should be "Federal Expressed" from Marlin Smith or retyped here using the old copy for review by the Commission, as the draft copy available is unreadable. SECTION 38 - GU- Governmental Use District Page 2, H. The initials "PU" should be changed and the first sentence deleted and replaced with the following sentence: Any conditional use of this district should provide a landscape zone. SECTION 39 - AN - Airport Noise Overlay District Final Page, the Table 1 chart: delete "massage parlors" entirely as well as "residential ". A formal vote was taken to accept these revised draft copies as being the recommendation from the Planning and Zoning Commission with a motion from Tom Powers and a second from Shane Wilbanks, with the prevailing vote as follows: Ayes: Spencer, Cook, Joyce, Powers, Norman, and Wilbanks Nays: None Absent: Atkins P &Z Minutes 2 -27 -84 Page 3 MISCELLANEOUS DISCUSSION AND REPORTS Chairman Spencer reported that the most recently revised draft copies of the "LI ", "CBD" and the "HCO" Districts had not yet been received from Mr. Smith's office, and when they were, the Commission would review them as well as the Sign District, Section 60, to recommend to the City Council. Mr. Baddaker advised that a readvertisement might have to be done for the "CP" Concept Plan District. Chairman Spencer also advised Commissioners of a conversation with Mr. Wiles relative to the "Townhouse /Duplex Districts" whereby rezoning requests could possibly be prevented when individuals wish to sell a duplex off as a townhom. It was the general consensus of the Commission to require 80 foot widths on duplexes as is done in the townhouse district, to eliminate a difference in the districts hereto- fore. Vice Chairman Cook recommended that the names for the multi- family districts be changed from R -MT-1 and R -MF -2 to read "R- MF -12" & "R- MF -16" to reflect the actual densities of those districts. At approximately 9:30, Tom Powers made a motion to adjourn the meting and Shane Wilbanks seconded the motion, which prevailed by the following vote: Ayes: Spencer, Cook, Joyce, Powers, Norman and Wilbanks Nays: None Absent: Atkins PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS, ON THIS THE c;2 °J,-.,l DAY OF , 1984.
