COUNTY OF TARRANT
CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas, met
in Workshop Session, Monday, March 6, 1984, in the Conference Room, 307
West Dallas Road, with the following persons present, to wit:

constituting a quorum, with no absences and the following City Staff, to
wit:

CALL TO ORDER

Chairman Spencer called the meeting to order at 7 PM and explained the
procedures and purposes of the meeting.
OLD BUSINESS - WORKSHOP
The Commission was to conduct a workshop and review session relative to
the proposed amendments to the Comprehensive Zoning Ordinance and take
any necessary action relative thereto.
LIGHT INDUSTRIAL DISTRICT
The following changes were recommended in the "LI" Light Industrial
District:
On page 1, the Purpose paragraph ........within an enclosed
building ... was added.
Also on page 1, A. Permitted Uses - 1. the word previous was
corrected to read "previously."
There were no other changes recommended in this section.
HCO - HOTEL CORPORATE OFFICE
The following changes were recommended in the "HCO" Hotel Corporated
Office District:
Page 4, (final page) H. Buffer Area Regulations - ten (10) acres
should be amended to five (5) acres, and seventy -five (75) feet should
be amended to fifty (50) feet.
There were no further changes in the HCO District.
NO CORRECTIONS OR CHANGES WERE RECOMMENDED FOR THE "CBD" CENTRAL
BUSINESS DISTRICT
SITE PLAN DISTRICT
The following changes were recommended in the Site Plan District:

There was a lengthy discussion relative to this district. Mr. Hardy
questioned the Commission and a lengthy deliberation ensued; however few
changes were made to the most recently revised draft copy (2/21/84).
On Page 10, E -2, the word approaches was misspelled with a
recommendation made to correct such, and G between each "that period ",
the words "one year" were added. (in two places).
CONCEPT PLANS
The following changes were recommended for the Concept Plans:
Page 1, the Purpose paragraph -that through properties should be
deleted to read: "The Concept Plan is intended to provide the Planning
and Zoning commission and the City Council with the information and data
that is necessary to assess the merits of requests for rezoning.
Page 1, B. When Required should read as follows: " A Concept Plan
shall be submitted in connection with all requests for rezoning.
Page 1, C. Content of Concept Plan -
1. "phone number" should be added
2. "phone number" should be added
3. Should read as follows: " The names and addresses and phone
numbers of all professional consultants advising the applicant with
respect to the proposed rezoning;"
4. Should read as follows: "The legal description and general
location of subject property."
6. Should read as follows: " The map of the property proposed to be
rezoned showing the general location of the principal vehicular
circulation system and access from existing streets and roads, the
general location, respective size of all useable open space and common
open space and the general location of residential and non residential
land uses.
7. Should be deleted and Site Plan #C -6 should be added, reading as
follows: "The Comprehensive Land Use recommendation for the property."
12. Following the word "dimensions" add words "and north arrow" and
following the word "crossing" add and / "or ".
13. Delete the words "significant rock out - croppings"
14. Change 500 feet to 200 feet, and question Tony Wiles as to
reasoning for the 500 feet originally.
15. Should be "proposed use or uses and general development of the
subject property.
16. Should be as "sP" 12/10 (i), Page 6 as follows: "Computation of
proposed number of dwelling units and the total acreage for residential
use and the appropriate square footage of building, by type, for
non - residential use.
D. REASONS FOR DENYING SITE PLANS - Site plans must conform to the
concept plan submitted with the zoning application and should be worded
as below:
Effect of Concept Plan - Should read as follows: " All subsequent
site plans shall conform to the Concept Plan submitted with the zoning
application.
MISCELLANEOUS DISCUSSION AND /OR REPORTS
There was some discussion relative to the Sign Ordinance. Mr. Hardy
advised that a correction should be made in "limitation: as in appendix
A which is allowable districts. The general consensus was to speak to
Mr. Smith in this regard.

There being no further business to come before the Commission this
evening, Commissioner Gerald Norman made a motion to adjourn, with a
second from Harlem Joyce and the prevailing vote as follows:
Ayes: Spencer, Cook, Joyce, Powers, Norman, Wilbanks & Atkins
Nays: None
