SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A DATA
STORAGE SYSTEM FOR INFORMATION TECHNOLOGY
THROUGH A STATE DIR CO -OP CONTRACT PROGRAM
RECOMMENDATION:
City Council to consider approval of a resolution to purchase a data storage system for
Information Technology from Insight Public Sector Inc. through a contract established by
the State of Texas Department of Information Resources ICT Co -op Contracts Program
in the total annual amount of $23,312.46.
FUNDING SOURCE:
Funding for this purchase is currently available in account 325-48860-101-11-2011
Capital Equipment/Machine Purchase Fund /City Manager/2011 Operating Capital
Acquisitions /Machinery & Equipment.
BACKGROUND:
This purchase will be made in accordance with a contract established through the State
of Texas Department of Information Resources ICT Co -op Contracts Program (contract
#DIR -SDD -1364 expires May 5, 2013). Contract purchases through this program are
authorized under Texas Government Code, Chapter 791 and Chapter 2054, Section
2054.0565 (b) that states, "A political subdivision that purchases an item or service using
a contract under this section satisfies any other law requiring the political subdivision to
seek competitive bids for that item or service ".
This request is for needed additional capacity on our Storage Area Network (SAN) at the
IT data center. This SAN holds the data and software configurations for most of the
City's applications and most of the City's stored documents. This additional capacity is
needed because the current units are at 78% of their capacity and gaining over 2% per
After about 80% capacity the performance starts decreasing.
Quotes were taken in accordance with City Purchasing Policy. Formal bids and
advertisements are not required for purchases under $50,000. Three quotes were
received with Insight Public Sector Inc. submitting the lowest quote that met the
specifications.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A
DATA STORAGE SYSTEM THROUGH A STATE DIR CO -OP
CONTRACT PROGRAM AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Government Code, Chapter 791 and
Chapter 2054, Section 2054.0565 to purchase an item under a state contract therefore
satisfying any state law requiring local governments to seek competitive bids for the
purchase of the item; and
WHEREAS, the State of Texas Co -Op Purchasing program is a qualified purchasing
program; and
WHEREAS, the City of Grapevine, Texas has an established Cooperative
Agreement with the State of Texas Department of Information Resources ICT Co -op
Contracts Program and wishes to utilize the contract meeting all State of Texas bidding
requirements; and
WHEREAS, the State of Texas DIR has an established contract # DIR -SDD -1364
with Insight Public Sector Inc.; and
WHEREAS, the City of Grapevine, Texas has a need to purchase a data storage
system due to current system being near capacity.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes to purchase a
data storage system at a cost of $23,312.46.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 99th day of July, 2011.
