SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE AND
INSTALLATION OF A PRECAST RESTROOM FACILITY FROM
CXT, INC. FOR MEADOWMERE PARK THROUGH A
COOPERATIVE AGREEMENT WITH THE STATE OF TEXAS
CO -OP PROGRAM

BACKGROUND:
This purchase will be made in accordance with an existing Cooperative Agreement with
the State of Texas Co -Op Purchasing program as allowed by Texas Local Government
Code, Section 271.083 (4)(b), State Cooperative Purchasing Program,
The Council approved a resolution at the September 16, 2008 Council meeting to
participate in the State Boating Access Grant Program for a low water boat ramp,
restroom facility and fishing tournament pavilion for Meadowmere Park. In January of
2009, the Texas Parks & Wildlife Commission approved Phase 1 of the improvements
and approved Phase 2 in January of 2010. The total grant from the Texas Parks &
Wildlife Department is $470,049 and the total project is estimated at $670,000.
The Council also approved a professional services agreement with MHS Planning &
Design on April 21, 2009 for the design of the boat ramp and amenities associated with
the boat ramp. The Council Facilities Committee approved the exterior treatments for
the restroom facility at their June 1, 2010 meeting.

Staff recommends approval of a resolution to purchase and install a precast concrete
restroom facility to be located at Meadowmere Park from CXT, Inc. through a
cooperative agreement with the State of Texas Co -Op Purchasing Program. The total
cost of this purchase is not to exceed $99,927.18.

Our quotation for the Montrose Flush Building building is as follows: Per Building
Montrose multi -user flush building with standard simulated cedar shake roof and $82,216.25
barnwood wall texture, three 16 -gauge galvanized steel doors and frames, vitreous china
plumbing fixtures (2- lavatories, 3 -water closets, 1- urinal), three 3 -roll toilet paper holders,
two exhaust fans, three GFI outlets, five floor drains, two sls mirrors, ADA grab bars,
ADA signs, one hose bib in chase area, and motion controlled interior lights and photo
cell controlled exterior lights. Price includes offloading at accessible site. "Full Install"
includes final connection from building to utilities stubbed 12" above tog of Customer

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE AND
INSTALL A PRECAST RESTROOM FACILITY FOR
MEADOWMERE PARK THROUGH AN ESTABLISHED
STATE CO -OP CONTRACT AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.083
(4) (b) to purchase an item under state contract, therefore, satisfying any state law
requiring local governments to seek competitive bids; and
WHEREAS, the State of Texas Co -Op TXMAS Purchasing program is a qualified
purchasing cooperative program as authorized by Section 271.083 (4) (b) of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine, Texas, has established a Co -Op Agreement with
the State of Texas, Co -Op # M2201 and wishes to utilize a contract meeting all State of
Texas requirements; and
WHEREAS, the State of Texas Co -Op TXMAS program has established contract #
TXMAS -5- 560100 with CXT, Inc. for the precast restroom facility.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the restroom facility from CXT, Inc. for the Meadowmere Park for a total cost not to
exceed $99,927.18.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said restroom facility.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 5th day of July, 2011.
