CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas, met in
a workshop session Tuesday, August 28, 1984, at 7:00 PM in the Conference
Room at 307 West Dallas Road, with the following members of the Planning
and Zoning Commission present, to wit:

Chairman Spencer declared that the meeting was in session and stated the
procedures and purposes of the meeting. The Commission reviewed and made
amendments to the following draft copy sections of the Comprehensive Zoning
Ordinance.
Section 56 - Off Street Parking
Chairman Spencer advised that amendments were made to the parking
requirements in the General Office district (not Professional). The old
requirements stated 5 plus 1 parking spaces for each 200 square feet, which
was considered to be out of line. The requirements were altered, to elude
hardships for people who wanted to construct buildings in the future.
With no further discussion or questions, Vice Chairman Cook made a motion
to recommend that the City Council amend the Zoning Ordinance, Section 56,
to reflect the change and Harlen Joyce seconded the motion, which prevailed
by the following vote:
Ayes: Spencer, Cook, Joyce, Engholm and Norman

Section 58 - Parking and Loading Area Development Standards
Chairman Spencer advised that Item B - Has been reworded, eliminating the
word required. The way that this item had been worded meant that the only
area that a person had to pave, was the number of required parking spaces
and this would allow for parking on grass or gravel surfaces. The
rewording of this item is now specifying that all parking in all areas must
be on an improved surface.
A question was raised by Commission Member, Harlen Joyce, as to whether
this change would be enforceable by the City. Chairman Spencer stated that
the change was principlely addressing those people who are parking vehicles
on the lawns of front yards and people who are putting in shopping
centers and are only paving the number of parking spaces that they want to
pave and are not making the parking areas look attractive.
Then Mr. Baddaker noted that the change would be via building permits and
that any parking areas already designated would be grandfathered.
With no futher discussion or questions, a motion was made by Gerald Norman
to recommend that the City Council approve the amendments to Zoning
Ordinance, Section 58, and Vice Chairman Cook seconded the motion, which
prevailed by the following vote:

Chapter 45 - Concept Plans
Chairman Spencer advised that the word Chapter should be changed to
Section.
Chairman Spencer advised that this section is totally different from the
Concept Plan as is now written. She noted that the City Staff recommended
the use of the wording that is in the Preliminary Site Plan section in the
current ordinance which states more specifically what is needed.
Chairman Spencer stated that Item C, Number 1 - has been reworded as
follows:
1. Legal description and a survey or plat certified by a registered land
surveyor, showing date, scale, north point, property boundary lines,
dimensions and easements.
She noted that Number 2 through 13 have been taken from the original
ordinance ver batem, Preliminary Site Plan.
Numbers 14, 15, and 16 were added to this section.
Number 17 is taken from the existing Concept Plan. The reason it was
included into the Ordinance, is that it indicates the amount of tree
coverage that the City has become concerned about because of the existing
ravages of land experienced throughout the city.
Number 18 is taken from the Planning and Zoning By -Laws and is a
requirement.
Following review of the Concept Plan, Mr. Baddaker commented on Number 13.
He noted that it should state, the maximum number of parking spaces, which
would depend on the use of the property. He also commented that on Number
18, the word neighborhood should be taken out. Chairman Spencer suggested
changing the wording to state: Vicinity map indicating the area in which
the property is located.
With no further comments or questions to the changes, Gerald Norman made a
motion to recommend that the City Council approve the amendments to Zoning
Ordinance, Section 45, and Harlen Joyce seconded the motion, which
prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Engholm and Norman
Nays: None

Section 13 - R -20 Sinale- Family District Reaulations
Chairman Spencer advised that under PURPOSE, on line three, the word lower
has been changed to low.
She advised that the uses under USES GENERALLY, has gone through an
extensive alteration since the amendments to the Zoning Ordinance have
begun. Under Item A, Permitted Uses - Chairman Spencer noted that
Governmental Buildings and uses have been eliminated and a zoning district
has been brought into existence to cover it. Also the wording on public
and non - profit institutions has been altered.
Number 3 of Item A has also been reworded.
Item B, Accessory Uses - has been altered as follows:

