HomeMy WebLinkAbout1984-08-14STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in Special Session at 7 PM, August 14, 1984, in the Conference Room of the Police Library Building, 307 West Dallas Road, with the following members present, to wit: Sharron Spencer Ron Cook Harlen Joyce Gerald Norman Peggy Engholm Richard Atkins Chairman Vice - Chairman Member Member Member Member constituting a quorum, with Shane Wilbanks absent, and the following City Staff, to wit: J.R. Baddaker, P.E. H. T. (Tommy) Hardy Al Dugger Shoukat Kadri Joy Welch Sue Martinez Director, Public Works Director, Community Development Assistant Director, Public Works City Planner Secretary Secretary Chairman Spencer called the meeting to order at 7 PM, explaining that the purpose of the meeting was to conduct a workshop to consider amending certain sections of the draft zoning ordinance, in particular, the height limitations in R -20, R -12.5 and R -7.5 Residential Districts, consider parking regulations in office district. Chairman Spencer further advised that the Commission should consider appointing a committee to work comprehensively and expeditiously toward proofing the draft ordinance and making any needed additions or alterations. NEW BUSINESS The Commission first discussed the parking requirements. It was noted that those provided in the present draft ordinance were inappropriate. Mr. Hardy suggested that there be 5 plus 1 per every 300 gross square feet where presently, the requirement for such districts require 1 per every 200 gross square feet. Following a brief discussion, Gerald Norman made a motion to recommend that the ordinance requirement relative to office parking be five plus one per every 300 gross square feet, and Peggy Engholm seconded the motion which prevailed by the following vote: Ayes: Spencer, Cook, Joyce, Norman & Engholm Nays: None Absent: Wilbanks & Atkins Following general discussion relative to necessary changes (in addition to the change in parking requirement) in the draft zoning ordinance, the Commission's general consensus was to act most expeditiously on areas which are not workable, thereby presenting the most difficulty for Staff to enforce. Those problems are height limitations for the R -21, R -12.5, R -7.5 residential district, being 25 feet which is too low for present two -story designs; to provide a special or conditional use rather than the site plan for use of alcoholic beverages; eliminate the GI District, which was inadvertantly included; and to eliminate possible use of a single - family hone for commercial use, customary home occupation should possibly be an accessory use. Private swimming pools and tennis courts (Underlined added) 5. Accessory buildings, storage buildings, hobby shops, barns (underlined added) 6. Added: Signs subject to the provisions of Section 60. 7. Added: Customary home occupation. Following the paragraph Accessory buildings more ... bottom floor, the following was inserted: C. Conditional Uses: The following conditional uses (sues) may be permitted provided they meet the provisions of Section 48 and a Conditional Use Permit is issued. 1. Public and non - profit institutions of an educational, religious, or cultural type excluding correctional institutions. 2. Non - profit community centers and swimming pools and tennis courts 3. Public and private Country Clubs and golf courses excluding minature golf courses. 4. Temporary buildings when they are to be used only for construction purposes or as a field office within a subdivision only. Such temporary construction buildings shall be removed immediately upon completion or abandonment of construction and such field office shall be removed immediately upon occupancy of ninety -five (5) percent of the lots in the sub- division. D. Limitation of Uses: 1. No more than five (5) persons unrelated by blood or marriage may occupy residences within an R -20 Single Family District. 2. Storage of mechanical or farm equipment incidental to any permitted or conditional use shall be screened in accordance with the provisions of Section 30, Alternate B or E, from any adjacent residential development or use. E. Plan Requirements: No applications of a building permit for the construction of a principal building shall be approved unless a plat, meeting all requirements of the City of Grapevine, has been approved by the City Council and recorded in the official records of Tarrant County. (Delete C. Parking Regulations, entirely.) F. Density Requirements: The following density requirements shall apply: 1. Maximum density - Maximum Density within the R -20 District shall not exceed two (2) dwelling units per acre of gross area. 2. Lot Size -Lots for any permitted use shall have a minimum area of twenty thousand (20,000) square feet. 3. Minimum Open Space -All areas not devoted to buildings, structures or off - street parking area shall be devoted to grass, trees, gardens, shrubs or other suitable landscape material. Maximum Building Coverage -The combined area occupied by all main and accessory buildings and structures shall not exceed thirty (30) percent of the total lot area. 5. Maximum Impervious Area -The combined area occupied by all buildings, structures, off - street parking and paved areas shall not exceed fifty (50) percent of the total lot area. 6. Minimum Floor Area -The minimum square footage of a dwelling unit shall be not less than sixteen hundreds (1600) square feet of floor area. G. Area Regulations: The following minimum standards shall be required: 1. Depth of front yard, feet 40 2. Depth of rear yard, feet 25 3. Width of side yard on each side,ft.15 4. Width of lot, feet 100 5. Except reverse frontage lots shall be a minimum of 130 feet in width Depth of lot, feet 100 6. Distance Between Buildings -The minimum distance between principal or accessory buildings on adjacent lots shall be not less than thirty (30) feet except that accessory buildings or uses that are sixteen (16) feet or less in height may be locate in rear yards provided they are set back a minimum of ten (10) feet from adjoining property lines. H. Buffer Area Regulations Whenever an R -20 Single Family development is created adjacent to a multi- family district (R -M7-1, R -NF-2, R -TH or a non - residential district, without any division such as a dedicated public street, park or permanent open space, all principal buildings or structures shall be set back a minimum of forty (40) feet from the adjoining property line. The setback area shall contain appropriate landscape improve- ments, fencing, (Do we want berms or trees to adequately buffer adjoining uses in this wording ?) I. Height Regulations: The following height regulations shall be observed: 1. Height of principal structure, 2 stories, not to exceed 35 ft. 2. Height of accessory structure, 12 stories, not to exceed 20 feet except a storage building, which is 120 square feet or less. 3. Eliminated J. Off- Street Parking Provisions for the parking of automobiles shall be allowed as an accessory use to any principal permitted use provided that such shall not be located on a required front yard. Off - street parking shall be provided in accordance with the provisions of Section 56 of this ordinance and other applicable ordinances of the City. K. Off - Street Loading No off - street loading is required in the R -20 District for residential uses. Off - street loading for conditional uses may be required as determined by the Planning and Zoning Commission.
