HomeMy WebLinkAbout1984-09-24STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a workshop session Monday, September 24, 1984, at 7 :00 PM in the Conference Roan at 307 West Dallas Road, with the following members of the Planning and Zoning Commission, Ordinance Mop -Up Committee present, to wit: Sharron Spencer Ron Cook Gerald Norman Harlen Joyce Chairman Vice Chairman Member Member with the following City Staff, to wit: J.R. Baddaker Al Dugger H.T. (Tommy) Hardy Joy Carroll Sue Martinez Director of Public Works Assistant Director of Public Works Director of Community Development Planning Aide Secretary Chairman Spencer declared that the meeting was in session and stated the procedures and purposes of the meeting. The Committee reviewed and made recommendations for amendments to the following draft copy sections of the Comprehensive Zoning Ordinance. Section 51 - Open Space Requirements Chairman Spencer commented that she thinks the terminology of this section should be Useable Open Space recognizing that the wording Common Open Space seemed inappropriate. Then there was discussion between Committee Members and City Staff as to who would be responsible for maintenance of park property in areas where creeks are present. Also discussed was, open space areas that could be defined as common open space. Following a brief discussion, Chairman Spencer proceeded with the various items under Open Space Requirements with changes being made as follows: Item B, Application - The word apply should be changed to applying Item D, Character of Land - The word requirement should be changed to requirements. Item E, Minimum Dimensions - Chairman Spencer suggested changing the wording dimensional requirements to dimensional standards. Item G, Acceptance by City - The word requirement should be changed to requirements. Then there was discussion as to the availability of property needed to provide recreational facilities within the City; the cost or possibility of dedication of park land as opposed to the purchase of the land. Also discussed was the proximity of park land property to neighborhoods where the park(s) would be utilized to capacity; and whether to acquire proposed property out of residential or industrial areas. With no further discussion or questions relative to Zoning Ordinance, Section 51, Chairman Spencer proceeded with discussion and changes to Section 52. Section 52 - Tree Preservation Item A, Purpose - Committee Member, Harlen Joyce began discussion of this section with a proposal to permit the developer to take out trees from property line to property line allowing for streets, sidewalks, and for utility easements; and preserve the remainder of trees. Then, permit the builder to remove trees, allowing for driveways and house and P &Z Minutes Ordinance Mop -Up Committee September 24, 1984 Page 2 any other construction or alterations; leaving (3) three medium sized caliper trees in the front yard; and allow the tree preservation to be enforced via final building inspection. Then it was discussed by the Committee, that the existence of the tree preservation is to keep the developers from ravaging more land; and the enforcement of this ordinance shall end at this point. With no further discussion to the proposal, the Committee proceeded to make changes as necessary to the various items under the Tree Preservation Section, as follows: Item A, Purpose - On line two, the word protectio should be protection. Item B, Definitions - Number 1, Buildable Area - On line two, which states structure of, should be changed to structure or. Number 2, Drip Line - This whole paragraph is being eliminated. Item E, Application - There was discussion as to whether it was necessary to have a survey for a tree. After a brief discussion, the Committee decided on changing the sentence which states: The application shall be accompanied by a survey performed by a registered Texas surveyor; and such survey shall show the exact location, to read as follows: The application shall be accompanied by a preliminary plat which shows the exact location. Number 4, The word relocated is being eliminated. Number 5, The word relocation is being eliminated. Item F, Application Review - On line six, with a is being eliminated because it is in there twice and or Plat is being eliminated. Item G, Issuance of Permits - Number 1, Removal - The word exists is being changed to exist. Number 2, Relocation - The whole paragraph is being eliminated. Number 3, Replacement - In paragraph two, one -half (1/2) is being eliminated. Number 4, Tree Bank - The whole paragraph is being eliminated. Number 7, Exemption - The word which is being inserted before the word has. Chairman Spencer commented that she thinks that this exemption should be effective on the date of approval of this Ordinance. On Number 6, Exemptions - There was discussion concerning how extensively the utility companies were to comply with the provisions of the Tree Preservation. Then there was discussion concerning utility easements and the effects they would have on the Tree Preservation; the main concern being underground utilities. After brief discussion, Chairman Spencer proceeded the evening's session with recommendations for amendments to the Commercial Sections of the proposed Sign Ordinance, as follows: NAMEPLATE CN, Neighborhood Commercial District Max. Height in Ft. - N/A Type Sign Permitted - Awning, Canopy & Marquee, Ground & Wall Setback Required in Ft. - 5 Spacing - Ground Sign, One (1) sign per platted lot Awning, Canopy & Marquee Sign, No limit Wall Signs, No limit P &Z Minutes Ordinance Mop -Up Committee September 24, 1984 Page 3 CONSTRUCTION CN, Neighborhood Commercial District Max. Area in Sq. Ft. - 64 Sq. Ft. Max. Height in Ft. - 15 Type Sign Permitted - Ground, Wall and Pole Setback Required in Ft. - 10 Ft. Lighting Permitted - Yes Max. Duration - Temporary Spacing - One (1) sign per platted lot Additional Requirements - Real Estate Signs not to exceed 6 feet (See Section 60 - Signs) CC, Community Commercial District Spacing - One (1) sign per platted lot Additional Requirements - Real Estate Signs not to exceed 6 feet (See Section 60 - Signs) Section 60 - Signs - States, that there can be one sign, not exceeding 64 square feet, announcing or advertising the sale of a tract of land in excess may be on said tract of land. With no further discussion, review, or recommended amendments to the said Zoning Ordinance Sections and proposed Sign Ordinance, Chairman Spencer advised that there would be a meeting of The Planning and Zoning Commission held on Thursday, September 27, 1984, to discuss finalization of the amendments to the Comprehensive Zoning Ordinance so that it could be recommended to the City Council at the next Joint City Council and Planning and Zoning Commission Meeting. The meeting is to be held at The Grapevine Concourse, located at 3800 Fairway Blvd., Grapevine, Texas; with dinner to be provided before the meeting, at 6:00 PM.