Number 2, references servants quarters. Chairman Spencer advised that the
R -20 District is the only district which allows for the use of servants
quarters; the R -12.5 and R -7.5 districts are not large enough in land area
to accommodate this use.
Number 5, Accessory Buildings - Chairman Spencer noted that the City will
allow plumbing for these buildings.
Number 6, It was mentioned, that the sign ordinance was still not in a
complete form and that signs advertising for home occupation is not
allowed.
Item F, Minimum Open Space - Mr. Baddaker discussed the possibility of
informing those developers wham have presented preliminary plats of this
change before it is adopted so as to not create any hardships in meeting
the requirements and also the provisions of Section 51 as written.
Item G, Area Regulations, Number 3 - was changed from 10 feet to 15 feet.
Item L, Landscaping - Chairman Spencer advised that this item is stating
that if a developer or builder intends to cut down every tree on a lot,
then he will be required to plant a minimum, of (3) three trees to replace
those which were removed. She also noted that a tree preservation
ordinance is being organized which would cause the developers or builders
to obtain a permit to cut trees down. With discussion amongst the
Commission Members, they came to the agreement that a minimumn of (3) three
trees, of (2) two inch caliper, be planted per lot, when trees are
completely removed from the lot, with (2) two of the trees to be in the
front yard. The trees which will be acceptable shall be maintained by
the Department of Community Development for fulfillment of the landscaping
requirements.
With no further discussion or questions, Harlen Joyce made a motion to
recommend that the City Council approve the amendments to the Zoning
Ordinance, Section 13 and Vice Chairman Cook seconded the motion, which
prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Engholm and Norman
Nays: None
Absent: Wilbanks and Atkins
Section 14 - R -12.5 Sinctle- Family District Regulations
Chairman Spencer advised that these regulations are similar to that of the
R -20 district, and that most of it has not changed, with a few exceptions.
Item G, Area Regulations, Number 3 - The width of side yard on each side
has been changed to 8 feet, it is currently 6 feet.
Item L, Landscaping Requirements - This item is being altered to state, a
minimum of (3) three trees of a minimum of (2) two inch in caliper or
larger shall be planted per lot.
With no further discussion, Gerald Norman made a motion to recommend that
the City Council approve Zoning Ordinance, Section 14, as amended and
Harlen Joyce seconded the motion, which prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Engholm and Norman
Nays: None
Absent: Wilbanks and Atkins
Section 15 - R -7.5 Single - Family District Regulations
Chairman Spencer advised that this section is exactly the same as far as
uses, with some dimensions and yards being altered.
She noted that under Item C, Conditional Uses - that Mr. Tony Wiles, wham
is the Planning Consultant working with the City on the new Zoning

Ordinance has provided the Cannission with a clause which states that not
more than (15) fifteen people may be employed by a country club, swimming
pool or community center. The intentions for the clause is primarily to
eliminate too many people trafficking in a neighborhood. There was some
discussion among the Conmission as to whether it was a necessary item to
include under Conditional Uses.
Item F, Density Requirements, Number 1 - Maximum Density is (4) four, which
was not stated in the other ordinance.
Item L, Landscaping Requirements - This item is being altered to state a
minimum of (3) three trees, of a minimum of (2) two inch in caliper or
larger, shall be planted per lot.
With no futher discussion, Gerald Norman made a motion to recommend that
the City Council approve the amendments to Zoning Ordinance, Section 15 and
Vice Chairman Cook seconded the motion, which prevailed by the following
vote:
Ayes: Spencer, Cook, Joyce, Engholm and Norman
Nays: None
Absent: Wilbanks and Atkins
Section 17 - R -3.5 Two - Family District Regulations
Chairman Spencer advised that under Item A, Permitted Uses - Customary home
occupation has been eliminated and has been moved to Accessory Uses under
the Single - Family Districts. She also noted that Governmental Buildings
and Uses have been taken out and now have a zoning district.
Item F, Density Requirements, Number 2 - The lot size has been changed from
7,000 square feet to 8,000 square feet.
Item N, Landscaping Requirements - This item is being altered to state, a
minimum of (3) three trees, of a minimum of (2) two inch in caliper, shall
be planted per lot.
With no further discussion, Harlen Joyce made a motion to recommend that
the City Council approve the amendments to Zoning Ordinance, Section 17,
and Gerald Norman seconded the motion, which prevailed by the following
vote:
Ayes: Spencer, Cook, Joyce, Engholm and Norman
Nays: None
Absent: Wilbanks and Atkins
Section 18 - R -3.75 Three and Four - Family District Regulations
Chairman Spencer noted that under Item B, Accessory Uses, Number 1 - It
should include garages.
She also noted that the Accessory Uses must be located in the back yard.
Item D, Limitation of Uses - The Commission discussed rewording Number 3,
to state, Not more than (4) four persons unrelated by blood or marriage,
may occupy residences within the R -3.75 District.
Item E, Plan Requirements - The Commission and City Staff discussed
changing Number 2, to state as follows: A Site Plan meeting the
requirements of Section 47, shall be required.
Item F, Density Requirements - Chairman Spencer advised that under Number
6, Minimum Floor Area, that the word duplex should be eliminated.
Item G, Area Regulations - The following changes have been made:

1.) Depth of front yard changed from 25 feet to 30 feet
2.) Depth of rear yard changed from 25 feet to 35 feet
3.) Width of side yard on each side changed from 6 feet to 8 feet
4.) Width of lot for triplex units changed from 75 feet to 80 feet
Lot width to also include as follows: except reverse frontage
lots which will be a width of 110 feet.
Item I, Height Regulations - Mr. Baddaker suggested that Number 3, be
eliminated from this section. The Commission Members agreed to this
change.
Item J, Off Street Parking - Chairman Spencer suggested making the
following addition to paragraph Number 3, This set -back area shall be
landscaped in accordance with provisions of Section 53.
Item N, Landscaping Requirements - Is being moved up under Item L, for
Landscaping Requirements, making a second requirement. Number 2 is also
being altered to state, A minimum of (3) three trees of (2) two inch
caliper or larger shall be planted per lot.
With no futher discussion or questions, Peggy Enghohn made a motion to
recommend that the City Council approve Zoning Ordinance, Section 18, as
amended and Harlen Joyce seconded the motion, which prevailed by the
following vote:
Ayes: Spencer, Cook, Joyce, Engholm and Norman
Nays: None
Absent: Wilbanks and Atkins
Following the review of said Zoning Ordinance Sections, the Commission went
back to review Number 4, Maximum Building Coverage, of Item F, Density
Requirements, of Section 13, to amend the percentage of the total lot area
from 30 to 40. With no further amendments being made to this section,
Peggy Engholm made a motion to recommend that the City Council approve this
amendment and Gerald Norman seconded the motion, which prevailed by the
following vote:
Ayes: Spencer, Cook, Joyce, Engholm and Norman
Nays: None
Absent: Wilbanks and Atkins
With no further discussion or review of said Zoning Ordinance Sections,
Gerald Norman made a motion to present to the City Council, the proposed
amendments and Harlen Joyce seconded the motion, which prevailed by the
following vote:
Ayes: Spencer, Cook, Joyce, Engholm and Norman
Nays: None
Absent: Wilbanks and Atkins
At approximately 9:15 PM, Chairman Spencer declared that the meeting be
adjourned and Vice Chairman Cook made a motion to adjourn the meeting,
which Gerald Norman seconded, and the following vote prevailed:
Ayes: Spencer, Cook, Joyce, Engholm and Norman
Nays: None
Absent: Wilbanks and Atkins
